Ethiopia: Chaos in Gambella town, state of emergency need it

Gambella, Anyuak Zone, April 24, 2016 (GMN) – Gambella city residents staged a spontaneous demonstration after a refugee mob maimed and killed several Ethiopians. A mob of South Sudanese refugees, mostly from Nuer tribe, attacked Ethiopian laborers on Thursday, as Horn Affairs broke the news later that day.

The refugee’s mob was triggered by a car accident that killed two girls near Jewi refugee’s camp. The vehicle belonged to ACF (Action centre la faim), yet the driver was a “highlander” – a local label applied to Ethiopian residents who are neither from Nuer nor Anuak tribes.

Local sources informed Horn Affairs the refugees killed two women and eight men. Another thirteen injured. The victims were “carpenters, masonry workers and daily laborers”.

However, VOA Amharic reported fourteen deaths. The number could rise further since the refugees chased the victims to the forest, where they mutilated the bodies.

Highlanders living in Gambella town held a demonstration today in protest of the killings. It lasted for about four hours from 9:30 am to 2:30 pm in the afternoon.

Federal Police blocked the protesters from going to Jewi camp. They later unsuccessfully tried to cross the Baro Bridge into tonewland – an area dominated by Ethiopian Nuers.

However, Federal police and soldiers, in charge of securing the bridge, prevented the protesters.

Several Gambella residents told Horn Affairs gunshots were fired for several minutes.

However, one local claimed the security officers were trying to calm down the protesters reasoning that an attack on newland will put highlanders in that vicinity in danger.

A Nuer mob was reportedly roaming in newland. It appears federal police quickly dispersed it.

Yet, Horn Affairs received multiple tips that the highlander protesters had attacked a Nuer business around the Baro Bridge. Causalities were not confirmed.

Gambella region’s President Gatluak Tut Koat had his vehicle stoned when he went to talk to the protesters. Local sources claimed the windshield was broken, but it was difficult to verify the claim.

The protesters refused to meet Galtuak, who is Nuer, and requested for his deputy Olero Opiew, who is Anuak, instead. Olero held a meeting with the protesters late afternoon.

The motorcade of Riek machar, the leader of the South Sudanese rebel SPLM/A-IO, was reportedly stoned by demonstrators. It was not immediately clear whether he was in the same vehicle or motorcade with the regional president. The two officials were seen together at the Gambella Grand Resort hotel early afternoon. Machar, who is from the South Sudanese Nuer tribe, was supposed to go to the airport in the afternoon to fly to Juba, South Sudan, as part of a protracted peace deal facilitated by Ethiopia and IGAD.

A foreign correspondent tweeted two vehicles of World Food Program (WFP) were attacked.

The regional president issued a statement in the evening, for the first time since the refugee mob lynched the highlanders. He claimed thirty refugees are detained in connection to the Thursday attacks and expressed his condolences.

Rains wreak havoc in drought-hit Ethiopia

Dire Dawa: The recent flash floods are worsening the situation for many drought-affected communities in Ethiopia. “The rain has led to livestock deaths that in their weakened state are more susceptible to illnesses. For many this was the last hope they had,” said Mohamed Hassan, Head of Norwegian Refugee Council (NRC) operations in the Jigjiga region in Ethiopia.

The recent flash floods in some of the drought-affected regions in Ethiopia is worsening the already dire situation for affected communities. “Not only are families losing their remaining livestock, but the heavy rain is making the roads inaccessible. Roads are turning into raging rivers and our trucks carrying food assistance are unable to reach many communities,” Hassan said. The Ethiopian government has reported that 28 people have lost their lives due to the floods in Jigjiga, one of the worst affected areas. “If people don’t get aid I am afraid that human lives might be lost,” Hassan warned.

Ethiopia is experiencing one of the most severe droughts in half a century due to the effects of El Niño. The rain in the Afar, Amhara and Somali regions of Ethiopia can also potentially increase the transmission of water-borne diseases as the water sources are compromised, the UN warns. This is particularly concerning among the displaced population. “Over the last days we have met people who have lost their last entire livestock, which means they lost their livelihood. They cannot do anything but to hope for more food aid,” said Hassan.

The Norwegian Refugee Council warns that flooding in the drought-stricken regions may result in more people relying on emergency aid. If the current rain does not deliver enough water the harvest will not start in time, and it is likely to further increase humanitarian needs. “Ethiopia has suffered vicious cycles of drought over the years. However, in the past the drought peak occurred every ten years. Now the intensity and the frequency of the drought is felt every two to three years,” said Hassan.

Ethiopia has availed 400 million dollars for the drought and received over 400 millions of dollars from the international community. However, the scale of the developing emergency due to the drought exceeds resources available. Over 10 million people in six regions are identified for emergency food assistance in 2016.“It is important to see this drought not only as a food crisis. Above all it is a livelihood crisis,” Hassan warned.

“We will see this situation again and again. We need to empower people so that they can help themselves. We must not only truck water to communities; we must ensure permanent sources of drinking water. We must not only hand out food, but also help people find alternative livelihoods and focus on livestock health. Although people here say this drought is the worst in their lifetime, they will likely be forced to live through another drought in the future,” Hassan said.

“The affected communities still have to see the fruits of the rain. So far they have only seen more death of their livestock.”

Prominent Opposition Member Bekele Gerba & 22 individuals charges with Terrorism

NAIROBI (HAN) April 23, 2016. Public Diplomacy & Regional Security News.  BY: Mahlet Fasil. Prosecutors have today charged 22 individuals, including prominent opposition member Bekele Gerba (pictured), first secretary general of the opposition Oromo Federalist Congress (OFC), with various articles of Ethiopia’s much criticized Anti Terrorism Proclamation (ATP). Addis Standard could not obtain details of the charges as of yet.

However, charges include, but not limited to, alleged membership of the banned Oromo Liberation Front (OLF), public incitement, encouraging violence, as well as causing the death of innocent civilians and property destructions in cities such as Ambo and Adama, 120km west and 100km east of Addis Abeba during the recent Oromo protests in Ethiopia.

As per the decision during the last hearing, defendants were expected to appear at the Arada First Instance Court this afternoon, but were instead taken to the Federal High Court 19thcriminal bench this morning. The court adjourned the next hearing until Tuesday April 26th.

The defendants that include a Kenyan citizen were all arrested between November and December 2015, shortly after the start (and in connection with) Oromo protests in November that gripped the nation for the next five months. Defendants also include several members of OFC, students and civil servants who came from various parts of the Oromia regional state. Except for the one Kenyan, whose name Addis Standard couldn’t obtain as of yet, all of the defendants came from Addis Abeba and various cities and towns within the Oromia regional state, the largest of the nine regional states in Ethiopia.

Although Bekele Gerba et.al were represented by lawyer Wondmu Ebbissa during the last five court appearances that took place at the Arada First Instance Court, today’s hearing in which the charges were read to the defendants happened with neither Wondmu nor any public defendant present, the reason why the court adjourned the next appearance until Tuesday April 26th. The next hearing is also scheduled to help six of the 22 defendants who spoke only in Afaan Oromo to come up with interpreters.

The court also ordered the police to relocate defendants from the notorious Ma’ekelawi detention center to prison facilities under the Addis Abeba Prison Authority. During the last hearing on March 18th, Bekele Gerba made an emotional appeal to the court revealing he and the 21 others with him were kept inhumanly in a cell the size of 4 X 5m that included a toilet and beds for all. “To be imprisoned is nothing new”, Bekele was quoted by his lawyer as telling the court, “but there is almost no country in the world which violates your basic rights while one is under police custody. I have never seen a government as cruel as the government in Ethiopia.”

In January Bekele Gerba et al went on a hunger strike protesting against inhuman treatments in the hands of the police including denial of family visits at Ma’ekelawi. Sever tortures against the defendants were reported in the same month.

Bekele Gerba, who is the fourth defendant (and a high profile defendant of all), was arrested on Dec. 23 2015.  His arrest is the second time since 2011, during which he was sentenced to eight years in prison suspected of allegedly belonging to the banned Oromo Liberation Front (OLF). He spent almost four of the eight years before he was freed in April 2015. In a May 2015 interview with Addis Standard, Bekele Gerba, known for his outspoken criticism of widespread injustices in Ethiopia, said prison was “not a place one appreciates to be. But I think it is also the other way of life as an Ethiopian; unfortunately it has  become the fate of many of our people.”

The subjugation of the Oromo people and their alikes: the southern people of the same historical fate in earnest started after the active expansion wars waged by Abyssinia colonialists and the occupation of the territory demarcated as, “quasi-Ethiopian-state,” the contemporary were accomplished. (a) The intervention of an external source – the ‘colonizer’ – in the mental sphere of a subject or group of subjects – the ‘colonized.

Since the occupation of the land in the south, language acted and still does acts as a vector (carrier) of the interaction between the colonizers mind and the colonized mind: The antagonists. Herein, the colonizer implements its own language, as the only one to be used in every sphere of life of the colonized as a vehicle, institutionalizes it, trains his slave, “pidgins” language, by saying in his master’s word “Ishe(ok) or abet(ja Sir), ” gets in return a “civilized” as psychological stimulus and award and to motivate for future services.

The major reasons what makes the hero and heroine exceptional are basically the time, place, environment or circumstances and their earlier awareness in their mind first and their answers a big NO to the colonization and preparedness for sacrifice without a shadow of a doubt: only over my dead body. Awareness is all a faculty of mind that raises questions in the form of a cascade, like, Who we are? What did we have? What did we lost, and Why? And seeking the correct answer to each question raised in mind. How do we gain all that we lost, and so on and so forth,what did we inherit to the coming generations?

