The Railroad issue: The Tail end of Alfred Ilg’s services

 

Alfred Ilg met Sahle Silasse in Liche in January 1879 and left Abyssinia 1906, seven years before syphilis killed Menelik in 1913. He came to the most primitive barbaric Abyssinia ruled by brigands (Sheftans) arose at the end of the so-called “Zemenemesafnt.” The era that extends to a century of butchery and chaos designated as human locust to the infantry militias led bybrigands (Sheftans) that preyed on the resources of the local victimized population to the extent nothing remained edebile for the families, especialliy the children.

 

He came as a mechanical engineer, signed two years of contracts with an annual salary of five thousand francs to work for Menelik. He traveled with two Swiss citizens, Appenzeller (Woodworker) and Zimmermann (Mechanic). They had a long journey that took about seven months to arrive at their destiny from Zurich to Abyssinia. At the time, the bumptious propagandas of rose in Europe, a civilized, humane and generous to bring their civilization to the  “uncivilized world” that waiting so long in the dark until Europe brings light wherever her she footholds.

 

But, facts and reality checks speaks the opposite,  It was the preparedness to invade, exterminate, slave, exploit the world she called “uncivilized” via seas and oceans, and occupy, forever exploit resources that she in desperately needed to survive and develop. She had almost over five centuries of experiences in doing so at the time Alfred Ilg was born and grown up. He came with the same mission of bringing “civilization” nothing was especial indeed from his fellow Europeans who actively engaged with handling and smuggling firearms and ammunitions from Europe to Africa and Asia. Alfred Ilg obtained an entry visa the titled; Railroad construction from Finfinne to Somalia coast in the horn of Africa. Alfred Ilg served Menelik (a rubber black Leopold II of Belgium Congo) of Abyssinia about three decades without pause. He began as a technician in repairing nd maintaining firearms, ammunition, building roads, bridges, houses, inspector, and constructor. In the area of administration, he served as secretary, interpreter, advisor, protocol chief, recruiter.He rose to the level of the Minister of all, nicknamed Superminister. As hander smuggled firearms,  ammunitions , bullets and patron fabrics, gunpowder and corresponding materials, ingredients and machines etc. He obtained all awards what Menelik had to offer. From domestic Mule to wild Zebra to Bitweded,Councillor of the state with excellence status.”

 

Thus, the real difficult question to find an answer to it is not what and where he provided the services, but what and where did he not. As it was thoroughly explored in previous parts, Indeed, Menelik without Alfred Ilg can be considered, a blind man who lost his stick, or without a guide. Without Alfred Ilg, one of the primitive, barbaric, predatory empire known with stolen name the con. “Ethiopia” could never exist on this Planet with her contemporary demarcation on the global map.

 

To have the complete picture of the world of politics during Alfred’s and Menelik’s mutual intermarriage of interests, it is essential to have a birds eye view of the geopolitical importance of the horn of Africa at the global stage, and the preparedness, the coming of the resourceless, avaricious, moral and ethicless Europeans. The kindling point, where thirteen European head of states; Aristocrats who butchered each other throughout their history, come together in Berlin for the first time and signed the consensus to slice Africa as a piece of cake: The scrambling for Africa began in earnest. As by-product  aüice of turf between the Red Sea and the River Abaayaa (the River Nile) called Abyssinia was left to act as a puppet for all participants with interests in her of the Berlin conferences. No single individual African or representative was part of it. Abyssinia warlords rose in the region at that period fulfill the given roles by European colonizers. As a result,  dependent “Quasi-Abyssinia–state” was invented in the horn of Africa.

 

The significance of the horn of Africa at global arena: then and now

 

As a gate to three continents, most specifically to Africa, red sea and its coasts played a significant role in human civilization then and now. European colonizers computed to gain a foothold on the Islands around the Red Sea, as a transit to the hinterland of the African continent. France bought Obock (the northern shore of the Gulf of Tadjoura, Djibouti) in 1862, and later on established the small administrative center, as a point of departure for further colonial expansion she dreamed. To facilitate her colonial dream she intended to build a railway to join Djibouti, the far eastern coast of the African continent to far West Africa, Dakar-Senegal. Her classical rival, Britain had already established an Imperial station in Yemen known as the Aden settlement in 1839. From Aden, she garrisoned the so-called British Somaliland. Britain also occupied Cairo in 1882 and Cape Town in 1806. She had also a dream to join Cape Town with Cairo and build Railroad popularly known Cecil Rhodes plan (the genocider of Africans under his occupation).

 

Thus, the idea of railroad construction in Abyssinia was invented, designed by France, as a prestige to dominate her sphere of political influence on the warlords rose in the region specifically on Sahle Maryam who was known as “the boy of France.” Leon Chefneux, a France citizen was responsible from France side, as Alfred was in Menelik’s side. Both, Leon Chefneux and Alfred Ilg were long years of business partners in all sphere from a clay pot to gold, experts in smuggling Firearms, Ammunitions, and co. for decades that acted as bridges between Europe and the horn of Africa especially with Menelik. Britain and Italy were also equally active with similar plans and strategies and intrigues played in shaping the region. They also had their own boys among rival warlords arose in Abyssinia proper correspondingly and representatives in charges from Rome and London.

 

Railways were used efficiently since Bismarck’s era, as the fastest transport vehicles on land at that period to connect the far periphery to the center of control and resource exploitation, military transport, etc. For instance, one of the most known beneficiaries from African content by using Railroad at that period was Leopold II of the Belgium Congo; the genocider of Congolese; the rubber Black Death as it was called. The analogy made was the notoriously know as Black death was a disease called plague caused by the bacterial agent known as Yersinia pestis that succumbed one-third of the European population in middle ages alone. Leopold did not only exploit rubber but also copper, radium, diamond, gold from one of the richest part of the heart of the African continent.

Engineering Intelligence test: according to Menelik’s know-how

 

As Alfred Ilg and Leon Chefneux presented their design to construct the Railway from Finfinne to Somalia coast to get a consensus from Menelik in February 1893, they got the shock of their life on that day. Menelik order and arrested Alfred Ilg and Leon Chefneux. He kept them in a small hut, solitary confinement plausibly built by Alfred Ilg, and guarded by Menelik’s “Zebenyas,” gun carriers (Ashkers). Someone who considered him as “Father figure.” Furthermore, it was Alfred who brought Sahle Maryam from nomadic Zagol, outlaw and robbery life to one man empire. Alfred Ilg built a permanent new settlement in Finfinne, in the Umbilical cord of Tuulamaa Highland by evicting Autochtonous Oromos from their ancestral soil turned them to Slaves, Serfs, Homeless, and settled by Neftanya’s. Furthermore, he was an architect and the brain, promoter of the invasion campings against the whole south, actively participated in a series of campaigns mobilized by Menelik’s “Hagermaqnat whereas” project. To fulfill his master obligations he traveled seven times, brought back all materials, firearms, equipment for construction and building patron and gun powder fabric, Menelik’s advocate in foreign relations, united the aliens of the north under one person controlled byMenelik for the first time in the Habesha history.

The main reason why the Swiss and Abyssinians, contemporary “Ethiopians” consider Alfred Ilg as the “cultural ambassador” and still celebrate it indeed was nothing, but to hide the crimes conducted during his three decades of unlimited services. Alfred Ilg was the mastermind, the minister of all, the mentor of the invaders, genociders, and ethociders of Menelik and his hordes. As a result, the empire of Menelik was expanded twenty-seven times to the size of Switzerland, five to six times from her original size.

 

Switzerland profited from it thanks to Alfred Ilg by selling firearms, ammunitions, its accessories, machines and explosive chemicals, and various industrial products to Abyssinia of Menelik. From Abyssinia in return all looted, stolen, plundered, historical artifacts, cultural objects, agricultural cash crops such as coffee, animal products hides, tusk, mineral resources such as gold, the lists go on exploited from the occupied, and secured territories of the south during “Hagermaqant were” by Menelik hordes were “officialized”and shipped back to the heaven for all exploited material to Switzerland and the rest of Europe. Menelik as an underdog of Yohanis knew that his King, Yohanis forbid railroad construction in his occupied territory proposed by Britain. He also knew that General R. Napier of Britain used railways to mobilize his soldiers from the Asian parts of colonial territories to the read sea coasts for rescue missions of six British captives under Tewodros control. Thus, the railroad plans were considered by Abyssinian settlers as the road of invasion by the European colonizers, and a plan to take away the empire that Menelik already had gained and found in preparedness for further expansion under the motto of “Hagermaqnat.”

