Addis Abeba Dec. 19/2016 – On Saturday Dec. 17, Siraj Fegessa, Ethiopia’s minister of defense and the secretariat of the command post tasked to implement the country’s sweeping six-month state of emergency (SOE), had news that should have come as a relief to tens of thousands of Ethiopians.  Minister Siraj, a civilian, told journalists mostly drawn from state-controlled and state-affiliated media houses that some 9, 800 individuals who were detained under the SoE will be released by Wednesday Dec. 21 while 2, 449 others “will be brought to justice.”

But the mood among Ethiopians following the announcement is not that of a celebration; for many, the damage their loved ones have sustained while held at one of the half dozen detention facilities (referred to by many as ‘concentration camps’) is too deep to have been undone by the announcement of their release, and rightly so.

By the government’s account, a total of 24,799 individuals were arrested in two rounds under the SoE since October this year. However, this figure doesn’t mention whether those who were detained prior to the decreeing of the SoE on October 9 are accounted for. And, informed by previous brutalities of the security apparatus, Ethiopians are under no illusion that this figure is much higher than what’s being admitted by the government.

Even one is to take the government’s figures to account, it simply means that thousands of university students have missed this academic year’s attendance; thousands others who were the breadwinners of their families and extended family members have failed to deliver on their promises; and thousands have lost their jobs.

But for some, the cost is too personal to recover from. One such Ethiopian is Alemayehu Merga, (name changed upon request), a former clerk at a private Bank in Awash town some 91 km south east of the capital Addis Abeba.

In a letter sent to Addis Standard a few weeks ago, Alemayehu says when he was arrested from his hotel room (name of the hotel withheld) in Merkato, an open market hailed as the largest in Africa, he was preparing for his wedding scheduled to take place on Sunday September 16 in Adama, 100k south east of Addis Abeba.

The intense crackdown by the police that led to Alemayehu’s arrest followed a massive anti-government protest on August 06, 2016. The weekend protest was called by online activists of the #OromoProtest and was dubbed “Grand Oromo Rally”.  It ended when regional and federal police have brutally suppressed the protesters, killing hundreds and detaining thousands. But instead of receding, thousands more of protesters raged through the Special Zone of the Oromia Regional State, eight neighboring towns mostly located within 25k radius from the capital Addis Abeba.

The bedrock of these protests was a 10 month persistent anti-government protest that began in Oromia regional state, the largest regional states in federated Ethiopia, in November 2015; it was followed, several months later, by another anti-government protest in Amhara regional state in the north.

The protests in these two regional states have quickly escalated into a large scale anti-government protest that posed the ultimate challenge to the hitherto unchallenged quarter century reign of the ruling TPLF-dominated EPRDF regime in Ethiopia.

A pre-wedding trip gone dreadful

Almayehu’s arrest happened at a time when, reeling from uncontrollable protest flare ups in most parts of the country, the federal and city police began conducting random stop and search and have arrested unknown numbers of individuals from the city. Low-cost hotels throughout Addis Abeba have also received letters from their respective Kebele administrations ordering them to declare the identities of their guests who come from the countryside.

“I came to Addis Abeba from Awash to buy some household materials and pick my wedding suit which was ready at a tailor’s shop in Piassa. But I was arrested on September 10,” his letter narrates.

Alemayehu was then held at a police station commonly known in Addis Abeba as “Sidistegna” Police station located in the heart of the city. He was kept there incommunicado for about a month. No one from his family knew what happened to him. And he missed his wedding.

“I kept telling the police officers that I was only in town to prepare for my wedding, but they kept telling me I was in town to organize young people to protest. I had a few invitation cards that I was planning to give out to my friends and relatives living in the city. I never managed to give them as I was arrested the very next day after I arrived in the city. And even if I kept showing my wedding invitation cards to the police officers, no one wanted to believe me.”

Alemayehu joined hundreds of others detained under similar circumstances. Most of them are young Ethiopians and all of them were held incommunicado at several police stations in the city.

On October 02, the unthinkable happened when police fired shots at a gathering of millions of Oromo who came to celebrate the annual Ireechaa festival in Bishoftu town, 40 km south of the capital.