The heroes and heroines we admire and refer are those whose awareness arose very early for the novel cause of their people and dedication for life and the novel price they paid. Without knowing who he and his brother Jimaa were at that age of Foolle grade, I simply echoed the songs I heard like cassette recorders tirelessly with the others. My disappointment was that those who song the lyric better than I am do not able to answer my question who is Agarii? But two things were feasible, as an inspirational stimulus to us from the lyric and songs of Agarii at this stage and to dream about it if we are beholding to be called; cirrii faarda irra and daakiyyee laga irra ( the master of horse riding and swimming like ducks) one day.Finally, later on, as we were told from our elderlies that he was more than what we song and still sing. They told us that Agarii was invisible, He was bulletproof, handsome, available everywhere when needed, a man of justice and protectorate of the poor Oromos so-called “ciiseenya”by feudal settlers (neftanyas). He was a hunter of merciless, moralless feudal despots who knew nothing except sucking the blood of our people.

Finally, the lyric that says (Agariin hin qabamuu,.gantuutu qa’bsiisee malee) opens our eyes to grasp the role of betrayals in the process of liberation more significantly more today than yesterday. The gruesome act that was done on Agarii and his brother Jimaa; who was indeed nothing to do with his brother performances,but also caught and hanged on market day to be watched by the crowd is a deep rooted culture of the aliens of the north settlers (Neftayas ) committed on the south people.The recent past subhuman act of the gangster in Daara/Salaale that we destined to witness, among many, not yet unveiled crimes the tyrants conducted is enshrined facts the world must know and act accordingly.

I have no doubt that we all have our heroes who inspired us and who we remember from our beautiful, rich villages in the whole of Oromia. They lived their life for their nation whose awareness arose very earlier in those dark days, whereas the majority of its people can even not dreamed of it, let alone to combat the aliens on their shoulders, injustice was done to their people, and to think of liberation of his people at specific time places and circumstance.

We appreciate them because they inspire us from day to day. They recognized that there is a stranger at home with his own poison that must be neutralized and decided to fight in those dark days and paid a heroic sacrifice for the virtue of their nation. They opened the eyes in the middle of the darkness of their society. Whereas for those who were/are unaware of the colonization of their mind would /will be unthinkable of decolonization of their mind first let alone their people and their land finally, although both were equally colonized. They carried,and still do the mind of the stranger, a product of colonial indoctrination transmitted through the process of mental assimilation that turned to the mental habits and contents of the art of thinking and handling instead of rediscovering themselves.

The words of Prof. Mohammed: “Oromoon guyyaa tana Oromuummaa ofii hinbeeknee gabra” has a value of diamond if his words stimulate our brain; gray matter, process it successful and responded it correctly. Today than ever the genuine Oromo people at home and abroad are giving the sacrifice need to liberate their land and dismantle one of the barbaric, tyrannical regime ruled by TPLF gangsters club of the contemporary “Quasi–Ethiopia State” empire on this planet. They do so without any foreign designer, advisor, mentor, firearm and finance provider. The gold slogan that vibrates Oromia and genuine Oromoo Sabboonas and Sabboontus indeed, independent of age and place says: Taking our destiny in our hands.

Today, Heroes and Heroines are flowering day by day from each and every corner of Oromia, prepared to realize the dreams and the sacrifice of the heroes and heroines of past who are not physically with us, but lives for eternity in our heart and mind. We remember them and celebrates because the inspire us; they are our sunshine’s and eye openers.

Throughout colonization of Oromia /Biyya Oromoo and the creation of one of the poorest Euro-Abyssinia empire cum–Ethiopia, Sirna Gadaa-Seeqqee System, our history suffered extremely cultural genocide with the aliens of the north. Thus, when we talk about Liberation of Oromia/Biyya Oromoo, the struggle for independence that is a continuous process, and is not merely of political and economical, but It also involves the struggle over history, culture and above all It is only the liberation mind that liberates his land and his people and all what it belongs. History teaches as that there has been nothing of go-between and it will not be in the future because both are antagonistic.

Therefore, the liberation of mind meant a total rejection of the mind setups, worldview, culture, the art of thinking and handling, behavior installed by the colonizers, in the process of Habeshanization or Amharaniztaion doctrine for centuries that ultimately needs to reverse to our own. The recovery or the antidote to colonized mind is a total rejection of everything of the colonizers; meant decolonization of our mind especially those of us who were and still are trapped into the dark hole of “Ethiopianism equivalent to Habeshanization” like a fox infected with rabies: an invisible virus for our eyes and convinced invincible to come out of the dark hole and the infection. In fact, there is a way out of the dark hole and recovery from the infection I call it Ethiopinitis, an antidote or a vaccine for it. One must take it at the individual level, the infected first, and then family and community as preventive measures so that it will not be disseminated to the nation. The ingredients of the vaccine consist of the restored unique history of owner own; the renaissance of Oromuumma; Sirna Gadaa-Seeqqee, fertilized to the global reckons. Our history, re-written by our own historian and genuine sacred scholars of global reckon and teachers around the world on Oromos and alikes in the world that would empower us and give to the future generation a clear and true perception of the forebears, Judging right from wrong in the whole Oromia and beyond, hence of themselves. We must ask ourselves, sharpen our mind and how do we think, behave, and act within and against the foe. Furthermore, the struggle for independence–Qabso for whom the Heroes and Heroines sacrificed their life for us did inspire us to achieve the goal they set Abba biyuumma, must be recognized, remembered, and celebrated.

To achieve a liberated Oromia we must imply a “new” matrix of Oromo identity, study our history from master teachers and Elders. e. We must be honest with ourselves primarily and then to our family, community and final to our nation. Thus, Sirna gadaa-Seeqqee system must make the link with its key elements.

Analog to the computer, that consists of two main parts, the hardware (keyboard, printer etc), the tangible one and the software (various programs), the virtual one (invisible to our naked eyes). The biological body of human-like organs, systems (hardware analog) are composed of billions of varies cells, and we are spiritual, emotional, religious, we have, beliefs, dreams, love, memories (virtual analog to the computer). The hardware depends on software programs for proper function mediated via the Operation system to the computer chips called CPU (Central Processing Unit – the brain of the computer that consists of called RAM (Random Access Memory) that take charges of the data or, information processing and organizing it on an input /output- to the final result. As an infected (software) computer or a computer without memory is dysfunctional.

The physical body without mind and mind without a memory of our true Oromo history or with infected (distorted, contorted with the colonial mind is dysfunctional. Thus, it is a time of the renaissance- the revival of the deliberately distracted history of Sirna Gadaa- Seeqqee system. Otherwise, there is no need to call our selfs I am Oromo, Sidama, and so on so far. Did not we all say action speaks louder than words? It is only a liberated mind that liberates his people and his land.

Esteemed members of the Swedish Parliament,

Dear Honourable guest speakers,

 

Ladies and Gentlemen,

First of all, I would like to thank and convey my deepest gratitude to the organizing committee for inviting me to present a paper on this seminar on behalf of the Oromo Liberation Front, OLF. It is a great privilege and honour for me and my organization to be here today representing the Oromo people.

 

Ladies and Gentlemen,

The topic on which I am going to speak is “Banned and forced out of Transitional Government: Struggle for National Rights and Democracy – the Case of OLF”.  My presentation is organized in five main parts:-

    1. I will give some background on the Oromo people and Ethiopia.  
    2. I will elucidate the birth and grand objectives of the OLF and its formidable role in the past, today, and the future politics of Ethiopia.

 

  • I will try to indicate how the vision of “New world order” challenged by Global War on Terror (GWOT).

 

  1. I will skim over the current situation in Oromia/Ethiopia, and finally,
  2. I offer my organization’s view on the way forward.

Ladies and Gentlemen,

 

  • Background:

 

The Oromo make up a significant portion of the population of the Horn of Africa. In Ethiopia, the Oromo constitute about 40% of the 101 million population of the country. Oromia, the land of Oromo, is the economic backbone of Ethiopia.  Despite the fact that, Oromo’s maintain distinct and homogenous culture, common language, history, ancestry, and separate territory, they are socially, economically, and politically subjugated and marginalised in Ethiopian.  Ethiopia is an empire-state created as an outcome of the 1884/1885 Berlin Conference during the era of the “scramble for Africa”. The core Abyssinian kingdom was assisted to expand by annexing the other nations and nationalities to their south. The Ethiopian empire that emerged as a result of this expansion is ethnically heterogeneous, comprising more than 80 nations and nationalities with 83 languages and over 200 dialects.  The Oromo and Amhara are two of the largest ethnic groups.  Since the expansionist occupation, the Oromo people have lived under successive brutal and oppressive rules to this day. The fact that the Oromo were occupied by black African nation makes their case quite blurred compared to nations colonized by Europeans.  The pain and brutality of inter-tribal occupation among black Africa was and is as severe and bitter as that of white occupation of black Africa nonetheless.

Following the occupation of the 1880s, Ethiopia was ruled by successive emperors including Menelik II and Haile Selassie I.  The later was ousted by Marxist military regime of Mengistu Haile Mariam in the early 1970s which was in turn overthrown by the Tigrian Peoples Liberation Front in 1991. All successive Ethiopian regimes have been characterized by harsh exploitation, political suppression and marginalisation of the Oromo and other peoples of Ethiopia.  Discrimination, subjugation, repression, exploitation of the people and torture and killings of opposition forces were rampant.  Political pluralism and tolerance has never been part of Ethiopia’s political makeup.  The imperial attitude without a shred of concern for the growth and development of the country has been a source of obstacle towards economic development, giving rise to abject poverty and hunger in perpetual.  The Oromo people’s struggle is to bring about an end to this vicious process, and to build a fair and just political system where the rights and lives of the people are respected, and all live in peace in union or as neighbours.  This is our inalienable right that we ask, and demand, this is the purpose of our struggle for which we are willing to fight regardless of the stakes.