 

What Menelik, indeed desperately needed was modern European firearms, ammunitions, advisors, financiers, etc as his embittered rival, Yohanis IV. Yohanis of Tigre had Swiss Miltary trainer, adviser, a Swiss citizen named Gunner Louis, and had the strongest armed and trained soldiers in the region. Sahle Maryam was weak and the underdog of Yohanis. Thus, his first dream and objective were how to get rid of Yohanis that Menelik presented himself, half-naked, carried stone on his shoulder, walked barefoot and bowed in front of Yohanis feet. After being pardoned he paid an immense amount of attributes from powders, “duuqeet,” to slaves, live domestic animals, etc. He dreamed of finding a person like Gunner who will act as a bridge between Europe and himself. Swiss citizen was very active in this arena. Having an advantage of the political coat or envelope called “Neutral State.”(See Part 1). Menelik sought to get a person from Swiss, so to say, “Gunner II.”

 

Finally, Alfred Ilg was found to be the perfect match for his services. Menelik found “Gunner II” of his own. Now the offspring of divers and invaders the refugees who settled within the north-eastern Tuulama Gosaas (branches) of Oromos, Sahle Maryam’s dream was going to be realized in the decades to come.The railroad construction contract that was signed in 1878 must not come as an issue if at all it was an issue for Menelik. Never the less after being buried for one-and-half decades, It came to be an issue to be awakened and reconsidered in May 1893. For Alfred Ilg, the railroad construction contract signed for two years can be considered simply an entry visa. For his services, he became almost all namings, awards what Menelik had to offer, each time he comes back from Europe with full packed ship with firearms and ammunition, personal gifts, utensils almost what Menelik needed, most importantly material to make bullet, gunpowder, patron fabrics, explosives and dynamites, etc, to Abyssinia of Menelik.   1. PREAMBLE

 

WHEREAS Ethiopia is an age old nation with a history that goes to the antiquities; and its people have lived through various millennia;

CONCERNED by the replacement of the military dictatorship with a minority based ethno fascist regime in 1991, and dashing the hopes and aspirations of the people of Ethiopia;  

NOTING that the destiny of the people of Ethiopia is intertwined; and fragmented struggle against the dictatorship has not brought the desired change during the last 25 years;

NOTING that the change of the political leadership in Ethiopia through an electoral process has been proven to be impossible;  

COGNIZANT of the successes and failures of the previous efforts of forming a United Front, and having taken lessons from those efforts;

DEEPLY CONCERNED by the atrocities that are committed by the TPLF dominated army on the people of Ethiopia; more particularly in the Oromo, Amhara, Gambela and Ogden regions;

CONCERNED by the impunity and unaccountability of the TPLF regime;

CONGNIZANT of the fact that the instability in the Horn of Africa region can easily spillover to Ethiopia and the various combatants inside Ethiopia need to be integrated into one potent force to prevent unintended rivalries;

We the signatories of this document, PG7 and ODF, have formed a coalition/alliance/UF on this day, dd/mm/2016.

  1. VISION

 

We, the undersigned organizations, that have formed this UF/Coalition/Alliance [delete as appropriate], will end the cycle of dictatorship in Ethiopia by assuring justice, freedom, equality, and prosperity in the country.  We will build a collaborative relationship and trust among the people of Ethiopia and empower them to achieve their full potential. We will create a democratic society where the people are the only source of political power. 

 

 

III. MISSION

The mission of the coalition ….  of Ethiopia is to lead the struggle for democracy, peace, unity, freedom, and prosperity of all Ethiopians; defend and protect the unity of all people who live in the territories of Ethiopia; and work for the stability of Ethiopia, the Horn of Africa, Africa, and beyond. We will ensure peace and security throughout Ethiopia, and defend the country from any external aggression. We will establish a broad based Government of National Unity/Salvation [delete as appropriate] during the period of transition, and   prepare the country for a governance system that is based on the principles of separations of powers. We will assure that a government can only be formed through an unfettered free and fair election after a transition period of two years.

 

IV. SHARED VALUES

We will guarantee the implementation and respect of all human and democratic rights and civil liberties in Ethiopia such that:

  1. all Ethiopians are equal in front of the law and no one is above the law;
  2. every Ethiopian has equal political right based on the ‘one person one vote’ principle;
  3. all Ethiopians shall enjoy equal civil liberties in all its expressions as individuals and group;
  4. all political organizations that are signatories to the visions and missions included in here and consider themselves part and parcel of the same political community will enjoy equal rights;
  5. traditional leaders, religious leaders, elders, women and the youth are accorded their honors and place in society;
  6. no one culture or heritage has supremacy over another; and
  7. the coalition shall observe the Banjul and UN declarations on human and peoples’ rights.

 

  1. OBEJECTIVES

 

  1. To create a political consensus amongst all Ethiopian political organizations and civic societies committed to ending dictatorship and forming a democratic government that guarantees justice, freedom, and equality in Ethiopia.

 

  1. To unite all Ethiopian political organizations and civic societies and muster their resources to wage a genuine struggle to replace the ethnic dictatorship of the current regime of the TPLF.

 

  1. To set up a Transitional Government of National Unity/Salvation (delete as appropriate) that is composed of the representatives of the political organizations who share the visions enshrined in this document and other appropriate representatives of the Ethiopian society

 

  1. To set up a constitutional commission composed of experts in the discipline and representatives of all political parties and civil societies and prepare the way for adoption of the draft constitution through open and public discourse and a nation- wide referendum.

 

  1. Conduct a country wide credible free and fair election to setup a government that represents the wishes of Ethiopians within two years.

 

  1. STRUCTURE OF THE COALITION

The coalition shall have three main bodies; namely, Council of Representatives, Executive Committee, and Consultative Council. The formula for the representations in the structures can take cognizance of the membership number, financial and other material strength, security, and combat capacity.

 

  1. Council of Representatives of political organizations

 

  1. Members of the Council of Representatives are the representatives of each member organization of the Coalition.  Representation and voting rights in the Council of Representatives are determined by a formula that takes into account the strength of each organization and is agreed upon by the founding members.

 

  1. The total number of Seats will be determined by negotiation. The founding organizations might wish to determine the size by taking into account the elements of the formulae.  The seats might be expanded as new members are added. New members unless with significant size and resources, shall not occupy more seats than the founding member organizations combined.

 

  1. The Council of Representatives is the highest governing body of the Coalition; it appoints all members of the Executive Committee (EC), Audit and Inspection Committee, and Conflict Resolution and Discipline Committee; and approves the respective by-laws of the committees.

 

  1. Political organizations may form alliances and merged entities in order to position themselves better for the allocation of seats in the Council.  However, opportunistic alliances shall be discouraged.

 

  1. All the members of the Executive Committee of the coalition are ex-officio members of the Council of Representatives. They have no voting power. Any member of the EC shall not be the Chairperson and Vice Chairperson of the Council of Representatives. The Chairperson and the Vice chairperson of the Council of Representatives shall not be members of the Executive Committee. The chairperson of the Council of Representatives is the representative and spokesperson of the Council of Representatives.

 

  1. The Council of Representatives shall work towards integration of the scattered energies of the Coalition member organizations. Member organizations with armed wings, will prudently and systematically integrate their combat forces so that the removal of the dictatorship is fast tracked and the combatants are integrated into the national army.

 

  1. The Council of Representatives, as the governing body, shall ensure that the EC is functioning well. It receives, comments, and approves the quarterly reports from the EC.

 

  1. The Council of Representatives appoints and removes in part or the entire EC members on grounds of underperformance or insubordination or other misconducts deemed serious by the Conflict Resolution and Discipline Committee.

 

  1. The Council of Representatives approves the planning, acquisition and disbursement of the budget of the Coalition as presented by the EC.

 

  1. The Council of Representatives approves membership of new organizations when presented by the EC with sufficient support and documentation.

 

  1. Executive Committee (EC)

 

  1. The EC is appointed by the Council of Representatives every XX years. The number of the EC members shall not exceed one third of the members of the Council of Representatives.  

 

  1. The EC shall plan, organize, control and execute actions that benefits the Coalition and Ethiopia within the bound of the general policy directives handed to it by the Council of Representatives. It has the power and the responsibility to mobilize the resources (human, material, financial) that are necessary to accelerate change in Ethiopia.

 

  1. It shall attempt to combine the financial and human resource of the constituent organizations so that political change can come to Ethiopia faster.