For many, the death by stamped of yet unverified numbers of Ethiopians at this sacred, otherwise peaceful festival was the turning point of the almost year-long anti-government protests that gripped the nation. A ‘five-day rage’ was called by online activists of the Oromo protests following what was quickly hashtaged as “IreechaaMassacre. It resulted in protesters attacking foreign owned businesses in several parts of the country. It also led to the near collapse of the country’s tourism industry, forced the government to declare the current SoE and to reshuffle the Prime Minister’s cabinet only a year after it was sworn in to the office.

But for Alemayehu and thousands of others detained pre and post the SoE, the ordeal has just began.

Three days after the decreeing on Oct. 9 of the sweeping SoE, which practically suspended most parts of the constitution, Alemayehu and “roughly 2000 others” held in police stations in Addis Abeba were transported to Awash Abra Military camp, not far away from Alemayehu’s birth place in Awash.

The military camp is one of the dozen camps throughout the country where tens of thousands of Ethiopians detained under the SoE are currently held.

The 2013 country report by the US Bureau of Democracy, Human Rights, and Labor describes these camps as “unofficial detention centers throughout the country, including in Dedessa, Bir Sheleko, Tolay, Hormat, Blate, Tatek, Jijiga, Holeta, and Senkele. Most were located at military camps.”

“None of my family members, including my bride-to-be, knew I was there,” Alemayehu’s 3-pages letter recounts. All of them were told they were arrested by the “orders of the command post”, after they were transported to the camp. By now, the government announced that the command post was led by defense minister Siraj and was comprised of other unnamed senior officials.

“Hell breaks loose”

“Once inside the military camp, we were told we would undergo an ideological training on the current federal arrangement and we will be taught about the illegalities of the protests.”

According to Alemayehu’s letter, in the beginning, there were about 3,000 detains who came from the Oromia regional state. “But after a week, and the weeks that followed our numbers grew, in my estimate, to about 6000. We were told we would only be there for two weeks’ training and be released afterwards.”

Describing the situation inside the military camp, Alemayehu wrote: “It was the moment I experienced how hell breaks loose.”

“The heat is unbearable during day time, and at night the temperature drops to a freezing cold. There was only one meal a day (often bread) and the temporary corrugated iron shacks we were held inside had no running water, no toilets no sleeping places. Sometime in mid-October what looked like a cholera outbreak spread. We have seen many dead bodies being transferred out of the camp at night times.”

“I never wanted to see tomorrow” 

 The said training didn’t begin during the first week, Alemayehu’s letter further said, “but every night dozens of us would be called for investigations. I was lucky to not have been called for the night time investigations, but many of those who did often come back limping after being tortured beyond words.”

When the training began, it involved hours-long lectures given mostly by military officials on the legacy the late Prime Minister Meles Zenawi, the history of the party he co-founded, TPLF, and the 17 years sacrifices its members had paid to overthrow the military Derg in 1991. It also included the ruling party’s economic ideology of building a developmental state, the concept of federalism and multi-party democracy, according to the letter.

“But most of the time, we would just sit there in the blazing sun, hungry and thirsty, waiting for the officials to arrive. Sometimes, nobody shows up and we would be told to return to the barracks and come back tomorrow morning. But I never wanted to see tomorrow. All I wanted was to die and end my misery.”

Two weeks into his ordeal at the military camp, Almayehu was released after a “police officer who knew who I was and what I did for living in Awash spotted me there.”  “After what I think was this police officer’s attempt to help me, I was called one morning and told to pack up and be ready. There will be a car ready to transport me to Adama. That was it; no one to ask for justice; no one to ask for a letter to my employees, nothing.”

Alemayehu is back in Awash, from where he e-mailed us his letter. He is unemployed after the bank he was working for refused to take him back on “administrative grounds. I am now looking for a job.”

And he has since learned the devastating news of the disappearance of his fiancé. “Like me, no one knows where she is at now. I was told that after my mysterious disappearance she was struggling to face the possibilities that I may have simply deserted her. The last time she was seen in the town, where she was living with family members, was on Oct. 13, after that she has simply vanished; it is like she never existed.”