 

  • The birth and grand objectives of the OLF

 

All peoples of Ethiopia including Oromo, Sidama, Ogaden, Afar, Gambella, Walaita, Benshangul, Gedyoo, Gurage peoples, etc. have vehemently resisted the process of subjugation both at the time of annexation and thereafter to this day. The nature of the resistance has taken various faces and patterns.  There is no other road that leads to peace and stability in Ethiopia and the region that doesn’t fully address the legitimate struggle and demands of these peoples to obtain their full rights.

The Oromo Liberation Front (OLF) was established in the late 1973 to give voice and legitimacy to the Oromo resistance following a number of brutal interventions by the Ethiopian government to suffocate peaceful demand of the people for equal rights.

When all peaceful venues were met by killings and tortures, the OLF amended its program in 1974 and established its military wing, the Oromo Liberation Army, (OLA). Right at its emergence OLF was challenged both by Ethiopian nationalists and Somali nationalists in South east during Ethiopia-Somalian war. The Republic of Somalia used a Somali proverb saying: Wherever the camel goes that is Somalia. This was used rhetorically to encompass its direct claim to huge swatches of territory occupied by Oromos. On the other side the Ethiopian military regime was using a say: anyone who wore “Shirit” (cultural wear of both Oromo and Somali in south east) is “Sergogeb” (infiltrator) from Somali government and then shoot it.  However, OLF managed to survive this Ethio-Somalia war safeguarding its independence and area of operation. The OLF aimed to create an Oromo national movement that would allow the Oromo people to decide their political destiny democratically through referendum.  Since its inception, the OLF has survived massive military assault by the Ethiopian governments, and continues to grow despite Ethiopian government’s propaganda to the contrary.  In fact, resistance of the Ethiopian governments to peacefully and amicably address ethnic injustices in the country, and its often ruthless reaction to even peaceful demonstrations have forced many more fronts to take arms to fight for their inalienable rights as people.  The OLF has engaged the Ethiopian Military regime of Mengistu until the fall of the regime in May 1991, and has defended its posts against the TPLF since 1991.  During all these years, the OLF has never targeted civilians, and conducted its operation with internationally accepted norms of military conflict.  However, the Ethiopian government has repeatedly attempted to paint our struggle for freedom and equality as terror, while freely terrorizing, arresting, and killing civilians with impunity, without a due process.  The evidences for these mass killings are abundant.

 

  • Let me now address the 1991 transition – the emergence of the TPLF and the fall of the Dergue regime in the era of The New World.

 

Right at the eve of the downfall of the Dergue, the US government took an initiative to lay down a plan for peace and stability in Ethiopia, and invited the major armed groups: Eritrean Peoples Liberation Front (EPLF), Tigray Peoples Liberation Front (TPLF), Oromo Liberation Front (OLF) and the falling Dergue for a conference in London on May 1991. To motivate all parties to the peaceful talks, the US government declared “No democracy, No Cooperation”.  Believing in the leadership of the US government, and the promise they gave, the OLF joined TPLF as a partner in drafting the Transitional charter and establishing a Transitional government (1991-1992).  Knowing the political traditions of the land, it was difficult but necessary to be optimistic.  The OLF took the Charter and worked on it for a democratic process building a new road for Ethiopia, the first of its kind in the history of the country.

However, the TPLF, with its marionette parties amalgamated under an umbrella organization named Ethiopian people Revolutionary Democratic Front (EPRDF), started violating the charter from the get go, paving the way for a one-party dictatorship.  Elections were rigged, OLF members and candidates were arrested and the EPRDF declared landslide victory even in Oromia region. Observers from Norway, Sweden, USA and other democratic countries have witnessed this at that time. The OLF was forced out of the government and declared illegal.  Human rights abuses, tortures, disappearances, and untold pain met our people who live under unbearable political repression since. Over forty thousand from members and the people suffered in different concentration camps. About thirteen thousand perished out of this by disease and other means.

Geostrategic interest shackles democracy:

The vision of a “new World order” that assumed  a peaceful, stable and just new world order has  been sooner challenged elsewhere,  like in June 1991 Yugoslavia descended into civil conflict that left nearly 20,000 dead and more than one million homeless within a year. Three of successors of the Soviet Union Georgia, Tajikistan and Azerbaijan have experienced power struggles over control of their governments involving varying degree of violence. In Somalia 30,000 died and 2.5 million displaced from January 1991 to July 1992. Bin Laden the Master mind for the emerging terrorism deported in 1992 from Saudi and took Sudan, neighbouring Ethiopia, as its destination from 1991 to 1996. US peacekeeping force is forced to leave Somalia in 1994. In addition to the above enumerated situations, the US intervention in Iraq’s invasion of Kuwait has renewed the Geo-strategic interest of US across the western side of the Arabian Peninsula (Ethiopia, Eritrea, Djibouti Somalia and Kenya). This interest has become vital after the terrorist bomb attack on the U.S. Embassies in Kenya and Tanzania in 1998.   Moreover, the identification of Somalia by the US since 9/11, as an area of state collapse conducive to support for al-Qaeda, the presence of US force in Djibouti since December 12, 2002 and the Islamist agendas of some of the local factions have enabled Ethiopia to link its own security interests in the region to the “Global war on terror”. The Horn dominates a part of the Gulf of Aden and the Indian Ocean through which oil tankers constantly move and overlooks the passages where the Red Sea, the Gulf of Aden and the Indian Ocean converge became the main strategic interest of US policy makers.  According to some scholars (Baffour Agyeman-Duhah, 1994) three types of USA “Global security network” incorporation were readily discernible: direct or absolute NATO’s type of relationship, surrogate model whereby the state was armed to play a regional role on behalf of the United States like that of Ethiopia  and peripheral in which the state was to provide local facilities for electronic surveillance installations or the pre-positioning of logistics, for instance, troops, arms, and refuelling or refurbishing centres.

Because of this rapidly changing Global security and politics, the US policy makers prioritized to partners of Global security than anchoring democracy. To this day, our people see the slogan and promises of the US government that stated “No democracy, No co-operation” as an empty promise.  

The TPLF led Ethiopian regime exploited the US policy on terrorism and the emerging global fear and caution tagging popular liberation movements and political parties as terrorists and banning them.  The TPLF has effectively transformed itself into a ruthless dictatorial party.  The institutional base for EPDRF’s hegemony began with the elections of 1995 with an amended constitution. Regional parliaments were created after the elections. As the election was run under the supremacy of one party, EPRDF/TPLF became the indisputable winner by near perfect margins.  The government declares an opposition illegal whenever it finds the opposition threatens its power. Thus, currently there is no political space for the opposition as was evidenced again in 2015 when the government declared winning by 99.6% electoral results in 2010 national elections, and by 99.9% in May 2015 local elections.  Clearly, despite all the Western financial supports and promises of no democracy no help, today the Ethiopian government has become one of the world’s ruthless and totalitarian regimes.

Sadly, the Ethiopian government has masterfully ridden the “war against terrorism” wagon labelling its oppositions as terrorists.  The OLF is the main target of this Machiavellian machination mainly because the OLF is a real threat to the regime.  The Ethiopian government has made significant efforts to misinform the Western public and governments misrepresenting the OLF and lobbying to put the organization on a terrorist list.  The government has planted bombs and targeted civilians only to blame the OLF, and then use its criminal act as a proof against OLF.  In a document released by WikiLeaks the head of Ethiopian security Getachew Asefa tells the US ambassador in 2009 that “the OLF and ONLF should be designated as Foreign Terrorist Organizations (FTOs)”   .  However, an earlier report of the same source states that “an embassy source, as well as clandestine reporting, suggests that the bombing may have in fact been the work of the Government of Ethiopia’s security forces.”

 

  • In outlining the current situation in Oromia/Ethiopia

 

I start quoting Nelson Mandela who said “It is the oppressor that dictates the nature of the resistance”.

After it was forced out of the Transitional Government in 1991, the OLF continued for what it stood and was created for, standing for and defending the fundamental rights of the Oromo people.  And yet the OLF never ceased on calling TPLF for a negotiated peaceful settlement. However, all our attempts fell in deaf ears.  Instead of resolving the conflict, TPLF has several times declared that it has eliminated the OLF from Ethiopia altogether only to issue public statement weeks later accusing the OLF for destabilizing the country.  Despite dooming government propaganda, the OLF has remained steadfast, as it will always be, determined to guard the national interests of the Oromo people, ready to sit down with all interested parties to discuss a peaceful process that brings justice and harmony for much needed progress.  Today, because of its unwavering determination to peace, but guarded by its unflinching position to stand for human rights to end the human misery in Ethiopia, the OLF has gained immense diplomatic sympathy and political support from across the international community.

Attempts by the TPLF to portray the OLF as a terrorist organisation have backfired, and in addition to a full backing of our people who have suffered greatly defending their rights, we also enjoy a full and growing support and recognition by the international community.

Ladies and Gentlemen,  

To sum up, generally OLF has engaged itself into five major areas. Namely: organising Oromo’s both in clandestine and overtly where the situation allowed, try to solve the problem with TPLF/EPRDF through dialogue, laterally co-operating with other political forces (such as Paris Conference on peace, joint co-operation work and forming an alliance), distancing itself from terrorist act and educating Oromo people from any sorts of fundamentalism, and defending itself militarily by being transparent to international community in presenting the Oromo cause is a just cause.

Today we are on a high moral ground, and we are a living testimony of our people’s perseverance, marching towards a more stable, prosperous and democratic system that honours the cultural values and human rights of all peoples in Ethiopia.

The Ethiopian government is waging unwinnable war on Oromo and Ethiopians. This round of Oromo protest and general civil unrest championed by Oromo Youth, locally known as Qeerroo, have been underway for the last six continuous months.  These protests have now covered the entire Oromia and beyond, surviving hundreds of killings, thousands of wounding, disappearances, and over 40 thousand detentions by the Ethiopian security forces.  We have the identity of several murdered individuals with their names and pictures.  These protests proved to the world that: 1) the Oromo struggle is intrinsically non-violent, 2) Oromos are determined to end the political marginalisation and economic exploitation perpetuated by TPLF, 3) torture and mass killings will not stop Oromos from fighting for their rights, 4) their demand is for deep political transformation, not for cosmetic changes, and 5) the people continue giving their unflinching support to the OLF.