 

  1. Where member organizations have armed and clandestine units, it shall gradually work for the integration of the combat and clandestine forces so that the forces will be integrated in to the national army in the period of transition.

 

  1. The EC shall set up different committees, departments, and taskforces such as political, security, economic, justice, foreign affairs, public relations, finance, and research to facilitate and advance the aims and objectives of the Coalition.

 

  1. The EC shall conduct a regular meeting once a month, and reports to the Council of Representatives quarterly.

 

  1. The term of office of the EC members is two 4 years. Every two years, the Council of Representatives shall review the performance of the EC, and in the event of bad performance, shall consider terminating the services of one or more of the members of the EC.  

 

  1. The EC has the power to enter into contracts on behalf of itself and its member organizations. However, it has no powers to negotiate with third parties on matters that affect the territorial integrity and the borders of Ethiopia; and it can not re-draw the internal map of Ethiopia.

 

  1. The EC shall have a Chairperson that can serve for four years two terms; that is total 8 years. The Chairperson shall be elected by the Council of Representatives from among the representatives/delegates of member organizations.

 

  1. The Chairperson, along with the Vice Chair, Secretary General, Finance and Treasury, security and defense, foreign affairs and home affairs portfolios, will make up the Standing Committee of the EC. The Chairperson is the Chief Executive Officer and spokesperson of the EC. The size and shape of the portfolio might be changed by the Council of Representatives. The EC is empowered to enter into contracts up to $$$ (a limit to be defined). It can hire or fire, in accordance with the law, the employees of the Coalition.

 

  1. The Chairperson of the Executive Committee is responsible for preparation and implementations of systems and process that enable the Coalition to achieve its goals. He/she is a co-signatory on contracts and checks of the Coalition. For amounts exceeding $$$, the Chairperson of the Council will be a co-signatory. He/she can delegate authority and responsibility in accordance with latest best practice.

 

  1. Consultative Council (CC):  

 

  1. The Coalition will have a broad based Consultative Council composed of known and respected traditional and religious leaders, professionals, scientists, men and women of the arts, members of associations of different social groups such as trade, women and youth, Diaspora organizations, etc.

 

  1. The members of the CC, individual or delegate of a bona-fide organization, must be unequivocally committed to the missions and objectives of the Coalition and are not suspects of human rights violations and/or ordinary criminal offenses.

 

  1. The primary purpose of the CC is to support the vision, mission and strategy of the Coalition. For this, it can advise the Council of Representatives an of the Coalition on important issues concerning the general directions and strategies of the Coalition, and will play a role of mediation in any event of conflicts and internal crises of the. It shall engage in the mobilization of resources to support the functions of the Coalition. It shall engage in dissemination of information, lobbying activities, and combat the disinformation of TPLF.

 

  1. Although the Consultative Council has neither a legislative power nor controlling role over the activities of the Executive Committee or the Council of Representatives, it will periodically receive a formal report from the Chairperson of the Council of Representatives.  

 

  1. The General Assembly of the Consultative Council shall be chaired by the Chairperson of the Council of the Representatives.

 

  1. The General Assembly will try to reach decisions by consensus. In the event of a vote, the Council of Representatives shall take note of the direction of the vote in its deliberations but the vote is non-binding for the Council of Representatives.

 

VII. MEMBERSHIP

 

  1. Any Ethiopian political organization or a previously existing coalition of political organizations, with credible and identifiable track record and is willing to accept the vision, mission, shared values, objectives, and stipulated rules and regulations of the Coalition can be a member of the Coalition. Weaker organizations that have potential can be admitted provisionally. Membership can be graded as full, half membership or quarter membership rights. Voting powers and benefits are proportionally scaled down to reflect the grade of the membership.

 

  1. Member organizations shall periodically contribute money and other resources to defray the costs of running the Coalition. Interest will be charged to membership dues that are paid in arrears.

 

  1. The details of admission conditions during the period of the struggle, needs to be defined. The founding parties must agree on the admission of a given organization and a founding organization may elect to have veto powers on admission of a new organization.

 

  1. Withdrawal from the Coalition at the height of the struggle can have grave consequences, and hence, withdrawal must be only allowed either at the point of entry or at the end of the mission of the Coalition, that is after the administration of an unfettered free and fair election. 

 

  1. The grounds for split or withdrawal from the Coalition, at initial stage or after the election, shall be defined. The assets, debts, pending legal cases against the Coalition and other matters such as information shall be shared upon the dissolution or withdrawal of a member.  The matter shall be handled by ordinary law of contract. All other internal conflicts shall be handled within the Coalition. In the event an outside body is to mediate, the Council of Representatives must endorse the mediating party and provide the terms of reference in writing.

 

VIII. MISCELANEOUS

 

  1. The Coalition may encourage member organizations with similar political program to agree on phased merger. Merger is defined as a complete marriage between two or more organizations. The merger of organizations shall have no impact on the number of seats allocated to them at the stage of the formation of the United Front. In phase one of the formation of the Coalition, special effort must be made to create a working environment at the lowest cell or support group, and members at the lowest level must learn how to work together towards the same goal of the Coalition.

 

  1. Rights and duties, and financial, human and material resource obligations of each member organization shall be stipulated by Council of Representatives. However, any member organization shall not conduct or participate in any political activity in contravention of the vision, mission, objectives, and shared values of the Coalition.

 

  1. The current leadership of the founding member organizations will have periodic strategic planning workshops.

 

  1. The Audit and Inspection department of the Coalition shall periodically provide a report to the Council of Representatives whether member organizations are complying with the decisions of the Coalition.

 

  1. Member organizations agree to avail all the necessary information to the Coalition.   
  1. The audited annual financial statements of the Coalition shall be presented to the Council of Representatives.

 

  1. CONFLICT RESOLUTION
  • The modalities for conflict resolution between personalities and institutional matters of principles/procedures shall be handled by a Conflict Resolution and Disciplinary Committee that will be established by the Council of Representatives.

 

  • There shall be a code of conduct of the Coalition. The code of conduct shall not be used to suppress innovations, new ideas or dissent.

 

  • Organizations that enter into this agreement are primarily responsible for handling the disciplinary related matters of their members. The organization, whose member has been found to be a problem to the Coalition, will be required to replace the identified individual by another person. Local conflicts shall be handled by the next level of the structure. The decision of the second level structure shall be final and binding. In the event that the conflict is within the Council of Representatives and EC, the Conflict Resolution and Discipline Committee, in consultation with the Chairperson of the Council of Representatives shall seek the help of the CC.

 

  1. THE TRANSITIONAL PERIOD

 

  1. The TPLF authored constitution shall be suspended. The Ethiopian Defense Forces and the Police Force shall continue to serve the nation. Armed combatants will be gradually and systematically integrated into the national army.

 

  1. All political party owned businesses will be forensically audited and put under one administration.

 

  1. Assets embezzled from the people of Ethiopia and kept in foreign destinations will be investigated.

 

  1. Genocide, crimes against humanity, and ordinary human rights abuses will be investigated.

 

  1. The term of office of the Transitional Government of National Unity or Salvation shall not last longer than two years;

 

  1. The Ethiopian people have the unrestricted rights to individually or collectively assemble, organize, manifest, and discuss on any issue of national concerns peacefully;

 

  1. The right to assembly, organize, manifest shall not be suppressed under any circumstances, and no permission, whatsoever, shall be required to assemble or organize peaceful protest demonstration;

 

  1. All political organizations have full rights to peacefully organize and campaign for their programs;

 

  1. The Transitional Government, whose structural makeup shall be determined by the agreement of the participants, shall be limited to performing the functions of a government in areas of national security, public and social services, and providing assistance to all activities relating to the preparation for fair and free election;

 

  1. The Transitional Government has no right to make any decision or enter into bilateral or multilateral agreements with foreign governments that will have long term impact on matters of national sovereignty;

 

  1. The Transitional Government, as much as possible, will honor all international agreements that Ethiopia has entered into. It shall safeguard the interests of all the people who live in it. This includes foreigners, residents and refugees.

 

  1. The Transitional Government will start reforming the Ethiopian National Defense Forces to make the army’s top brass is representative of the people of Ethiopia; a democratic entity that serves the constitution and the will of the people; free from corruption; promotion and honor is based on merit, and make the national army combat ready.