Alemayehu’s story of families torn apart and the hopelessness that follows resonates with hundreds and thousands of others who have been detained and still remain in one of the seven temporary detention facilities throughout the country.

A brief report released yesterday by the Ethiopia Human Right Project sampled 24 individuals, mainly opposition party members, bloggers, and journalists, who are currently detained under the SoE.

The three salient circumstances all the 24 detainees share in common are, according to the report: almost all remained detained without due court process; some have been informed of the reasons for their arrests after they were taken to the detention facilities; and some have not even been informed of the reason for their detention.

By all accounts, it is a story of the human cost in a country under a sweeping State of Emergency; a country where the news of the release of thousands would come too little too late to restore the hopes that were dashed, for some, forever. AS

The Ethiopian government is awaiting a response from Egypt to a request that Egyptian authorities take action against alleged Egyptian institutions supporting and funding Ethiopian opposition groups, said Ethiopian foreign affairs minister Workneh Gebeyehu in an interview with Asharq Al-Awsar on Sunday.

Despite referring to such allegations, Ethiopia’s foreign affairs minister assured that the two countries remain cooperative and relations are stable.

Ethiopia has repeatedly asserted these allegations against Egypt, stating that there are institutions based in Egypt allegedly harbouring, supporting, and funding terrorist groups in Ethiopia. The Egyptian Foreign Affairs Ministry previously commented on the allegations saying that Egypt does not intervene in the internal affairs of other countries.

Daily News Egypt contacted on Monday the spokesperson of Egypt’s Ministry of Foreign Affairs, Ahmed Abou Zaid, who declined to provide clarification about the issue, asserting that the ministry will release its response soon.

Last week, Ethiopian prime minister Hailemariam Desalegn said that there are alleged Egyptian institutions harbouring, supporting, and funding “terrorist” groups in Ethiopia, during his interview on Al-Muqabla show aired on Al-Jazeera.

However, the statements made by both Ethiopian officials appeared to contradict each other. The prime minister said that the institutions supporting the opposition in his country are Egyptian and are affiliated with the Oromo Liberation Front, while the Ethiopian foreign affairs minister said that the institutions are working from Egypt, without clarifying that they were Egyptian or of another nationality, to support Ethiopian opposition.

Ethiopia has not provided any names or details about the institutions they accuse of supporting the Ethiopian opposition.

This was not the first time that Ethiopia has stated such claims against Egypt. In early October, a video depicted members from the outlawed Oromo Liberation Front sharing a stage with what Ethiopian media described as Egyptians.

Tarek El-Khouly, a member of the parliamentary Foreign Affairs Committee, said that no such institutions exist in Egypt, and these are just allegations that Egypt has already previously denied.

The MP also said that Egypt and Ethiopia remain in good standing relations, referring to the visits of both countries’ officials to the other. However, the MP questioned whether these allegations might be in response to Egypt’s criticism that Ethiopia has been slow in initiating technical consultations over the Grand Ethiopian Renaissance Dam (GERD).

However, the Ethiopian prime minister denied in his interview such claims, saying that the dam is not the cause and it will continue to be built without having any repercussions for Egypt or Sudan.

Ethiopian refugees from the Ethiopian community based in Cairo’s Maadi neighbourhood spoke to Daily News Egypt on condition of anonymity, saying that “if these allegations are directed to the Ethiopian communities living in Egypt, this is really illogical. As refugees, we are not able to even fund our own livelihoods here, so how could we fund terrorist groups?”

The refugee assumed that Ethiopian government stance might be due to their continues rallies in front of the United Nations high commissioner for refugees (UNHCR) office in Cairo to protest against the Ethiopian government’s violations against opposition groups in their homeland.

The opposition groups in Ethiopia consist of the two largest ethnic groups: the Oromo and Amhara peoples.  Dozens of Ethiopians have fled their country after being labeled as terrorists due to their opposition against the country’s policies.

A significant portion of these communities have fled Ethiopia due to the persecution and violent treatment carried out against them by the state.