 

  • The way forward,  OLF’s perspectives

 

Ladies and gentlemen,

As the saying goes “a hammer drives nails because of its mass”.  Because of its geographic position, Oromia have cultural ties and economic interactions with diverse peoples living adjacent to Oromia.  This gave Oromos a unique opportunity to coexist with others in peace.  It developed social harmony, economic interdependence, and democratic pluralism.  Because of its ancient democratic heritage known as Gada, which limits political office of elected officials to 8 year terms, there is deep rooted respect for opposing views, tolerance for clashing ideas, and urge for a negotiated settlement.  Oromos share three major religions, and yet religious extremism is unheard of until Ethiopian government’s political manipulation attempted to create one.  Oromos who constitute 40% of Ethiopia, the 3rd largest nation in Africa, can be a powerful instrument for peace and progress.  Further attempt to marginalize our people will result in more tragic episodes the outcomes of which are continuation of  war, poverty, and hunger.

Unfortunately the US government has provided a lip service to Oromo protest even in the face of hundreds of killings of innocent civilians by the security forces of the Ethiopian government.  The US government has yet again given a tacit support to the government in Ethiopia by failing to fully report these killings in its annual Country Reports on Human Rights Practices for 2015, and by making various bilateral agreements on various issues with Ethiopia.

Ladies and gentlemen,

Ethiopia received approximately 3 billion USD for the so called development Aid annually, that is, more than a third of its annual budget. Assistance of Western countries for this regime by negating the very basic democratic values on which Western countries are founded is paradoxical.  This paradox will breed a very dangerous situation with far reaching consequences unless addressed immediately.  Assistance of western countries for this regime negating the very basic democratic values on which western countries are founded is paradoxical. I assume it is the politics of perceived fear at the stake. To mention some: 1) the outcome of Oromo people’s referendum. It is great failure deciding the outcome of a people’s choice that affects the existence of the right to make a choice moreover the quest of self-determination is not a vanity question 2) Ethiopia has estimated Moslem population more than any of the Arab countries except Egypt. However tolerance of religion is an existing fact for the Oromos 3) the western perception of the link between poverty, “failed states” and religious radicalization. The TPLF-led regime used safety nets for its political patronage 4) Ethiopia’s role as an anchor State in a “turbulent” region. But there are a lot of witnesses that the regime instigating the conflict and posture itself as a neutral peacemaker 5) China’s domination in the region. As a result the west perceived fear Ethiopia will go with China.  6) Package for refugee influx from Ethiopia via North Africa to Europe.  These and some other factors dictated Western policies to maintain states quo. However, it is our fresh memory  that some Arab leaders (Tunisia Ben Ali-1987, Hosni Mubaric-1981, Libya Mummer el Kaddafi 1969, Yemen Ali Abdallah Saleh -1978 and Mr. Bashir al Assad Syria 1963)  for too long (more than 25 years), ageing autocracies were supported by Washington, London, Paris, Brussels etc.  The Arab Revolution has transformed this situation to the point that western governments remain uneasy with the existing situation and its potential challenge to their previous hegemony.

 

Ladies and Gentlemen,

The international community should be serious about supporting social equality and preventing further destabilization of the Horn of Africa by stopping continued moral, financial, diplomatic and other support to an authoritarian regime in Ethiopian.

Taking this opportunity, I would like to extend our call to international communities and all peoples in Ethiopia to stand shoulder to shoulder with the OLF to fight for freedom, liberty, justice, and peace for our peoples and for our troubled region.  We are forced to raise arms, ready to pay the ultimate penalty than accept maltreatment by a government that provides respect based on ethnic domination and political affiliation.  If the peoples of Ethiopia rise with us demanding equality, justice, and rule of law as a day in which all people are treated equally is in sight.  We can then start a long and much needed journey of taking the peoples out of perpetual hunger and poverty; we can then start curving a new paradigm and tradition in which all human beings are treated equally by law, where political corruption and abuse of human rights are considered illegal and shameful, and the region is no more considered a hell to run away from by its own citizens.

Peace shall prevail!

Acknowledgment letter to U.S. senators introducing resolution on Oromo Issues

Dear U.S. Senators,

I would like to acknowledge on behalf of Oromo people and other oppressed people of Ethiopia for taking your time and developing resolutions on the ongoing protests and atrocities being committed by regime cronies on Oromo people and others nations of the country. We know that resolutions are not bills but bringing human right and freedom of expression issues in U.S. partner (Ethiopia) into the attention of U.S. senators is the first step. We believe that senators proposed the resolution elaborate to larger audience what the regime has been doing on peaceful protesters under cover of Anti-Terror law and development. The regime supposed to put an end to violence and intimidation from security forces against peaceful protestors. In this week, leaders and members of Oromo Federalist Congress and former governor of Gambella region, land right activists (Mr Okello A. Ochello) were sentenced to jail for nine years.

Historically, Ethiopia is food insecure country. Poor governance, corruptions, lack of transparency, combined with drought exacerbated food insecurity in the country. Today, the number of food aid dependent has amplified from 10 million to 18 million in just three months. This is a burden not only to future generations of the country but also to international communities. Lots can be said about the regime incompetency, but I shorten my message by clearly putting what we need from U. S. senators and U.S. government. First, we urge U.S. senators to endorse the resolution. As Senator Mr. Franken (from Minnesota) expressed it, the resolution would help much needed awareness to a terrible tragedy that can no longer be overlooked.

The Oromo people and Ethiopian people in general need U.S. support. In these difficult times, providing logistic supports to the regime further suppress dissent and create further discontent among oppressed people of Ethiopia. For Oromo and traditionally marginalized minorities, the damages of U.S military support are immense. This is not an exaggeration but well documented by CIA. We want the U.S government to support the struggle of oppressed people of Ethiopia, not the regime suppressing, evicting and killing them. Compared to European aid policy towards Ethiopia, the U.S. aid policy towards Ethiopia is less stringent. This is not in favor of Ethiopian people but it only sustains the regime hegemony over the people. Recent statements coming out from state department (by Mr. John Kirby) and resolutions being introduced are in the right directions to narrow the gap between U.S. aid policy and European aid policy towards Ethiopia. In subsequent months, Oromo and other Ethiopians will continue to put pressure on U.S. government.

John F. Kennedy stated that those who make peaceful change impossible make violent revolution inevitable. Victory for oppressed people of Ethiopia!.

The terror is real and the time to act is now.  Today’s Ethiopian government is by far the worst its people have ever seen; driven by tribalism, money, power, and run by thuggish, incompetent bureaucrats, indifferent to the suffering they bestow.  Without immediate action and unity of Ethiopian political factions and civic groups, Ethiopia’s citizens will continue to sustain torture, evictions from their own lands, and death under the brutality of a ruthless regime.

 

Ethiopia’s government has been terrorizing its people for decades, and the atrocities do not end at the nation’s borders.  Left powerless and impoverished, citizens are forcibly evicted from their land, detained, tortured and killed; practices seen daily in every part of Ethiopia – most notably in Oromia region.  While the Ethiopian regime is busy committing its own massacre throughout the country, hundreds have been slaughtered in the Gambella region, and children whose families were executed have been taken hostage by South Sudan terrorist groups.  The disregard of Ethiopian officials for the plight of its people is unmistakable, and taken advantage of by these terrorist groups.

 

Ethiopians attempting to flee are tossed carelessly between Tanzania and Kenya without any assistance from their “Country”.  Just last week, Tanzanian officials dumped 74 Ethiopians on the Kenyan-Tanzanian border, after detaining them for years for illegally crossing the border and due to their government’s refusal to allow or take them back to Ethiopia.  In January of this year, 83 migrants were detained in Tanzania; found severely dehydrated in the back of a truck/lorry.  Also in recent years, 45 Ethiopians were found too late- dead from suffocation- in the same region of Tanzania.  Amidst this suffering, other refugees who fled and travelled thousands of miles, buried their loved ones in wilderness, and reached the United States, are actively retrieved to be punished, and others are murdered and kidnapped around the globe to strengthen the network of Wayyaanee’s reign of terror on its citizens.

 

The stories of suffering and loss go on and on and on.  Hundreds have lost their lives in past weeks on their perilous journeys throughout Africa, South America, and Asia- 500 recently identified in the Mediterranean.  There are reports of daily killings of Ethiopians and Ethiopian business men in South Africa. Still others disappear without a trace; perished or taken by drug lords on their quest for freedom.

 

Without a country to protect them, Ethiopians are tortured, enslaved, and murdered throughout the Middle East.  According to the BBC, women are raped daily, while men are burned alive, enslaved and forced to work in camps in Yemen, Saudi Arabia and elsewhere.  A Yemeni farmer was quoted by the news source, saying, “they [Ethiopians] walk into our yard and we capture them and use them as slaves.”  The Ethiopian regime does not address the migration crisis, and certainly does not attempt to save its people.  

 

While 14 million of its citizens are in need of international food aid, it has been reported that Ethiopia paid millions of dollars to South Sudan to kidnap the former Gambella region’s president along with other Ethiopian refugees in South Sudan.  Government officials instigate further atrocities; kidnapping supposed enemies in Kenya, Djibouti, Yemen, and many more, waging war on innocent civilians proclaimed as terrorists, all while lobbying western governments to align with their faux democracy.