Alfred Ilg’s knowledge about Menelik from Zagol to one man Empire

 

There were no a best Habeshalzed Ferje “white,” a European citizen and influential as Alfre Ilg in Abyssinian history at all. He was a best friend of Abuna Mathewos who crowned Sahle Maryam and gave the name “Menelik II” adapted to the myth of Menelik I of Solomon and Saaba;the signature of self-denial that they still celebrate. He knew  his predatory nomadic Zagol life. He knew the evicted indigenous people from Finfinne where he set a stone to be the capital site of Menelik and the center of control and mobilization by the settlers; gun carriers, “the Neftenanys ” warlords leaders followed Menelik. The time the exodus of the aliens of the north  began in earnest toward the south. They conducted genocides, ethnocides  versus the south with firearms and ammunition provided from Europe that holds true to the very date.

 

Alfred Ilg came to a barbaric, primitive region, where Sheftas (bandits), robberies, cattle raiding, stealing whatever come on their way were their means of life.He knew that they were butchering each other for centuries without pauses. Outlawed acts were the only way to climb and hold power, the behavior that has never ever changed, a cockpit of every settler brigands of the aliens of the north:the Habeshas, con. ‘Ethiopia’ that the world has witnessed.and still do to the current tyrants who cling to power, sworn to do so to their burial or to their last minute flight if they succeed;the fate of all tyrants in human history in general, a signature for Abyssinia.

 

Alfred and Leon Chefneux; his partner indeed knew very well about the behavior, mannerism and gruesome acts of the Abyssinians history versus the otherness; the natives or the foreigners. Most importantly, the number of Europeans killed, at least since the era of the coming of Portuguese, missioners, expeditions who were, jailed, killed, captured in various times and places in the region. Werner Muzinger, the Swiss citizen killed in 1875 was a recent past fact that both engineers were warned before their journey to the primitive, barbaric region of Abyssinia in the horn of Africa: Muzinger served as joint British and French consul at Massawa parallel to handles and trade who traveled between the Red Sea and Cairo. Both of the arrested engineers had also destined to witness the gruesome acts of Menelik and his hordes during “hagaermaqnat werera” invasion and expansion. Most importantly, Alfred Ilg was not only a mastermind organizer and unifier of Abyssians under one umbrella, controlled , one man, Menelik. He personally participated actively in the creation of one of the barbaric, primitive empires in the Africa continent. They both knew and saw chopped legs and arms of men of Arsi, and chopped breasts of women. They knew from, captured men and women, raped women, sold as animals, they knew from burnt houses and properties of unarmed civilian populations.

 

To add an insult to injury, they took out of the continent stolen, plundered, boots, properties of the conquered people of the south from a clay pot to Kings Crown and Chair, Gold, Coffee,Civet, Tusks, etc. Thus in a circumstance where they were without a shadow of doubt unwillingly automatical rings in their mind, extrapolates, rewind back in monologs and dialogs fashion engages the engineers in small dirty Hut, in the hottest month of the summer season in February (Guraandhla) in Finfinne. For certain, that is the way the healthy human brain works. In reverse, good services especially Alfred Ilg gave, and in return awards, namings he gained at this spot and the mind considers that was the activities of past, a snow from yesterday, It didn’t help at this minute. From Habesha side his Debteras and Abunas, the Witch Doctors of Abyssinians also “diagnosed” by reading his Horoscopes and “digmet” alleged to know that Menilk’s infertility blaming “evil spirit”as a causative agent. The Debteras of  Menelik’s plausibly recommended drinking “Haraki” house made alcohol, as a broad spectrum “Antibiotic” of Abyssinian to treat him from syphilis. As a result, Menelik and his wife were turned alcoholic which the  engineers knew. one can see facial bloating, fattening, disfiguration and cellulitis of the face of Xaayitu’s and Menelik’s photos, typical classical clinical symptoms and effects of regular alcohol consumption and abuses.

 

Why did Menelik jail the engineers and what comes next

 

Coming back to solve the quiz from previous writing (Part V). Why did Menelik order to jail Alfred Ilg and his Friend Leon Chefneux? What crime did they commit? and What was he going to do with them next?

So to say that you thought that you knew and knows, who the Habeshas were, and whom they are, and the way their brain ticks. Because your thought was logical, rational, the way health mind works. But, what Menelik did had neither logical, rational or healthy, no one can understand unless one suffers from schizophrenia or drunk indeed.

 

Paul Hartlmaier, the Author of the book: Amba Ras: Eine Reise Durch Das Kaiserriesch Äthiopien, published in 1953, Frankfurt am Main,  courtesy to the author described what exactly happened on that day in the dirty, hot Hut the were jailed. A thunder falls on the two Ferengi on that day that leaves its scar life long. After keeping the engineers in isolated dirty hot Hut, guarded with his Zebenya’s, (gun carriers), Menelik gave an order through his Askers (servicemen) to the engineers to make a pair of shoes within twenty-four hours, providing them with Hides, Knife, Thread and Awl as a raw materials and tools to make pair of Shoes. Slap in the faces of the white engineers! One can Imagine, what a shock may have his sordid acts induced in the minds of the “civilization missioners” and what was going on in their mind. The engineers who called him;“his Majesty the King of the King.” In fact, the knew that Menelik, Smallpox spotted rubber black skin warlord, primitive murderer, cattle raider, slave entrepreneur, barbaric genocider and ethnocider who has no comparative African-born person in the history of the African continent.That must indeed be the uncomfortable truth that should rings in their mind at this circumstance. May he acts like Tewodros who captured six British citizens that led to war or the worst option they may be killed like the others , and there was no grant for not to be killed at this minute. In other words, so far Abyssinians nature of cultural upbringings, norms, behavior, manners, etc, were well known within and in abroad in treating the others, like chopping Arms and Legs of Men, killing by hanging, her standard signature in her “history” to the very date. As an Oromo adage:Booftii fi raachi hama gannii darbutii walfan jiraatu.”

 

Once the order and the time were fixed, The fate of the Engineers would be decided within the coming twenty-four. The next second shock prevailed from where to start to make the shoes. As a reminder, an Engineer in Menelik’s know-how was a man who can all, and Alfred Ilg had adjusted himself to it during his decades of his service and gave all. Once the consensus signed by Menelik the engineers must search for the company to finance their project. Three years later, in January 1896 the Duparchy &Vigouroux Company signed the deal with a price of hundred thousand francs per kilometer.Three-fourth to be paid cash at hand and the rest as an obligatory to be paid through times.

 

The company also paid hundred thousand francs to Menelik extra as a gift in return to the consensus signed. The company further began to monopolize another business in the area of mining gold such in Wal’laga, coal production, salt, telegraph etc, in various regions of occupied and secured territories.  From 1894 to 1895 alone handles between France and Menelik that reached thirty-five million francs in France surprised the Europeans next to Leopold II of Belgium Congo’s profit. The fact stimulated the establishment and constitutionalization of the later called “Compagnie Imperiale-Ethiopienne” in short CIE in 1896. The railroad construction began in 1897 from Finfinne toward the southeast red sea coast. As it has been in the past, tons of steel and  other heavy metals required  for railroad construction were also carried by slave hands and their shoulders. Statistics proved that about 60 % the slaves were Oromos in each and every place of constructions. Once the railroad construction had reached Laga Hawaas “River Awash” crossing the Karrayyu Oromoland, there was something unusual happened in a normal sense, but not in Menelik sense. As the spin engineer went to report his success from Finfinne to Laga Hawaas and is going to begin to construct a bridge over Laga Hawaas, Menelik stopped the construction of the Laga Hawaas. Nightmarish for the engineers and the French company. Why did he stop the construction of the Bridge?

 

Apropos, bridge constructions  and both men! At the beginning of his services next Alfred Ilg began to build houses, streets, for Menelik and settlers following him in a tempo. During the rainy seasons there were at least three moths of disconnection between Intootoo where first Alfred built his hut and live and served Menelik, and his area of his project to build  house or fabrics, because of the  Rivers  flowing  across Shagar that springs from Tuulamaa highland toward the south like Laga Qabaana were a natural barriers and there were  no means of crossing the rivers  from one side of the river bank to its opposite side of the bank. The Rainy season was the hibernation period for  Menelik and his settler troops,while it was and still is the hardest working seasons of the years for the vast majority of the Agricultural Nations incarcerated in the Empire.

 

There  were no word called bridge in the vocabulary of Menelik,let alone to have one in real. It was strange as Alfred Ilg Itself. Ones Alfred Ilg proposed to  solve this  problem and  brought his model, to begin with, the construction of bridges to be anointed by Menelik, but not disgraced or belittled, Menelik took the model and crash it with his hand, and laughed at Alfred Ilg. That sent a message, if I can crash it with my hand, how can it carry my whole body and my troops, plundered   resources and live animals across the river. Menelik and his nearest warlords and his wife also considered that was “evil man’s duty, no one built a bridge on air,” and there were no needs of spilling out money to the river itself to build a bridge on Air.