Around 1,000 individuals from both groups will soon face trial, due to their alleged involvement in acts of vandalism acts, according to Ethiopia’s foreign affairs minister.

2017 New Year Message from OLF Chairman Galasa Dilbo Comrades and Compatriots, Happy new year to you all! I hope you will celebrate the start of 2017 in good spirit with comrades, family and friends.

As the new year is approaching, it is good to look ahead and think about what this year may bring us. But, first a quick look back. 2016 was quite a year for all of us. We have been through many challenges; and the circumstances being most unfavourable for our nation. As the year ushered in, Oromia was in the midst of popular uprising spearheaded by our gallant youth. As the year progressed, our countrymen and women joined the peaceful resistance against the Tigrayan People’s Liberation Front (TPLF) occupying forces in masses in every part of our country.

The response of the TPLF was brutal culminating in the October 2, 2016 massacre at the Irrechaa celebration in Bishoftu. During the year, thousands of our people have paid the ultimate sacrifice for the freedom of our country; tens of thousands are languishing in Nazi style concentration camps and thousands more suffering in countless torture chambers of the Ethiopian empire. Thus, as we are on the way to end this year, our people are in the grip of state terrorism and Oromia is under state of emergency, which is a euphemism for military rule. Notwithstanding the challenges mentioned above, our people have scored significant victories that have advanced our national struggle to a new level during the year. As the result of the immense sacrifices paid by our people, our struggle for self-determination has achieved unprecedented international attention.

I salute our heroes and heroines who had made the voices of our nation heard, and exposed the hidden brutality of the TPLF regime. Inside the OLF, we have also made significant progress: we have restructured the OLF governance and created a roadmap to get to an independent and renewed OLF. Responding to a standing demand of our people, we have started the groundwork for the creation of genuine unity among forces for the liberation of Oromia. Of course, there is still a lot of work ahead. Needless to say that our members’ continued dedication and teamwork, and support from our people are indispensable in order to carry out what we promise. In particular, I am truly humbled by the tremendous trust, love and support you have shown me since I put myself forward, once again, to be your loyal servant, in accepting the huge responsibility of being the leader of the OLF. The year ahead will bring its own challenges, but I am sure by working together, keeping focussed on our priorities, and by putting the Oromo struggle first we can realise the goal of emancipating Oromia from a 150 years’ long colonial occupation. Did Al-Sisi, Kiir, and Museveni Form Alliance against Ethiopia and Sudan?

South Sudan’s President Silva Kiir visits Egypt for three days to hold talks with his Egyptian counterpart and other officials. Silva Kiir meets Abdel-Fattah Al-Sisi of Egypt to discuss bilateral relations.

(Middle East Observer) — During a press conference that was held at the presidential palace in Cairo, South Sudan president praised the Egyptian government’s support for the re-institution of stability in his country, calling on rebel groups to stop weakening his country’s government.

In the same context, Kiir also praised several development projects implemented by Egypt in his country, adding that around six thousand South Sudanese nationals are currently living and studying in Cairo.

A civil war has erupted in the central African country since Kiir sacked Riek Machar as vice president in 2013. As a result, more than 10,000 people have been killed and over 2 million displaced, many of whom have fled to neighboring Uganda, Ethiopia, Kenya and North Sudan.

In December 2013, a UN Security Council resolution authorized the deployment of a peacekeeping mission to the country, comprising 12,500 troops from twenty countries, including Egypt.

A ceasefire was signed between President Kiir and Machar after four days of intense gun battles that killed at least 300 in July 2016.

Is there a “Secret Deal” Between Kiir and Al-Sisi Brokered By Uganda?

Hours after Kiir landed in the Egyptian capital Cairo, allegations surfaced on the presence of a secret deal between Cairo and Juba brokered by Uganda.

A senior SPLM-IO(South Sudan’s armed opposition) official told the South Sudan News Agency (SSNA) in the Ethiopian capital, Addis Ababa that South Sudan’s armed opposition (SPLM/A-IO) accused Cairo and Juba of working on a secret deal to keep South Sudanese President Salva Kiir in power.