 

One can become overwhelmed by the sheer magnitude of horror, and shocked at the ongoing trampling of human rights.  Sadly, western nations turn a blind eye to the terror, and continue to align themselves with the Ethiopian government as, ironically, an ally in the war against terror.  With ISIS and Al-Shabab as a common enemy, the West fails to see that Ethiopians are victims of terror at home as well as at the hands of the known terrorist groups.  In fact, it was Egyptian forces who stepped forward to save Ethiopians from ISIS in Libya in 2015, with President Al-Sisi greeting survivors upon their arrival to safety.  With no regard for its countrymen’s safety in Africa, it seems odd that the Ethiopian government lobbies to bring home its immigrants detained in the US.  The importance of maintaining a façade of democracy and denying the existence of mass migration is strong motivation to silence those who have fled to the west.

Those listed above are Ethiopian detainees in Florida who have spoken extensively to Ethiopian media outlets, ESAT, OMN, and other online publications.  They account their own torture at the hands of the Ethiopian government, and the murder of their family members.  In Ethiopia, these individuals held respected positions: successful businessmen, a judge, teachers, university students and graduates; all brutally targeted due to their opposition of the vengeful regime.  The refugees traveled thousands of miles and suffered immeasurable loss, only to be victimized and intimidated here in the United States by Ethiopian Embassy representatives.  There are no words to express the terror they feel, and the trauma they have suffered; and it is unthinkable what they will be forced to endure if deported to the country from which they fled.

 

In that very country, 22 citizens, including Obbo Bekele Gerba, were recently charged under the Anti Terrorism Proclamation (ATP).  Mr. Gerba is a prominent member of the peaceful opposition movement, and an internationally respected promoter of democracy- now charged with preposterous articles in the name of anti-terror.  Included in their crimes are listening to US based ESAT (Ethiopian Satellite Television) TV and Radio, OMN (Oromia Media Network) TV, membership of Oromo Liberation Front (OLF), and support of opposition groups and banned political organizations.  For such activities: listening to opposition radio, reading articles on banned opposition websites, and publicly speaking against the atrocities of the government; one can be tortured or killed in Ethiopia.  Shockingly, Gerba and the Oromo defendants were simply calling for freedom, respect for law, peaceful dialog and democracy for their people in their own country!!!!

 

The media in the United States is shockingly negligent in its coverage of the violation of human rights in Africa and the Middle East.  “Supposed” respectable journalists for MSNBC, CNN, ABC, NBC, CBS, Fox, and PBS do not spare a mention to the horrors occurring in Ethiopia.  While the passing of entertainer Prince is covered endlessly in the news, the tragic deaths of over 500 Ethiopians in the Mediterranean received mere seconds of attention on only one station.  While terrorist attacks or death of drug addicts in the west are given 24-hour coverage for weeks, Ethiopians killed by a terrorist regime and Nigerian children bombed in schools by Boko Haram terrorists are deemed unworthy for these nauseating news outlets.

The Oromo Community of Florida and the Ethiopian community members in Florida are dedicated to bringing the terror to light, and are leading the fight against the deportation of Ethiopian immigrants currently detained in the US.  The campaign has gained strong support from The Global Alliance for the Rights of Ethiopians led by Tamagn Beyene, Ato Shibabaw of Tampa, St Thomas University School of Law, and many Oromo and Ethiopian communities throughout the US and Europe.  Supporters have rallied; providing much needed financial support for legal fees and bonds for the individuals at risk.

DECOLONIZATION OF MIND IS THE MILESTONE TOWARD THE LIBERATION OF OROMIA & ALIKES

Part II

In the first part of the article the vehicles, the mechanize of the intervention of the colonizer of the mind, the state of the awareness of the colonized mind and outputs were thoroughly discussed. And this part is the continuation of it.

  1. c) This intervention affects central aspects of the mind’s structure, mode of operation, and contents.

Our current knowledge how our brain functions find in the dawn. There are more questions to be answered than the reverse. But what is general said that everything begins in the brain and an estimated over three-quarters of our accomplishments of anything is credited to brain or mind holds true. A branch of medicine called cognitive psychology studies the performances, the way stimulus or information received, stored, processed and solved or responded in the brain. So to say, analog to a computer given inputs-processed-stored and gave the outputs. The computer or robot takes a responsibility automatization functions and computing it gives us the results. Literally, the brain can be defined as the very much sophisticated super computer that we do have no comparatives if taken entirely.

Once our land was occupied by physical violence (wars) and controlled, the long-lasting psychological war began in earnest. Psychological war (PW)- (Waraana (Duula) xiinsammu) that can be considered a silent killer. It alters the central structure  of the cognitive performances and its process in the mind of the colonized by the colonizer. That is why, the Abyssinia colonizers waged PWs on the history, culture, social fabric, virtually on everything of Oromo and the indigenous people of south incarcerated in the empire for survival and development of her birthplace on the fate of the others south to her original turf of settlement. Parallel to the occupation by wars, she renamed settled areas, personal names, through forced conversions, psychological terror, gave fancy, derogative, deformed names, she adopted to her languages outside of Africa. She knew that the relationships between history and culture are an analog to the jugular vein and Achilles tendon of the human body.That was where the systematically planned ethnocide began with an objective to erase, if she can all, the identity, history, cultural goods, moral, ethics, taboos, norms, symbols, traditional celebrations, faith and rituals what natural make human (Homo sapiens sapiens)  an exceptional species from other animal species.

These attempts were made by intervening and through injecting her poisons stimulus based on myth, fables, superstitions packed of lies she imported.The paranoia of it is she did and still do not know it for herself what the imported myths and fables, but pretends so that she is knowledgeable and intelligent until one proves her stupid and caught her red-handed. She has a perception of extraordinary arrogance to put herself at the pinnacle, all for her political (to rule), psychological ( to boast), material (to loot), and social (hierarchy) satisfaction.The ethnocide she committed for centuries to the present was/is to detach the indigenous people from their deeply rooted culture, moral, ethics, taboos, and norms linked to their forbears and heritages. By doing so the cognitive performances of the brain structure of the victims of PW without any alternatives ultimately changed.The PW victims in receiving stimulus, storing, processing, behaving, reacting, responding and in resolving everything gradually in favor of the culprit: the colonizer as a product of assimilation memories, stored stimulus or information.The colonized mind perceived the information of  the colonizers as truth, universal, applicable and executable in the real world. In doing that the victims cognitive consciousness, the colonized mind carries the mind of his master commonly called the head of the stranger; the colonizers in That is why the Oromos say: ‘Kun ykn Tun akka habashati yaada ykn yaadi.’ Furthermore, the colonizers also gave and still give training to his slave to be a good servant in all sphere of life, but not to challenge his power and its profits by any means possible. To give an example Pavlov’s dog behavioral studies that proved the unconditional stimulus trigger unconditional response by correlating food and saliva production of the dog. Today, trained police dogs do outstanding jobs reacts and responds to his master’s command based on the stimulus stored in the brain through training and awards for good jobs the dog has done, analog to the slave mind. Suppose if the master puts his mentally slaved on the top of Bale Mountain or on the top of Qarree Go’aa cliff (on the top of the Nile valley) to jump down and commands, ready! Go! The slave mind executes the order without hesitation. The master (geeta) finally says goodbye my loyal servant (yene ashker) peace up on you somewhere else in heaven and goes back to his cage (goojoo). The Vultures of the Nile Valley in Qarree Go’aa and Bale Mountain says thank you, Master, you make my day. The meal was very exceptional, never has had it before, for sure, nothing will be left for termites, even the hairs and the nails of your Ashker is edible.

During the fratricidal wars fought between Isaias of Eritrea and Meles of fake Ethiopia alleged to “border disputes” it was estimated by several  independent medias that seventy to hundred twenty thousand soldiers sent in waves to the no man’s land with land mines  in between the trenches were killed from both sides that hold two-and-a-half years. Isaias official announcement claimed Nineteen thousand Eritreans were killed. As we know from the history of the empire over three–quarters of the low grade, foot soldiers, and military service providers were Oromos and the people of the south physically, but habeshanized, coated by “Ethiopiawent-color” in their mind. So far, no one expects the exact figures from TPLF tyrannical regime. The logic can be obtained from reducing the causality of Eritrea claimed from total estimates that go to the account of the TPLF “Ethiopia.” And from this account and over three-Quarters of them were the slave minded Oromos “Ashkers.” that turned to land mine food in the Tigre desert, unknown terra far away from home. For the vultures flying over no man’s land desert, food in surplus, a God-given reward. The slave minded soldiers of Oromos and the southern people by name died in services of their masters similar to the Askaris (Africa local troops) who died for their European colonial masters during the scramble for African continent. All is about the cloned brain and altered structures in favor of his masters.

Thus, having a meaning full Oromo, Sidama, Ogaden, Afar, Benshangul-Gumuz, etc., names and faces, but colonial mind,gray matter coated or masked with “Ethiopiwent” as a result of the Amharaized /Habeshanized brain spins and cognitive dysfunctions serve only his masters. To their natives in reverses, they were/are equivalent to a child that bites his mutters breast. The very reasons why Oromos conveyed their voices of grievances by saying:“ Gandi mal nuyi godhee, eessaati qa’ee fi afaan keenya beeka, warruma keenya kan aka saree fuuldura fi booda deemutu kan male.”. When translated into  English roughly means  “Our challenges in real is not the strangers per se who knew nothing about our land and language,but those of ours who runs fore and back with them,” since their ancestral soil was occupied by the aliens of the north to the present.

We all remember what the leader of the gangsters TPLF club Meles once said: “If the Oromos are not Ethiopian, they can invade the whole Africa and rule.” If we analysis this stimulus or information, how does the brain of the slaved mind (Ashkers) and liberated mind; Sabboona(tu)  responds and acts, one can find that the action the statement trigger or induces are diametrically opposite, although the are equally colonized by the same colonizers.

The Askers is a successful product of long-lasting interventions of cognitive performances by his master, a good assimilate whom the master trusts for his duties and accomplishments and gained psychological awards as a “true Ethiopian.” As in Pavlov’s-dogs experiment of the unconditional commands of brain-food-Saliva in the dog, similarly, the unconditional stimulus of the brain in the mind of the colonized induces the production of endorphin (opioid like substance) from the master gland. The secreted opoid like  substance triggers and stimulates as a reward, a feeling of happiness, belongingness, recognition, proud, importance and inclusiveness. In folks daily vocabulary, the slave (the Ashker) mind is “high”or “miirqaanee” and the rest of the body system responds according to the level and availability of endorphin production and circulation.