 

Alfred Ilg was known for his obsinancy, he built the second model and brought back to Menelik again. Menelik crashed it again. One may easily guess what were going on Menelik’s and Alfred’s Mind at this spot. One can also understand how difficult it may be to explain what “Model” mean to Menelik and his servants around him. It was also understandable that Alfred’s models were made of fragile materials as what models were supposed to be, but not for Menelik. Alfred did not give up. He rather built the third model, and again brought back to  Menelik, but at this time he can not break it with his hands and no one can laugh at him and make slurs “evil ferji, etc, ) at Alfred. Menelik shook his head, showed him smiling and gave the consensus to build the bridges in Finfinne to cross from one bank of the river to the  opposite side of the bank of the river.

 

The stopping order of constructing the bridge on the Hawaas River given by Menelik was ridiculous that no health brain may think of it. He stopped the project as he heard it from his Bitweded, and claimed  that the  railway construction consensus contract signed in February 1892 after their arrests, passed Menelik’s Intelligence test (MIT) by making  pairs of shoes stated that the railroad construct consensus he signed was to build  on the ground; vehicles run on the surface, but not  on air: a bridge. In fact, that was Menelik’s  invention, a diabolic lie, little different from Waachaale because Alfred was an in his said and his architect in that issue. One must not undermine the role of Tiyatu’s and her influence  as  she was the strongest opposition to the railway construction project from the very begging and the warlords around Menelik  in inventing  false reasoning to achieve the goals they planned in their mind as it has always been by Abyssinia warlords.

The fact speaks another language that can be read from the Amharic version attached below if it showed up in the document. Never mind, the filter product from it debris what one must know is here in original Amharic version written in Latin script reads: “…Ye xiis seregelaan be Hageree lemaaqom le Muusee Alfred Ilg sexiichalu, Qen, Yekaatiti 5, 1885,” when translated into English, it roughly means “…the consensus of building steam locomotive was given to Muusee Alfred IlG, Date, 14th of February, 1892.” Thus, there were neither “ Midr or Meret (Surface or Land) nor Ayer (Air) stated in the contract he signed to build the rail. The stopping of the railway project  was not only nightmare t o both engineers but the worst of the worst has come. The company and the two engineers went bankrupt. Because Menelik demanded first the essence of signing a new contract in regards to building a bridge on air. Second; the company must pay him three hundred thousand Thaler if they want the proceed with their project. The company was not in a position to pay it. As a result stopped the project and traveled to France to search  for new Financier. Finally, they did not succeed and went bankruptcy.

 

As a consequence and the government of France must take over and began to send delegates to inspect and report to the government for further funding the project and constructions. They established a new company that changed its name in 1908 to the “Compagnie du Chemin de fer Franco-Ethiopien.” The contract action capital of the company was estimated to two million francs where the company holds 85 % of the share and 2% for Alfred and Leon. First in 1916, after nineteen years of construction time, a five hundred kilometer railway route was accomplished. Alfred died in 1916 and Menelik died in 1913.

The Saga of Addis Ababa, the Master Plan & the Revolt of Oromos in EPRDF’s Ethiopia

The quotation above is worth keeping in mind, when trying to make sense of the following interdisciplinary examination of the so called Addis Ababa Master Plan and its main effects i.e. the protracted and simmering mass protests that it ignited across Oromia, Ethiopia. Our inquiry primarily asks, what are the defining social and economic forces and relations that ignited the confrontations that led to this protracted conflict? Moreover, in our pedagogical practice we strive for a national self-consciousness. The focus is on how we can all struggle in unity, as individuals and compatriots, against supremacist domination, injustice and neo-colonial exploitation in all their varieties. An attack on any Ethiopian, regardless of ethnicity, is thus considered as an attack on all of us and the fundamental rights and dignity that define us as Ethiopians.

Addis Ababa, Ethiopia’s capital is growing at a furious pace and urban architectural/infrastructural developments are running apace as steel, glass and concrete buildings seem to enmesh and emerge from the ground up. Traffic is clogging up the narrow streets. A new skyline is forming as material and social forces are bubbling up from below. Addis Ababa is growing upwards and outwards. Everybody marvels at the pace of change. Have you seen the underpass and the new Chinese made ‘light rail’ public transport train that crosses the city? Have you seen this or that intersection or building. These are popular subjects of conversation. The distance between Addis Ababa and the surrounding regions, seems to be closing, helped by more rapid and efficient transportation grids.  You might say the city is undergoing an urban sprawl of sorts, and experiencing a rising population density as well. New buildings are emerging everywhere. The old city of our childhood is changing fast.  Addis Ababa now is a city with an estimated population of around 4 million. While the city grows, most poor Addis Ababans have still no access to a hygienic modern toilet system that befits a city, and lack access to clean water. Both are in short supply in this naturally rich land. Still some form of rapid urbanization and demographic growth is visible to the naked eye. Electricity is also scant in Addis. Ferequais a power sharing method introduced by the TPLF. Recently, the lights failed in a hotel inhabited by visiting foreign dignitaries. As usual, some rural folks (over 80% of the Ethiopian population) tend to migrate into the city, in search of wage employment. With few exceptions, providing employment is still the privilege of the state in Ethiopia. And as the old saying goes, in a country where the sole employer tends to be the state, political opposition implies death by starvation.  Anyway, in this migratory trend, a few succeed in gaining some kind of employment, others become beggars or somehow homeless, and still some others move on to Middle Eastern destinations of domestic servitude; a great many become ensnared in a life of local penury and other gross social ills spreading across the breadth and depth of the wider urban landscape, also known as Finfine.

Ethiopia is a tough place to be born in, particularly if you are from the poorer and less powerful sector of society. Ethiopians have always been deprived of civic/political rights and landownership. Food insecurity is endemic in a society where all land is owned by the state or rather the party. Society is run by tired nineteenth and 20th Century ideologies and myopic policies. Peripheral capitalism grinds on in its extractive form. In the name of developmentalism and fighting poverty, the TPLF-led regime is promoting floriculture within 200 km radius of Addis Ababa and giving away 3 million hectares of virgin lowland areas and water to foreign capitalists, while the Ethiopian small holder’s plot is shrinking from about half a hectare (during Mengistu’s era) to only a quarter of a hectare now. In essence, Ethiopia is producing flowers and food for others, while its citizens go hungry or starve. One of the authorities thinks we are ‘taking off.’ Food availability for millions literally depends on the kindness of foreigners. Meanwhile, sanitation coverage in the country remains low even by Africa’s depressed standard; only 11% of the population was found to have access to adequate sanitation. Along with rapid urbanization, diseases associated with poor nutrition and scarcityof clean water are expanding. People in the capital can go for days without seeing water or electricity. Yet, the place is endowed with tremendous water resources and hopes to export hydroelectric power to neighbors. When GERD is finally constructed it will be the largest hydroelectric power facility in Africa.

As archaic and regressive as it is, ethnicity has become a fundamental organizing principle of social and political life. Every Ethiopian holds an ethnic ID. Moreover, Ethiopia is divided into nine major killils, or ethnic enclaves (Bantustans). In the TPLF’s architecture of domination known as ethnic federalism, an ethnic hierarchy prevails and the dominant Tigrean party-state is intrusive in every sphere of social life and sector of production. The political agenda of the ruling ethnic party, as the supreme law of the land, has subordinated the historic national interests of the Ethiopian state. Thinking freely and opposing the regime is criminalized.  The ethnic party commands and polices everything, from its subject’s schooling, to their feeding and employment opportunities. All land is state-owned as is distributorship of seed and fertilizers. The TPLF occupies all the seats in parliament, except for one. Subjects are routinely infantilized. Let us recall Dowden’s description of the minority regime’s arrogant and tyrannical modus operandi ‘If you do what the party/government says,’ you get credit and assistance- land, water, seed and fertilizer services, ‘if you don’t you get nothing.’  Still, a certain process of urbanization and demographic multiculturalism is continuing; in the city, people of different ethnic groups tend to be working and living more tightly together, rather than apart. Everyone, regardless of ethnicity, will be required to somehow communicate with their neighbors. Generally speaking, the city tends to unify what the ethnic killils divide and segregate. By 2050, it is estimated that 70% of the world’s population will live in urban centers.