However, South Sudanese rebels stated that the main player in these secret negotiations is Uganda that paved the way between South Sudan and Egypt.

In this context, an intelligence source was cited saying that South Sudan and Egypt have been in talks for sometimes.

It is noteworthy that al-Sisi visited Uganda last December 18, 2016.

The rebel official, who asked to remain anonymous in the report because of the sensitivity of the issue, explained that Ugandan President Yoweri Museveni has brokered a “dirty deal” which would allow Kiir to receive lethal weapons and ammunition from Egypt to wage a full-scale war against the armed opposition.

The source said, “There is a dirty deal going between Kiir and Al-Sisi,” adding that “the issue of Grand Ethiopian Renaissance Dam is one of the main deals being finalized in Cairo.”

The source ensured, “Our intelligence sources in Kampala and Juba confirmed that Egypt wants South Sudan and Uganda to be her regional allies so that she can advance its covert sabotage campaign against the Ethiopian Dam. The man [Kiir] is a double agent; he will cause many problems for the entire East Africa region.”

One of the SPLM/A-IO leaders in Cairo also mentioned that some areas in Cairo where South Sudanese live have witnessed increased police activities in recent days, according to South Sudan News Agency.

The source stated that Kiir’s visit aims mainly to issue with al-Sisi Egypt’s interests in East Africa, military deal brokered by Uganda, and ways to maintain peace in South Sudan in case if the current Transitional Government of National Unity collapses.

The source continued, saying Kiir asked al-Sisi to help strengthen relations between Khartoum and Juba so that he could further isolate South Sudanese rebel leader Dr. Riek Machar.

In return, Kiir would assist Al-Sisi regarding the Renaissance Dam issue as Egypt fears that its establishment would have negative repercussion on its water shares from the Nile River.

An Egyptian Newspaper: A tripartite Alliance to Siege Ethiopia 

In the same context, an Egyptian newspaper al-Dostour published an article titled: “In Cooperation between Cairo, Juba, and Uganda… Egypt leads a tripartite alliance to siege Ethiopia.”

The Egyptian newspaper mentioned that Egypt seeks to enhance its movements in Africa and especially with the Nile basin countries.

It also reported that Egypt, Juba, and Uganda currently form a tripartite alliance its main target to siege Ethiopia, support Egypt’s interests in the region and put pressure on Addis Ababa’s government if necessary.

Moreover, one of Egypt’s top priority to enhance its influence in Sudan to put pressure on Omar Hassan al-Bashir’s regime if the situation escalated especially that al-Bashir’s policy toward Egypt is changeable and unstable.

In addition, al-Bashir backs Ethiopia against Egypt, according to al-Dostour newspaper.

In the same context, Sudan Tribune (an electronic news portal on Sudan and South Sudan) said, “The three leaders agreed to open training camps for Sudanese armed opposition at Uganda-South Sudan border with the view to topple the Sudanese government for supporting the construction of a dam by Ethiopian government on River Nile.”

“This deal, according to security sources, resulted in dispatching more than big trucks full of Ugandan troops heading to South Sudan,” according to Sudan Tribune.

It added that unconfirmed reports claimed that 20 trucks entered Nimule through Elgu, and eighteen trucks via Ajdumani to Kajokej.”

A source told Sudan Tribune that the mission is to chase the armed opposition figures and to clear out rebellion around South Sudan border with Uganda and Democratic Republic of Congo, though the Uganda government blackmail the people in the region that they are pursuing Uganda Armed oppositions in Northern Uganda, Eastern Uganda and West Nile as a mere political propaganda.

Sudan Tribune also pointed out to the of al- Sisi’s visit to Uganda last month followed by unofficial visit of president Museveni to Juba three days after Egypt President visited  Uganda,” in which President Museveni during a closed-door meeting with President Silva Kiir, conveyed the message that he and Egyptian leader to open up a training camp at border with his country.”

According to the Sudanese news site, both Kampala and Juba meetings concluded to provide support to the Sudanese and Ethiopian Armed oppositions which will involve training and providing weapons to SPLM-North, Darfur Rebels both with Military Equipment and full logistics including Finance. “Egypt will supply Uganda then South Sudan will be the corridors to supply the equipment to the SPLM-North, Darfur Rebels and Ethiopian Armed opposition.”