The same stimulus in liberated mind (Sabboona(tu) triggers the fact that the stolen word of greek origin Aethiops, is a “common curse,” can not even correctly pronounce, late alone to be considered as the member of it. The (Sabboona(tu) s are allergic to it, because of the fact of Master –Slave relationships in the history of the empire, and the name itself triggers in their mind the gruesome acts of genocides, and ethnocides she conducted to their people in the pasts and present. The liberated mind does not need Greek names, to be considered “civilized,”by anyone, and proud of their own beautiful, meaning full names of heritages  of their homeland. They can count their pedigree of ancestral roots in both sides of their parents to the extent one needed,the tangible proves of originality; Abba Biyuummaa; and unique culture, the owner of their territories before the coming of aliens to the region. liberated mind The Oromos has never have had a culture of invasion, they have a culture of  defense and protection of their ancestral soil and its belongings. Mother nature has given all that Oromos need in their blessed territories, Biyya Oromoo /Oromia.They are primordial or autochthonous people, deep rooted to their ancestral soil, who love their Qa’ee, where each and every inch has its own history to tell.

Whereas the Abyssinians were /are the offsprings of continuous invaders and divers, the Genghis-khan of the horn of Africa, with exception “they ca not differentiate horse from donkey let alone to rid like the Mongolians Genghis-khan. They have had an unbroken history of arrogance, superstitions, hypocrisy, deep-rooted racism, and fanaticism. We ”Thanks” to the unconditional support of the greedy foreigners, the Europeans, the USA and the others too, who supplied her all that she needed and still needs to survive and in creating  on of the barbaric empire on this planet. Thus, what the leader of the TPLF-Gangster reflected is not known for the southern peoples. As it has been in the past, he is telling his own history and culture of deeply rooted invasion, but not real about Oromos and the south people who he  virtually knew nothing except plundering and tyranny and plans of systemic assimilation or extermination for centuries that must be known whenever we deal with aliens of the north, the Abyssians.

 

(d) Its effects are long-lasting and not easily removable.

The major challenges of a colonized mind (ashker) is the dysfunctionality of the cognitive consciousness, as a result of a long-lasting process of assimilation that can be compared to a patient infected with cancer disease, whose cause is multifaceted, so as to the colonizations of mind. Cancer diseases are rarely recognizable and detectable by the patient himself, during the asymptomatic progress in the cellular level. The patient rarely aware of it until it reaches  some stages and manifests some visible signs of discomfort internally, symptoms like pain, organ dysfunctionality, irregularities of the systems of the body, internal bleeding, etc. This is a time when the patient aware and consults the physician, if available. At this stage, if Cancer has its upper hand, distributed into other tissues, organs and systems of the body beyond its origin, and found in malignant state (Metastasis: a Greek word, meaning “displacement” that indicate the probability of recovery is very low and more sadly it may relapse and finally the patient dies. That is why early or regular screen for cancer disease is standardized in some progressive countries. Analogue to the courses of cancer, mental colonization is also rarely detectable by the colonized people,”. Depending on the intensity and efforts of active participation of the colonized to assimilate, physically, mentally and the service given to his master, mostly determines the state and level of mental decolonization or recovery. The fewer efforts the physical colonized makes an attempt to assimilate in mind, the higher the probability of recovery and vice-versa. In other words, the more effort and the longer the colonized served as a vehicle for his master without hesitation, like a running horse, the harder it will be to recover from mental slavery.The colonized mind that had served, and still serves as a comfortable captive of mind or a prisoner of myth, fable, and conceptual incarceration have no returns from serving his master as loyal until his death; lifelong services.

Once, the mentally colonized or arrested was/is satisfied with the masters awards for his services and loyalty, such as prefixes (titles), a small share of economic,pocket money,etc., benefits as a psychological foods given as promotions, with an illusions of inclusion, importance, and recognition by his masters. As in cancer, mental colonization has also multifaceted causes, complex cognitive disturbance, and performances, and crucially needs to be considered as all multiple factors. in one.It will not be wrong if the colonized mind is diagnosed as societal cancer, a schizophrenia patient while the patient carries not his own but the mind of his colonizers; strange in mind. What exists in the real world does not exist in the colonized mind and replaced with the colonizers myth, fictions, and arts of world view. For instance, We still hear, read statements like “There is no Oromo, Sidama,Ogaden, Afar and other over eighty Ethno-nationals incarcerated in the empire, but one “Ethiopia, Religion, Langauge, Nation,etc.,” or we want to “democratise, the barbaric empire, we want true this and that~ism,  a day dreamers. The irony of it is when the colonized people, the victims apply it on themselves as if they are included in the empire who planned to wipe them out of this planet. While no patient wants to hear to be diagnosed with cancer that meant in most cases “death,”so as to the  long-lasted colonized mind will not like to hear to be diagnosed like you are a carrying your masters head.Frantz Fanon reminds us: all determined by his masters

“Sometimes people hold a core belief that is very strong. When they are presented with evidence that works against that belief, the new evidence cannot be accepted. It would create a feeling that is extremely uncomfortable, called cognitive dissonance. And because it is so important to protect the core belief, they will rationalize, ignore and even deny anything that doesn’t fit in with the core belief.”

(e) There is a marked asymmetry of power between the parties involved

The relationships between the Abyssinia proper, the colonizer that were extended to five to six time from her original size in the last quarter of the 19th century and established as predatory-prey interlinks with the south as a whole. As it was discussed in my previous article, that the inhuman acts conducted by Abyssinians independent of time was and still is all about the exploitation of rich resources of the south and transports back to his birth places and its own Coffer. Thus, the development of the north is directly proportional to the under-development of the south since she was invented . Currently,the voice of grievances the sounds in relation to the current tyrannic gangsters regime in their language that says:”Oromiyya tidima,Tigray yilama,” when roughly translated it mean: “Let Oromia bleeds for the sake of or on the fate of the development of Tigray.”.The aliens of the north lived and still lives by seeking the blood of the south since the creation of the Empire for over centuries. The rest is a dead loss, we can call it whatever we like. For instances, she brought a civilization to the Indigenous people. Indeed, no one on this planet invades the other to civilize, and chop once head, leg and arm off, hangs in marketplaces, puts in jail, rape, evicted from the ancestral soil, conducted genocides and ethnocide. Not surprising the aliens of the north knew/knows that for dead sure, but never said and will never say it. Never wrote and will never write it that is the paradox of the issue.

Under this subtitle, it suffices to emphasize on the colonizers of the aliens of the north and shift the gear to the colonized mind, the south as one unit. Since the territorial south to Abyssinia proper was occupied by force, the colonizers simultaneously established the master–slave bondage and interactions with its colony physically and mentally.The master commands from the top post packed with loyal gangsters club to be executed at the bottom without hesitation. And, in no circumstance can it be the reverse, so far the colonizers maintain the power of  the empire. The colonizer order, plan the activities to be accomplished by all means possible to his servitudes in resolving the plan to earn the highest possible profit from it in return. In this bond, the colonized mind acts as a soldier that executes the commands of his higher ranking commander. The duty of the soldier is to execute the order and to proof its accomplishment at last. As a result, if the accomplishment is satisfactory to his commander and earns a good profit, the soldier (a slave mind) will be feed with the bloated title. If he/she is an ordinary soldier without rank, he/she will be promoted one step forward. Fancy names and fancy numbers of stars will be awarded. Some amount of material benefits, like pocket money, land ownership, servants, and special entertainment ceremonies will be organized as an exceptional devoted hero or state lover and sacrifice as a physiological award. These are the food of mind that the colonizers must perform for further services, loyalty  and wipe out the doubt of exclusion of the colonized mind. Most importantly for propaganda machinery and future purposes, such as to motivate the whole troops and to attract new recruits for the service of the empires long live slogans and propaganda dreams of the colonizers.

Summing up the capital we must remember that only liberated mind liberate his land and his people. We may theorize to the extent we want the word “democracy.” crate“political parts” with attractive graphics and gathering with look-alikes in our comfortable zone in the virtual world, but the fact on the ground today than yesterday speaks a language of violence has no pardon and no mercy.Thus, bring back the word “democracy” similarly “Aethiops” to the Athenian greeks and restore with our own system and dismantle one of the barbaric empires the world knows. Everything begins in the brain the rest follows its command.

Dear U.S. Senators,

I would like to acknowledge you on behalf of Oromo people and other oppressed people of Ethiopia for taking your time and developing resolutions on the ongoing protests and atrocities being committed by regime cronies on Oromo people and others nations of the country. We know that resolutions are not bills but bringing human right and freedom of expression issues in Ethiopia into the attention of U.S. senators is the first step. We believe that senators introducing the resolution elaborate to larger audience what the regime has been doing on peaceful protesters under cover of Anti-Terror Proclamation law and development. The regime supposed to put an end to violence and intimidation from security forces against peaceful protestors. In this week, leaders and members of Oromo Federalist Congress and former governor of Gambella region and land right activist (Mr Okello Akway Ochalla) were sentenced to nine years jail. Over 40,000 Oromos were imprisoned from ten to twenty years with no trials.

Historically, Ethiopia is food insecure country. Poor governance, corruptions, lack of transparency combined with drought exacerbated food insecurity in the country. Today, the number of food aid dependents has amplified from 10 million to 18 million in just three months. This is a burden not only to future generations of the country but also to international communities. Similar to Addis Ababa Master Plan, a plan of evicting Oromo farmers from their lands to give the lands for minorities supporting the regime in Harar city-500 miles away from Addis  Ababa-is underway. Lots can be said about the regime hostility to oppressed people of Ethiopia, but I shorten my message by clearly putting what we need from U. S. senators and U.S. government.