Ethnic segregation/isolation is more palpable in the less-urbanized and rural regions of Ethiopia. The TPLF-led EPRDF regime claims its support among the 80%, barely literate, rural folk it controls tightly through ownership of land and a formidable 5-1espionage apparatus.  The regime is formally structured along ethnic federalist lines, or what was more appropriately and honestly termed as apartheid (aparthood) in South Africa. The federal designation is strictly formal, as separate ethnic based ‘homelands,’ sectarian privileges and inequalities are enforced at gunpoint in TPLF’s Democratic Republic of ethnic groups. The ideological attachment to democracy and the ‘people,’ is equally phony, as land robbery, demonization and persecution of other non-Tigrean ’peoples’ and ‘nationalities’ actually prevails, with Tigrai killil and its people (about 6%of the entire population) being the most advantaged. This minority group appropriates the lion’s share of the nation’s  export-oriented political economy (land, offices, gold, airline and military. According to a recent World Bank report on public expenditure review, the TPLF or the federal authorities have never transferred more than 6% of the cash revenue to the regional states. In other words, 94% of federal budget is used wholly at the discretion of the ‘vanguardist’ TPLF. This is revolutionary democracy indeed. This all-powerful and sectarian ruling group drives the expansion of the city in its own particularistic interests.

At the root of the extended revolt throughout Oromia is the so called Master Plan. According to this contested plan, the expanding multiethnic city of Addis Ababa is set to absorb the surrounding villages and districts, including some 36 potential towns in what is known now as the Oromo Regional State. The city’s “Master Plan” is a huge municipal expansion scheme, officially predicated on the need to include and provide services to the impoverished rural areas surrounding the ever-expanding/urbanizing Addis Ababa metropolis. One wonders why not first provide basic services and sustenance to the urban poor already living within Addis Ababa proper? This would require a people-centered development agenda, rather than the rentier state-led one advocated by Meles’ cadres.  Anyway, the city has some 29 rural Kebeles that provide gateways of expansion that bleed into the boundaries of Oromia.

That being as such, the growth of the city is as relentless as the ruling caste’s tyrannical craving for absolute domination and quick profits. During the Italian fascist invasion of 1936-41, the idea of Ethiopia represented atabula rasa or a blank slate took root in the mind of the colonialists. This false but yet seductive assumption became pronounced in the writings of fascist ideologues, architects and urban planners. It did not matter that the capital has existed at least since 1889. Between1936-1941, the Italians declared that Addis Ababa should emerge anew from this ‘virgin fantasy.’ This fixed idea of a brand new colonial and fascist urbanism had a modernist appeal and was experimented on Addis Ababa. The idea was to rebuild the existing city ‘from the ground up’, so as to make it acceptable to the fascist’s modern tastes and aesthetic sensibilities. In the colonial scheme of things, Italian overpopulation in Italy was to find a safety pin in the colonies of the empire.  Thus, the round houses (tukuls) of Ethiopians were declared unhygienic and irrational. Their primitive architecture was considered hazardous to health and offensive to Italians. They needed to be removed.  This makeover of the imperial city into a modernist capital was to be achieved by adhering to Mussolini’s wishes of numerous sventramenti or demolitions within the city’s fabric. The rebuilding process was going to involve ruthless planning along rigid lines, with severe segregation between the races. The realization and extension of this city-wide modernization process, with few modifications, is currently known as the Master Plan.

Towards the end of April of 2014, Oromo higher education students began demonstrations against this type of TPLF-led demolition, confiscation of land and expansion of Addis Ababa into a mega metropolitan region, as outlined in the currentIntegrated Master Plan for Addis Ababa.” In other words, the population wanted to have a say in what matters to their land and to them. At the time, the Tigrean chief (Abay Tsehaye) said boastfully that he would put the protesters/ demonstrators in their place, as ‘we will show them’.  Ultimately, however, it was the protestors who showed their power to the authorities. The protests, at the time, began around the universities in the Oromo region of Ethiopia. Students alleged that the “Master Plan” was merely an excuse for land grab, or for robbing the Oromo people blind, and enriching the usual suspects of the ruling caste and their foreign partners. In other words, it is more of the same policy of scramble for prime property/resources that has already enriched a few well connected functionaries/operatives and TPLF’s top military brass now living in Addis Ababa. These set of preferential policies include granting privileged rights to land use and other properties by the regime to its supporters, foreign investors, assorted sycophants and relaxed credits to  members of their own tightly knit Tigrean families. The battle cry of those in the streets was something along the lines that the Hagoses cannot enrich themselves with Dibaba’s ancestral lands.

Once the outrage exploded across Oromia, the TPLF-EPRDF regime responded by mass slaughter of the students. Soldiers simply shot at them. Some students died and others were injured. The ethnic surrogates were confused and their representativeness begun to be questioned; as with ANDM, so with OPDO now. Who do these parties really represent?  Aba Dula called this state-sponsored mass murder a “Sihtet,” or a mistake. This savage policy of executing legitimate protesters was clearly a well-practiced criminal attitude, clearly not a mere and sudden mistake. Shooting at citizens peacefully demanding justice was normalized. It is now totally unacceptable to all decent Ethiopians and the progressive international community. In our view, the legitimate demands of the Oromo students and all Ethiopians for justice and equality, and the government’s blood thirsty response, should be examined more sanely and carefully. After all, Ethiopia is a member of the UN’s Human Rights Council. Was it not Mill who called democracy ‘a government by discussion’, rather than force/repression. It is time to bring forth important policy decisions concerning land ownership and use/abuse to public discussions. Here is a respected Ethiopian scholar’s opinion (Aklog Birrara, p. 129) on the elemental nature of this conflict. “The massive transfer of fertile farmlands from Ethiopian families, communities and the entire society to foreign investors is the last ominous indicator of a regime that is determined to rob the country and its people of their most critical natural resource assets, their honor, dignity and sovereignty – all done in the name of development and transformation”. In other words, the TPLF’ fights poverty’ by expropriating or usurping (grabbing) the land of Ethiopian families and disenfranchising its ancestral owners.

Our humble proposal is that the cluster of political and jurisdictional issues in question should be reasoned out in the seminar halls of the rebellious universities. What exactly is being transformed and what is the meaning of development in Ethiopia? Is this about people or is it simply a question of encouraging maximum resource extraction and export? Where do citizens belong in this transformative process? How do these illicit land grab/exchange policies benefit the masses who, in the process, are forced to give up their most crucial resource i.e, land, and livelihood. In any case, murder of peaceful demonstrators is not what is expected from a government allegedly run by reason and claiming a democratic sensibility. What happened to the much vaunted Ethiopian renaissance movement? Should not thought/discussion oust brute force in the practice of the TPLF’s statecraft now? The TPLF has been in power for a quarter century.

This time around, unlike 2014, the parents and communities of the students have also joined the new protests that were re-ignited at the end of 2015 and the beginning of 2016. These protests against land robbery and related injustices range from Korem to Gambella. The subjugation and land theft ritual of the TPLF supremacists against the orginal populations of the land is severe and pervasive. The people are impoverished and angered. The current violent reaction of the people of Lafto, a sub-division of Addis, is instructive.  The frustrations/outcries against the regime could not be contained in the institutions of higher education any longer. Conservatively, since November alone, over 400 citizens have been killed by special US trained and Tigrean-led  paramilitary forces. In some areas, the protests have reached insurrectionary proportions. Roads leading into Addis Ababa have been blocked by debris . The demonstrators of Ginde Beret have burnt and destroyed paraphernalia of what was to be a park and foundation site dedicated to Meles Zenawi, the TPLF’s anointed ‘man of vision’ or visionary. The demonstrators have torched his picture/poster as well. To be sure, this was a nationally popular gesture. Meles is regarded as a neo-colonial puppet by the majority of Ethiopians. In effect, these are resistances against the ideology of Melesism, and his notion of the intrusive developmental state of land expropriation/grab schemes, and against the export-oriented macro-economic priorities of the regime. A European owned company had leased and fenced off some 100 hectares of prime communal grazing land, where families’ live Similar injustices prevail in Gambella, Omo region and North-Western Amara district, where ownership of land and water is at stake. People from resource-depleted and overpopulated parts of Ethiopia are invading, leasing out and despoiling and violating the resource rich sections of Ethiopia.