According to media reports, these military training camps will be opened along South Sudan border with Uganda and Congo border. The main aim behind that “to use Congo Central Africa corridors to launch attacks on Sudanese government than using South Sudan Border. The training Camps will be around Mofok and around Lasu,” said Sudan Tribune.

A security source, who preferred to remain anonymous, said that this will be making it o easier for transportation of the Equipment by land because by air it will be difficult because South Sudan air-space is under the control of Sudan.

The source further alleged that the Egyptian government had sent 58 senior military commanders to South Sudan through Uganda to access the ground for training for SPLA, Sudanese and Ethiopian rebels.

He also added that the commanders are from different military units, armor, artillery, air-defense and central military intelligence.

Last August, Sudan Tribune cited military sources saying that South Sudanese recruits largely drawn by the ethnic group of President Salva Kiir and his army chief of general staff, Paul Malong Awan, have been trained by foreign instructors from Egypt and neighboring Uganda to perform airborne landing to seize an enemy’s airfield and retain it until the arrival of the main forces.

Kiir’s Visit to Egypt Will Renew Ethiopia’s Fears 

There is no doubt that Kiir’s latest visit to Egypt will alarm Ethiopia that shares the same borders with South Sudan especially after several media reports pointed to a hidden deal between Cairo and Juba regarding the Renaissance Dam.

Kiir’s visit would probably renew Addis Ababa’s fears that al-Sisi would use Juba to cause unrest on the Ethiopian territories taking advantage of Kiir’s need to restore back his power and stabilize his country from the rebel movement.

It is noteworthy that Ethiopia has accused Egypt of destabilizing the country’s national security.

Last December, the Ethiopian prime minister Hailemariam Desalegn said that there are Egyptian institutions harboring, supporting, and funding terrorist groups in Ethiopia, during his interview on Al- Muqabla show aired on Al-Jazeera.

The Ethiopian prime minister’s comments came in response to a question regarding his country’s claims that Egypt and Eritrea are supporting opposition groups in Ethiopia.

Desalegn explained that they repeatedly addressed the Egyptian authorities regarding those institutions, and called on them to take suitable procedures against them and investigate them, adding that Egyptian authorities have denied their relation with these institutions.

Among these groups is the Oromo Liberation Front, he noted.

The minister explained that they need not refer to intelligence findings to obtain information regarding these institutions since the information is already available on the internet and on Egyptian media outlets.

The prime minister said that the support of these institutions will impact relations between both countries, as it targets Ethiopia’s stability.

He concluded that Ethiopia is awaiting Egypt’s response regarding this issue.

Although the anchor pushed the narrative of an Egyptian intervention due to building the Grand Ethiopian Renaissance Dam (GERD), the prime minister denied such claims saying that is not the cause, as the dam will be built without any influence from Egypt or Sudan.

This was not the first time that Ethiopia stated such claims against Egypt. In early October, a video showed members from the outlawed Oromo Liberation Front sharing a stage with what Ethiopian media described as Egyptians.

The Egyptian Foreign Affairs Ministry commented on the video saying that Egypt does not intervene in the internal affairs of other countries.

Ethiopian refugees in Egypt, including people from the Oromo and Amhara ethnic groups, usually arrange rallies in front of the United Nations Higher Commissioner for Refugees (UNHCR) office in Cairo to protest against the Ethiopian government’s violations against opposition groups in their homeland.

The Oromo and Amhara represent the largest ethnic groups in Ethiopia. A significant proportion of these communities have fled Ethiopia due to the persecution and violent treatment by the state. Opposing members of these groups are frequently protesting in Ethiopia causing them to face prison and death.

The Oromo people have an estimated population of 40 million, including 20,000 political prisoners who are accused of belonging to the Oromo Liberation Front, an outlawed group labeled as a terrorist organization.

In late July, two Ethiopian asylum seekers allegedly set themselves on fire in front of the UNHCR as part of a protest led by the Oromo community that sought to demand the right to seek asylum with the UN office.