First, we urge U.S. senators to endorse the resolution. As Senator Mr. Franken (from Minnesota) expressed it, the resolution would help much needed awareness to a terrible tragedy that can no longer be overlooked.  The Oromo people and Ethiopian people in general need U.S. support. In these difficult times, providing logistic supports to the regime further suppress dissent and create further discontent among oppressed people of Ethiopia. For Oromo and traditionally marginalized minorities, the damages of U.S military support are immense. This is not an exaggeration but well documented by CIA. We want the U.S government to support the struggle of oppressed people of Ethiopia, not the regime suppressing, evicting and killing them.

Compared to European aid policy towards Ethiopia, the U.S. aid policy towards Ethiopia is less stringent. This is not in favor of Ethiopian people but it sustains the regime hegemony. Recent press statements from state department (by Mr. John Kirby) and resolutions being introduced are in the right directions to narrow the gap between U.S. aid policy and European aid policy towards Ethiopia. In subsequent months, Oromo and other Ethiopians will continue to put pressure on U.S. government. Marginalizing, evicting and killing oppressed people of Ethiopia are not forever. We will continue to put pressure on the U.S. government to support the struggle of traditionally marginalized people of Ethiopia.  

John F. Kennedy stated that those who make peaceful change impossible make violent revolution inevitable. Victory for oppressed people of Ethiopia!.

Ethiopia’s Simmering Sores and the Re-Opening of Old Wounds

The current government in Ethiopia, the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF), often claims the multi-national constitutional federalism that it introduced a quarter century ago answered the country’s age-old question – famously known as the ‘national question’ – once and for all.

Ethiopia’s constitution, the government further claims, is multi-foundational by its nature and adequately addresses the politics of recognition and inclusion for Ethiopia’s long marginalized nations; better yet it guarantees the right to self-determination up to secession. States are now autonomous and free from the yolk of a centralized state and the notion of “one country, one people, and one language”, a notion that had violently governed Ethiopia’s oppressed mass for at least a century.

Today’s Ethiopia is a ‘federal democratic republic’ of nine autonomous national regional states: Afar, Amhara, Benishangul-Gumuz, Gambella, Harari, Oromiya, Somali, Southern Nations Nationalities and Peoples Region (SNNPR) and Tigray. All of them home to an incredibly diverse and free people, so the story goes.

For the last two decades, therefore, anyone who questions the accuracy of these narratives is labeled as an outright enemy of this unique polity, a polity born out of its people’s age-old grievances where “unity in diversity” is the order of the day.

Trouble in paradise

But a five month persistent protest by the Oromo, Ethiopia’s largest ethnic group, for whom the inaugural of a multi-national constitutional federalism was a long awaited victory, which started in Nov. 2015 has laid bare the otherwise flawless narrative Ethiopians have believed in for more than two decades. What began as an opposition against a The Addis Abeba Master Plan, which was, by any legal standard, prepared in a clear violation of the fundamental principles of federalism, led to historical questions that the Oromo of a federated Ethiopia continued demanding an answer for, including the questions of national identity, of economic injustice and land ownership as well as a genuine political representation.

However, a look back at just the last eighteen months alone reveals that the Oromo are not the only ones that seem to be haunted by the re-opening of the old wounds that Ethiopians thought were treated two decades ago.

Incidents that resulted in the killings of hundreds, mass arrests and disappearances as well as displacements of thousands of Ethiopians in the hands of the state security apparatus show that the questions of national identity, the urge for self-administration and equitable use of resources (mainly land) and lack of adequate political representation have re-emerged afresh in five out of the nine independent regional states in the federated Ethiopia.

The ever restive Gambella

Home to around 200, 000 people, the Nuer, Agnuak, Apana, Mezhenger, and Komo are the main indigenous peoples of Gambella. But it is also home to other ethnic groups from the country such as the Amhara, Oromo and Tigray. According to a 2007 census, of the total ethnic composition in Gambella the Nuer consists 40%, followed by the Agnuak who make up 27%, Amhara 8%, Oromo 6%, Mezhenger 5.8%, Keffa 4.1%, Mocha 2%, and Tigray 1.6%, as well as other ethnic groups mainly from various regions in Southern Ethiopia who constitute 5.5%.

Unlike the triumphant declaration of a constitutional federalism however, Amharic, which is the mother tongue of neither the Nuers, nor the Agnuaks, is the working language of the State.

Historically, Gambella is a region prone to ethnic conflicts. The 2003 unprecedented massacre of more than 400 Agnuaks in the hands of government security forces and ‘highlanders’, according to the HRW, left Gambella stuck in crisis watch list of several international organizations including the United Nations.

What happened at the end of January 2016 can therefore be easily taken for the usual sporadic skirmishes between the two dominant ethnic groups; it involved both and covered vast areas in the region, touching villages from Abobo to Itang, Gog to Jor, and a refugee camp in Pugindo, as well as a prison cell in the capital, Gamebella town. By the government’s account 14 people, including Gatdet Gony, Deputy Head of the Transport and Road Development Office, were killed in the clash. Several other accounts put the number as high as 50.

The federal government quickly dismissed the cause as a simple confrontation between two men from both tribes, but the cumulative fear by the Agnuaks about the Nuer’s political dominance (which is often alleged to be supported by the federal government) and near absolute control over resources by the Nuer plays a significant role in instigating these conflicts.

Gambella’s small nuisances

While the rest of Ethiopia was welcoming the Ethiopian New Year of 2007 on Sept 11, 2014 with jubilant festivities, Meti, a small town in Godere District in Mezhenger Zone of Gambella was struggling to contain a chaos that besieged the villagers. Around 8 AM that morning a group of men broke into a prison located in Kebele 01 and released several inmates who then went door to door to residences of the ethnic Mezhengers, killing many including women and children, according to charges brought against the perpetrators.

The Mezhenger consider people who came from various parts of the country, mostly from the highland areas of the North and Central Ethiopia and had settled there as ‘highlanders.’ Some of these ‘highlanders’ had lived in the district for decades.

Although the flare ups of many of these conflicts always come in the form of petty individual confrontations between the ethnic Mezhengers and these ‘highlanders’, the fundamental problem is one that Ethiopia’s two decades old constitutional federal dispensation failed to address effectively.

The Mezhenger zone is one of the three zones in Gambella bordering in its southeastern part the Sheka and Bench Maji zones of SNNPR, as well as the Agnuak of Gambella and Illubabor of Oromiya to the north. Endowed with abundant natural resources it is a region where the long arms of the federal government easily tampers with. The area is home to large scale tea plantations owned by foreign companies and fertile lands contracted to both local and foreign companies without much say from the Gambella regional state.

A recent report by Fortune newspaper, a private weekly, revealed that “Nearly 100 commercial farming investors in Gambella are losing thousands of hectares of land because the region leased by mistake lands under federal jurisdiction.” When asked to comment on the issue, Gatluak Tut Kon, president of the Gambella regional state, told the newspaper, “You should talk to the federal government. I wish to give no comment on the case.” For many who believed in the principles of constitutional federalism that Ethiopian officials claim to have instilled, this was no ordinary news headline.

Critics also lament that the demands of the Mezhenger people to want to forcefully evict “highlanders” from their native land comes from the insecurity of resource distribution and a sense of political exclusion. They were always Ethiopia’s marginalized periphery.

Konso, Qucha, Wolkait, Qimant and all that demand

Following the creation by the SNNPR regional state of the Segen Area Peoples Zone in March 2011, the Konso community in the south was staging peaceful protests for the last 10 months. The Konso people fear the creation of the new zone forces them to lose their “right to self-administration and their right to advance their culture, language and national identity, enshrined in the constitution.”

The response from the regional government was similar to the response the federal government often avails to contain similar demands elsewhere: deploying the region’s Special Forces who asnwered the community’s constitutionally legitimate demands with violence.

Although to a lesser extent, the Qucha people, who also reside in the SNNPR regional state, are demanding a similar question: the right to self-administration. Forty elected representatives of the community have come to Addis Abeba at the end of 2014 and have raised the question of national identity and self-rule with the House of Federation.

In the north of Ethiopia the Qimant people in the Amhara regional state, north of Gondar, also demand what the Konsos and Quchas were demanding for years. A recent conflict that flared up in Nov. 2015 between the Qimant people and the regional administration is believed to have resulted in the death of several community members of the Qimant people.

However, contrary to the people of Konso and Qucha, (and rather uncharacteristic of the regime), the Qimant peoples’ demand for self-administration was addressed in March 2015 when the Amhara Regional state granted them a status of nationality and ruled that they can exercise self-administration. According to the ruling, the Qimant have a right for self-administration in 42 Kebeles in the adjacent Armachiho and Chilga Districts. They can also enjoy the full rights of developing their language as well as their culture.

In north western Ethiopia, the simmering question of national identity by the Wolkayit community has recently reached a new peak. In what’s largely believed to be a forceful decision by the federal government, the Wolkayit people are to stay under the Humera Zone of the Tigray regional state. It is a decision that quashed the community’s two decades old demand to join the Amhara regional state, as they identify themselves as Amharas. A few weeks into the protest the people of Wolkayit were paraded in front of the national TV carrying placards that declared all their questions, including their questions of identity, as have been answered once and for all.

But as the bumpy road continues to stretch from the North to the South to the West (and seem to grow by frequency as well as magnitude) the first – and perhaps most uncomfortable – step would be to probe if Ethiopia, where the concept of “unity in diversity” avails itself for all to indulge on an equal footing, was ever born in the first place.

Worry or not worry?

Ezekiel Gebissa, a Professor of History and African Studies at Kettering University, argues that the constitutional federalism the incumbent introduced doesn’t originally belong to it; it dates back to “the Ethiopian student movement” of the early seventies.