Clearly, there is a gross deficit in both federalism and democracy in Ethiopia. The notion of the centralized dictatorship of the developmental state contradicts the claims to federalism. Equality and freedom of expression are supposed to be at the heart of democracy. These are non-existent in TPLF’s Ethiopia. Those demonstrating and protesting are of the new generation, products of the separatist and neo-colonial politics of “ethnic apartheid” that is struggling to take root in Ethiopia. This is a generation raised under the Meles doctrine of Killilism, economic developmentalism and Tigrai first ideology. They do not oppose the ethnic dispensation of power per se, they merely want their rightful share in this new ethnic calculus of wealth and power. They are angered at not being adequately represented in the ethnic equation,  and thus unable to fully share in the spoils of power and privilege.  They are particularly worried and concerned about the Addis Ababa administration’s expansion into what are, by FDRE’s Constitution, Oromo farms and villages surrounding the capital and belonging exclusively to the Oromo people. This implies illegal commoditization and transfer of Oromo land by high members of the ruling Tigrean party and the federal administration. What is going to happen to these rural folk evicted from their land for next to nothing? When Addis Ababa expands twenty-fold as projected in the Master Plan, will former land owners be merely expropriated and kicked off their land? Will they be, in the end, living as landless paupers in Oromia or Addis Ababa? The vexing problem had been officially described as being one of “jurisdictional overlap” between the administrations in Addis Ababa and the authorities of the Oromia state (headquartered in Addis Abeba).  In the face of stubborn protests, it was announced that the whole idea of a ‘Master Plan’ has been shelved.

It was Marx who prophesized that each sociopolitical structure carries within itself the seeds of its own destruction. Obviously the state-led urbanization, expropriation and commercialization of land envisioned for the emerging “special zone” has run up against the ethnic demarcation of territories (Killils) institutionalized by the TPLF-EPRDF. When you start reading specific populations into territories, you are not far from fascism; anyway this regime of ethnic segregation is indeed a product of the Italian fascist occupation period of 1936-41. Today, over 10 million Amaras are said to live without guaranteed rights in Oromia. They live under the threat of ethnic cleansing in other parts of the country as well. Since similar problems of urbanization and transmigration of people, land alienation and transfer of ownership are said to exist around the growing urban regions, realistic negotiations need to begin with an eye to maintaining the long-term national cohesion and integrity of Ethiopia. This is a question over who will exercise ownership over land in the future, and determine land usage and exchange in the newly urbanized special spaces. As such, this is a political problem and should be resolved by a political engagement with the people directly concerned.

The process of regime atonement must begin, not by offering what amounts to blood money to victims, but by holding the people responsible for the shootings of the demonstrators to the high standards of the country’s laws. The responsible authorities must at least face the law before paying any form of reparations to the victims. Discussants must be cognizant that what is at stake is what it means to be an Ethiopian citizen in the 21st Century. The crucial economic question now concerns how much reward does the government intend to grant the population that agrees to be resettled. Resettlement must be voluntary. A half-hearted request for forgiveness by the puppet PM for the mayhem, massacre, torture and rape committed by his cadres and soldiers will not suffice. A regime that does not account for its atrocious and violent crimes against its own people(s) is one that has lost its ethical compass and right to rule.

Lessons from the Ongoing Oromo Revolution and the Way Forward

1. Introduction

The Oromo Liberation Front (OLF) is established to struggle for the liberation of Oromia and the

establishment of democratic republic of Oromia as specified in its political programme and its members

and the Oromo nation at large have paid immense sacrifices for this sacred objective. The current

Oromia-wide revolutionary protest against the occupying Ethiopian regime is a continuation of the

struggle that has been promoted by the OLF for nearly half a century.

For the last 130 years, the Oromo and the other peoples in southern Ethiopia have been caught in a

vicious circle of tyranny that is deeply rooted in a colonial conquest at the end of the 19th century.

Ethiopian rulers of Abyssinian (Amhara-Tigray) origin have been ruling over them supported with the

use of armed violence.

Armed settlers called naftanya (riflemen), who owned land which was confiscated from the Oromo,

ruled over Oromia up to the 1974 Ethiopian revolution. The revolution that overthrew the imperial

regime of Emperor Haile Selassie was hijacked by a military junta, which ruled the country with terror

until 1991.

The Tigre People’s Liberation Front (TPLF) regime, which rules Oromia with martial law today, has

not only inherited the militaristic and authoritarian styles of their predecessors, but also intensified their

abusive political and economic practices. The extractive economic policies of the past regimes are put

back in place and the impunity with which the lives of innocent people had been destroyed by past

Ethiopian regimes has become even worse under the TPLF.

As numerous reports from human rights organizations such as Human Rights Watch, Amnesty

International and Horn of Africa Human Rights League clearly indicate, the brutality of the TPLF

regime is threatening the very survival of the Oromo people.

Hence, needless to say here that the political goal of the Oromo struggle led by the OLF, namely the

formation of independent Republic of Oromia is as relevant, if not more so, as it was when it was

ratified by the political programme of the OLF. In fact, in tandem with the intensification of tyranny

against the Oromo under the Tigrayan ruling elite, the Oromo struggle for independence has been

enhanced; coordinated and waged nationally and internationally, it has entered the final chapter.

However, as we will indicate later, the struggle needs to be much more sharpened and coordinated in

order to stride forward to the realization of the ultimate goal.

2. The current uprising: a decisive step to independence

As mentioned above, the root cause of the unrest in Oromia today is the century and a quarter long

colonial domination and illegal occupation of Oromo country by successive Amhara and Tigrayan

(Abyssinian) rulers. The view that if the TPLF regime is removed the cause of the unrest in Oromia

will settle and peace will be restored is myopic: the “Master Plan”, lack of democratic rule, human rights

abuse, land-grabbing etc. that have triggered the ongoing Oromia-wide protest do not in themselves

constitute the root cause; they are its manifestations.

The colonization of Oromia is the root cause for the crisis. Therefore, the aim of ongoing Oromo

revolution is, and must be, not only to remove the TPLF regime from power, but go beyond that and

achieve independence from the vicious circle of tyranny that has kept our people in bondage for the

last 130 year.

The Oromo struggle is waged for a just cause. Therefore, the Oromo youth are facing the guns of the

TPLF regime holding high the objective of liberating their homeland from colonial occupation. Their

cherished aspiration is freedom from subjugation and building an independent state of Oromia. They

have no desire of replacing one form of Ethiopian state with another.

The uprising is supported by the entire Oromo nation who have been participating in the protests in

their tens of thousands all over Oromia. Consequently, the wind of revolution is blowing all over

Oromia: the only obstacle standing between the people and the rebirth of free Oromia are the

occupying forces of the TPLF regime.

The current uprising has refuted many of the misrepresentations of the Oromo which the Ethiopian

ruling elite have been using to rule over them. As we have seen during the last eight months, wherever

the TPLF-led rule is dismantled, the Oromo have, contradicting the picture of the “chaotic tribes” with

which Abyssinian elite have depicted them, been quick in setting up peaceful democratic governance,

maintaining law and order and organizing self-rule, based on their centuries-old Gadaa traditions,

avoiding breakdown of law without exception.

Furthermore, the national consciousness and solidarity reflected in the spontaneous uprising

throughout the entire Oromo country, showed that our people are ready to build their own state and

control their destiny as an independent nation. It is important to note here that the self-discipline and

sense of fairness and justice exhibited by the Oromo towards non-Oromos including the Tigrayans

amid the TPLF violence is simply extraordinary. The conduct of our people should win admiration

from freedom and peace-loving peoples of the world. It should also convince international

organizations to support the quest of our people for justice and recognize the legitimate demand of the

OLF for national self-determination.

3. Resilience in the face of adversity

Although the uprising has proved beyond doubt that the Oromo are a peace loving people, the TPLF

has shown consistently that it is the most repressive regime that has ever occupied Oromia. The regime

has made it abundantly clear that it will not leave Oromia without bloodshed. It has persecuted peaceful

Oromo protestors with utter disregard of all moral considerations and any thought about the long-term

danger its actions pose even to the regime itself and its supporters.

At the time of writing, eight months after it started in Ginchi on November 12, 2015, the Oromo youth

uprising is still going on across the width and breadth of Oromia. The regime continues also with its

atrocities against Oromo of all walks of life on an unprecedented scale. In particular, university and

high school students are targeted by the police and military forces of the regime, hunted down and shot

at with live bullet, beaten, tortured, molested and imprisoned, or summarily dismissed from schools

and universities. So far hundreds of students and unknown number of civilians including children under

the age of ten, pregnant mothers, and old men and women over seventy have been murdered. Tens of

thousands have been arrested and detained, and countless Oromo refugees fled their home country

and many have perished in the Sahara desert and the Mediterranean Sea.