At the pinnacle of the student movement the question of national identity took center stage, especially among the movement’s leaders such as Walelign Mekonnen. Walelign’s prescription of self-administration up to cessation for the politically marginalized became the rallying factor for the would-be guerrilla fighters, who later defeated the Marxist Derg regime, Prof. Ezekiel explains.

Although the Derge tried self-administration based on different regions called ‘autonomous provinces’, it was a system that didn’t save the center from an eventual collapse. With the coming to power in 1991 of the ruling EPRDF, therefore, having constitutional federalism was not an option but a necessity, according to Ezekiel.

Tamrat Kebede, Executive Director of InterAfrica Group, a think tank, agrees. In addition, he sees the country’s journey from an absolute monarchy through military dictatorship to a constitutional federalism as “a quantum jump”. He believes that with the coming into power of the EPRDF questions of national identity and self-determination were put to the test for the first time. Himself a former member of the seventies’ student movement, Tamrat argues that as much as the questions were debated and discussed, the approach was purely theoretical.

Both Tamrat and Ezekiel find the government’s claims that the current constitutional federalism has answered Ethiopia’s age-old questions as exaggerated.

A careful look at the lingering cases of the Konso, Qucha, Wolkait and Qimant reveal the uncanny similarity each community’s approaches share to put their constitutionally guaranteed demands to the attention of the federal government; they all invoked legal mechanisms enshrined in the structures of the constitutional federalism. “The skeleton of the structure is in place. But putting it into policy is one thing, implementing it is another,” Ezekiel says.

When the Konso people began to protest the demotion of their administrative area from the status of Special District to a mere District, they formed a representative committee to advance their demand for self-administration and managed to collect signatures from more than 5% of the community, well above the constitution’s requirement. The committee then appealed to the Federal House of Federation here in Addis Abeba but the House sent the people (and their questions) back to the regional government.

Similarly the Qucha people, who are currently administered under the Gamo Gofa zone of the SNNPR, say that they are not ethnic Gamos, as the current arrangement dictates; they are their own nationality – Qucha. Qucha District, which is home to the Qucha people, has close to 150, 000 people, according to the 2007 national census.

And a committee gathered to address the question by the Wolkait people has written a letter on December 2015 to the House of Federation demanding proper response to their question of identity. The committee says that the Wolkait’s right to work and learn in their own language as well as their right to promote and advance their culture have been suppressed in the past, including the 20 plus years of the rule by the EPRDF.

But these glitches do not make Tamrat of InterAfrica Group lose faith in the constitutional federalism Ethiopia is following. In his interview with this magazine Tamrat says practicing a complex federal system such as that of Ethiopia’s will “inevitably run into enormous constraints and challenges.” “[such a system] entails decentralization; it is sensitive; it requires capacity, both in human terms and resource terms, which are not all readily available when you launch into such a complex arrangement,” Tamrat said.

Prof Ezekiel shares Tamrat’s view: adjusting the system itself as needed, “requires a careful, thoughtful, deeply concerned implementation” he says. But Ezekiel is critical because that never happened in the last two decades. “The question that brought the very existence of Ethiopia into a country was never fully answered”.

The reason for this, according to Ezekiel, lies in the undemocratic nature of the incumbent. Once in power the EPRDF “thought that they could do whatever they want; they could engineer any outcome; they could muzzle dissent; they could decimate opposition and tell the politically marginalized nationalities on the highland and on the lowland that ‘you have a constitution, your questions have been answered and you have no other question'”.

He believes that the questions raised now in different parts of the country are indeed not “new questions”. “They are the same questions” he told this magazine. However he doesn’t “believe for one minute that questioning the very foundation of the federal arrangement is the answer. It is whether it should be implemented or not.”

Darkness before dawn?

Analysts who follow Ethiopia closely argue that recent incidents happening in all corners of the country: the demands for economic justice, self-administration and national identity are symptoms of a disease far deeper than the current government dares to admit. Tamrat is one of them.

“These signs should force us to question what it is that we are not doing right,” he says, “or why is this structure we have created to precisely avoid these kinds of problems creating these problems? Could it be that we issued rights that are not being exercised? Have we not prepared ourselves for the manner in which they are to be exercised? That could very well be,” he says.

For him the recognitions of the identity and equality of nationalities as well as the rights to exercise self-administration up to the level of cessation manifests “strong rights which demand fair resource sharing, fair political participatory process, needless to say a democratic culture, in the absence of [which] they are bound to erupt.”

Ethiopians’ questions of national identity and the demand for self-rule are re-emerging frequently because they have never been answered in the right way, argues Ezekiel. “Ethiopia is still a one party state” in which not only its marginalized but also a great many are simply excluded from the political process. And it is not just a theoretical exclusion, he said, “it is a totalitarian control of the assets of the state to give permanency to the exclusionary politics that the regime has put in place.”

The ruling party, Ezekiel further said, “uses the state resources to co-opt the military, the security apparatus and the business class” to “create a total hegemony of structure and discourse” and to “emasculate the very constitution it celebrates.” The ruling party also puts an executive manned by “ill-educated party cadres that simply parrot the leaders’ pronouncements without any understanding of the complexities of implementing [federalism] policies.” The trajectory of this direction is one that’s “leading to calamity.”

Ezekiel believes that the disastrous handling by the federal government of almost all of these incidents (such as disarming regional police, intervention without due parliamentary process, committing crimes with an absolute sense of impunity and several other signs showing excessive control of the federal government against these national regional states) show that the party that likes to take total credit for creating Ethiopia’s constitutional federalism is becoming the system’s enemy number one.

Tamrat too shares Ezekiel’s concerns. The government’s ways of handling public resentments, which include the application of excessive force, does not manifest proper and competent handlings.

Campaigners and activists say the recent widespread public protest in Oromiya, which saw the federal army being quickly deployed, left more than 400 killed, twice that number injured, and thousands incarcerated. The federal army roamed many of the streets where protests broke out; and the whereabouts of hundreds of people remains unknown.

Members of the Konso community said that several of their people, including their leader, are incarcerated or have unjustly lost their jobs following their demand for self-rule, although many of them were released since the writing of this story.

According to a December 2015 letter addressed to the House of Federation by a committee gathered to discuss the question of the Wolkait people, there were about 116 people whose whereabouts were unknown because they raised “a question of identity.”

Going to the Qucha community in the South, in January 2015 the Gamo Area High Court has sentenced 27 members of the community to up to 16 years imprisonment for allegedly instigating violence and causing damage on people and properties fourteen months earlier. According to the charges presented against them, they were trying to operate illegally to forcefully obtain a status of nationality for the Qucha community. And to advance their cause, the charges add, they attacked residences of Kebele officials.

For Tamrat, some of the challenges the country is struggling with currently require an expanded political space, “to be debated, to be discussed, to [bring forth] appropriate responses. I see a deficit in that regard,” he says.

The government’s dogmatic obsession with the constitution is another “often overlooked” aspect for Tamrat. For the incumbent, the Constitution is non-debatable, fixed entity, probably because it mistakenly equates “the Constitution for law and order. So whenever it says the constitution [is beyond any discussion], it is actually saying that law and order are [beyond any discussion].”

Yet, the Constitution is an embodiment of a document that entails the compromise of different views and it is not static, argues Tamrat; it could be and should be amended when issues demand so. In fact “there is a provision that stipulates its own amendment” because amendment was “an envisaged process.” Article 104 clearly states the legality of “initiation of Amendments.”

“Any proposal for constitutional amendment, if supported by two-thirds majority vote in the House of Peoples’ Representatives, or by a two-thirds majority vote in the House of the Federation or when one-third of the State Councils of the member States of the Federation (by a majority vote in each Council) have supported it, shall be submitted for discussion and decision to the general public and to those whom the amendment of the Constitution concerns,” the Article reads.

A change towards democracy is a must if the country is to avoid regrettable tragedy, Ezekiel says. “People at the top of the government must know that the status quo is not sustainable”, he argues, “because there is too much discontent, too much dissatisfaction, a lot of desperation, a lot of deprivation,” Ezekiel said, adding that the government must stop listening to the reverberation of its own voices and understand that this is not a sustainable path.

“It should begin by decriminalizing dissent, open up the political space, expunge the draconian laws that are muzzling the press, start from the freedom of the press, release political prisoners. These are the measures the government could take in order to win the good will of the public,” Ezekiel said. “This is not an option, this is an imperative. The window will close sooner or later. But, would the government be able to see that? Well, I always say absolute power dements more than it corrupts.”

No turning back

Several Ethiopian critics of the government assert that the fundamental problem of the recent conflicts that besieged several areas is the constitutional federalism itself. According to these critics, it focuses more on differences than unity. Some fear it may even lead to an eventual disintegration of the country. A return to the old unitary system of administration is an idea whose appeal seems to gain increasing popularity among many Ethiopians. But it is an idea both Tamrat and Ezekiel strongly disagree with.

“The [current] federal arrangement was a response to a historic question of nationalities,” Ezekiel says, “to deny that there is a question of nationalities is to deny the sun rises in the East.” The country, according to him, has tried the unitarists as well as the assimilationists track for decades and it actually led to “proliferation of centrifugal forces”. Thus, “the claim that says we need a unitary state is a flight of fancy that collides with reality.”

Tamrat adds “a unitary government has not yielded the desired, harmonious and peaceful relationship. We can’t go back to a unitary system that’s held by force. We have travelled enough distance in this federal system in which national senses of identities have taken a right recognition and it is this right recognition which is manifesting itself as demands of right.”

But back in the power corridors of the government in Ethiopia exhausting propaganda is being relentlessly produced and aired through state affiliated media claiming that the federal arrangement not only answered the ‘national question’ but also put the burning question of land ownership, and the nation’s quest for self-rule, which saw the previous two regimes toppled by the will of the people, to their final resting place.

But to put Ezekiel’s words in this context, this one too seems “a flight of fancy that collides with reality.”