The aim of the TPLF regime’s atrocities is to create the fear of and acquiescence to its power. The

regime thinks by beating, torturing and killing the youth it can kill the aspiration of the Oromo nation.

However, the result was the opposite. It showed that no amount of killing, torture, disappearances,

displacement or imprisonment will make the Oromo quiescent any more or save the regime from an

impending demise.

Paranoid of any organised Oromo group, the TPLF regime has labelled peaceful Oromo political

activists and leaders of registered political organizations “terrorists” and rounded them and large

number of people and imprisoned most of them in concentration camps as all of the country’s prisons

are filled.

Nevertheless, the Oromo people have remained firm and are demanding freedom or death. Experience

from the last twenty-years has taught the Oromo that terrorism is a Woyane (TPLF) character. That

taking lives of Oromo youth with impunity is a vicious method used by the regime with the aim of

intimidating the rest of the Oromo population to prolong its political life is well-known and

courageously defied. Its Agazi forces have been using their horrible method of punishing and

humiliating the Oromo with rape and beating. However, the Oromo have refused to be scared or

humiliated.

The courage and resilience which our youth have shown under barrages of live bullets fired at them

during peaceful demonstration, the house to house search and lethal beatings by the Agazi during the

last eight months has become a source of courage to all Oromo and invigorated Oromo revolutionaries

and freedom fighters to intensify the struggle. Consequently, the Oromo at home and in the diaspora

have risen in unison and reinvigorated resolve to regain their independence. By and large, the shape of

a free and liberated Oromia is emerging.

4. The Woyane regime in disarray

The nationwide Oromo revolution that erupted in November 2015 was not anticipated by the TPLF

regime. Therefore, the tyrannical regime is unable to cope with the speed, intensity and consistency of

the Oromia-wide civil disobedience and mass rallies or supress them in spite of the brutal crackdown

exercised by its armed forces, police, and the notorious Agazi Special Forces who have been butchering

unarmed children, students, farmers and city dwellers across Oromia.

As it is losing its grip not only on power, but sense of sanity, the TPLF regime is becoming increasingly

scared and violent without reservation. It has been spending vast public funds including international

humanitarian aid on building its killing machines. However, no amount of military armament can

prevent its impending demise. It is to be remembered that the number of tanks did not save its

predecessors, particularly the Derg regime from an inevitable downfall and international condemnation

which had been the fate of dictatorships everywhere in the world.

Politically, the TPLF regime is in deep crisis. The unprecedented waves of protests in Oromia has led

to a deep mistrust and even fear of its “partner” party in Oromia, the surrogate Oromo People’s

Democratic Organization (OPDO). This has led to the division of Oromia into eight military command

posts and the imposition of direct marshal rule over it under eight TPLF army generals. Thus, as the

repressive system which had maintained its hegemony is irrecoverably debilitated by the sudden

volcano of the Oromo uprising, the regime is tittering on the brink of total collapse.

The internal political crisis of the regime is also complicated by diplomatic ones. For the first time, the

Oromo struggle for freedom is gaining international recognition. The crimes which the regime has been

committing against humanity is exposed by the media and Oromo diaspora to the international

community. Furthermore, truthful and detailed documentations of the blatant human rights abuse

which the regime has been perpetuating against the Oromo have been made by human rights

organisations, including Amnesty International and Human Rights Watch.

Members of the international community, particularly the European Union, and governments around

the world have, for the first time, shown concern about the Oromo people. Consequently, the Oromo

people have started now to feel that the world has not forgotten them. The OLF is immensely grateful

for the concern shown by international community.

However, press releases expressing “grave concern” about the mass killing of the Oromo by Ethiopian

state security forces alone will not persuade a dictatorial regime like the TPLF regime to respect human

rights. We urge the UN, the African Union and their member states to put pressure on the TPLF to

stop its atrocities against our people.

5. Our stand on Ethiopian political organizations

Some Oromo academics and politicians may argue that the naftanya elite view the Oromo as a force for

democratizing the Ethiopia-empire state. However, the fact on the ground is the direct opposite.

Ethiopian political organizations have never cared to understand the cause of Oromo struggle properly.

However, that does not stop them from prescribing a solution they see fit. This particularly is the

position of naftanya political organizations.

As reflected in many of the articles produced during the last eight months in reaction to the Oromo

uprising, the attitude of the naftanya elite is hostile to the Oromo movement. All kinds of rationalizations

are used to deny solidarity to the Oromo. Indirectly, and perhaps unintentionally, their attitude supports

the TPLF’s violence against the Oromo.

Giving away the Oromo people’s inalienable rights of national self-determination, by yielding to

pressure from others, will place the OLF or any other Oromo political organization at odds with the

Oromo people since today the Oromo are fully aware of their birth rights and struggling to achieve it.

Therefore, on our part we will not allow that Oromo human and material resources be tapped for the

promotion of Ethiopian ruling elites’ interests.

The Oromo youth are sacrificing their lives to free their natural and human resources from colonial

exploitation and rehabilitate the environment that has been destroyed for decades under consecutive

Ethiopian regimes. They want to revive the Oromo culture and language, developed their economy

and live with dignity. The victories they have achieved so far and the national independence they are

yearning for are not negotiable.

We believe that understanding this factual reality will guide Oromo political players. We say that the

recognition of Oromo sovereignity, that is to say an independent Oromo state, and the right of our

people to their land and its natural resources, is a starting point for a constructive dialogue between

Oromo political organizations and any non-Oromo political parties or groups about the future. This is

a fact which those who will form a coalition with the Oromo should recognize.

The Oromo are a nation that will not be dominated anymore. It is a nation of vibrant youth, of energetic

youth full of poets, authors, artists and cultural activists who are fully aware of their rights and strive

to put their nation in its right place among the family of nations and states. Needless to say those who

are trying to capitalize on the sacrifices paid by the Oromo youth and come back to power and rule the

Oromo and exploit their resources are wasting their time.

6. The urgent need to build a national consensus

The Oromo unity of purpose is never more required than now. The Oromo people inside and outside

Oromia are mustering their resources and intensifying the revolution to hasten the demise of the

terrorist regime. The Oromo people, young and old, have totally rejected the Woyane regime. Not only

have they rejected the current rule openly, but also denounced the Ethiopianness imposed on them.

The Oromo people have spoken in one voice. They demand freedom of Oromia. Different Oromo

political and civic organisations should understand the root-cause of the ongoing Oromo revolt and its

emancipatory nature as a matter of urgency in order to contribute constructively to its success and the

emancipation of our people. It is to be remebered that misinterpretation of the Oromo cause by some

quarters within the Oromo national movement has shackled the progress of the national struggle and

diminished its success so far.

The goal of the struggle should be articulated crystal clear once and for all to avoid misinterpretation

and confusion. We stress the fact that understanding the Oromo popular demand for sovereignty by

Oromo political organizations is of paramount importance to make their contributions in the

achievement of the objective for which our people have paid immense sacrifices.

The long and proud history of the Oromo nation teaches us that our forefathers held conventions to

deliberate and legislate on critical national issues known as Tumaa Seeraa at critical junctures. The OLF

believes that it is our time, responsibility and obligation to come up with an honest Tumaa Seera Qabsoo

right now and work accordingly to determine the future of Oromia.

To this send, we intend to initiate an Oromo Convention that should adopt a document of Oromo

National Consensus that guides the behaviour of different Oromo political actors in their endeavour

to represent the Oromo cause and act in the interest of the Oromo nation at all levels, be it internal or

external.

The OLF stands ready to play a leading role in organizing such a Convention. Naturally we expect that

Oromo scholarly, religious, and civic organizations, elders, as well as all Oromo political organizations

will also play a leading role as equal partners, in contributing to the process of organizing and shaping

the outcome the Convention. We invite also intellectuals to make their contributions to this effort

without reservation, fear or favour. Oromo media organizations are expected to play a significant role

for the realization of the Convention as well as holding political actors accountable once a Consensus

is adopted.

The Convention we envisage will not only produce a clear roadmap that takes our nation to

independence, but also provide a much needed code of conduct for Oromo political actors. We believe

that once agreed upon and adopted by the majority, the National Consensus will help in devising a

transitional structure for Oromo self-governance during the post-Woyane period and beyond. Our

action now can have a significant impact on the fate of our nation, and be under no illusion, so does

our inaction.

Oromia shall be free!
