Ethiopia has imposed severe regulations under a new six-month “state of emergency” as it faces unprecedented levels of unrest across the country, a first in the government’s 25-year rule.

The government says the state of emergency was put in place to prevent further loss of life and property, but many activists worry the new rules serve as a way to limit criticism and allow the government to use a heavy-handed approach to opposition.
The measures, announced October 16, cut across rights of communication and assembly, and have been criticized by human rights activists. Amnesty International said they “are so broad they threaten basic human rights that must not be curtailed.”
In the last month, 1,000 people have been arrested, said a mayor of a town close to Addis Ababa, according to state-affiliated media outlet FBC.
The tension hit a peak earlier this month, when at least 52 people were killed in a stampede at a religious festival in the Oromo-dominated area of Bishoftu. The government disputed opposition reports that police fired live rounds into the crowd, saying all deaths stemmed from a stampede caused by “troublemakers.”

Posting on social media

The new rules ban the use of social media, mobile devices or any means of communication to send messages the government deems will “create chaos, suspicion or discord among people.”
While the Internet and social media have often been blocked across the country throughout the unrest, people within Oromia have used social media during the protests to share videos and coordinate activities, and discuss new information.

Crossing wrists above one’s head

In what has become a symbol of solidarity with the Oromo people, crossing wrists above one’s head as if in handcuffs is now banned in the country.
The symbol became internationally recognizable after Olympic silver medalist Feyisa Lilesa made the gesture while crossing the finish line at the Rio Olympics.

Diplomatic travel

Diplomats are prohibited from traveling more than 40 kilometers outside the capital Addis Ababa without authorization.
Addis Ababa is home to many international organizations, including the African Union, United Nations offices and embassies.

Curfew

After a series of attacks on foreign-owned firms, including a textile firm and a cement factory, the government has enforced a 6 p.m. to 6 a.m. curfew around “economic pillars, infrastructural projects and investments.”
Ethiopia has touted itself as a site of foreign investment and boasted of double-digit economic growth, growth that advocates say has not spread equally across the population.

The Ethiopian authorities have detained 1,600 people as they try to boost security under the state of emergency, a government minister has told the BBC.

A statement, quoted by state-affiliated FBC website, lists arrests in the Oromia and Amhara regions, which have recently seen massive demonstrations.

This is in addition to Monday’s arrests of 1,000 people near the capital.

A six-month state of emergency has been declared in the face of a wave of unprecedented anti-government protests.

Under the emergency measures, people can be detained without an arrest warrant for the duration of the state of emergency.

FBC reports that the arrests took place in at least five places, including in Shashamene, 250km (155 miles) south of the capital, Addis Ababa, where 450 people were detained.

It describes all those arrested as “suspects in the recent violence” and adds that a large number of looted weapons have also been handed over.

There is no mention as to where the people are being held.

Rights groups say that at least 500 people have died during the anti-government protests over the last 11 months as a result of clashes with security forces.

Prime Minister Hailemariam Desalegn said last week that could be an accurate estimate, but blamed “anti-peace forces” for the trouble.

Activists have targeted commercial property, including some foreign-owned businesses.

The recent wave of demonstrations began in Oromia last November with people there protesting against a plan to expand Addis Ababa into their region.

That plan has since been dropped, but the protests have continued.

There have also been demonstrations in the country’s Amhara region.

The state of emergency was declared on 9 October a week after at least 55 people died in a stampede during an Oromo religious festival which turned into a protest.

Activists blamed the security forces for causing the panic, but the government said protesters in the crowd were responsible.

“We don’t care if we get killed”

The Ethiopian government has declared a state of emergency in the country as it intensifies a crackdown on widespread anti-government protests born of frustration that’s been fomenting for decades. In the past two weeks alone, authorities have arrested thousands of protesters, overwhelmingly young people by some accounts.

In the unprecedented anti-government protests sweeping the country, this week alone has seen more than 2,600 people detained in the Oromia and Amhara regions, with 450 arrested in the capital Addis Ababa. Those detained include business owners who closed their shops and teachers who “abandoned their schools.” In June, Human Rights Watch reported that “tens of thousands” of protesters had been arrested since the unrest that began 11 months ago.

However, the number arrested is already likely much higher than the figure quoted by the government, according to Fisseha Tekle, the chief researcher for Amnesty International in Ethiopia. He told VICE News that arrests are ongoing and that the focus is on younger people.

“They must have some list, the security forces, because they are not arresting everyone, but they really target the youths, because it is the youths who have been protesting for the last year,” Tekle said. “They don’t arrest older people; students are the main target.”

The protests began last November, triggered by plans made by the government to extend the capital, Addis Ababa, into Oromia. That plan has since been shelved, but the protests have continued, with decades-old frustration and anger at the ruling Ethiopian People’s Revolutionary Democratic Front coalition coming to the surface.

“This coalition has been in power for 25 years now and a lot of people want to see something different,” Clementine de Montjoye, the head of advocacy atDefend Defenders, a group that protects human rights workers in Ethiopia, told VICE News.

Because the Ethiopian government limits the operations of human rights activists in the country, many are wary about speaking on the record. One source within a human rights group operating in Ethiopia, who spoke on the condition of anonymity, told VICE News that protesters had told them “we don’t have anything to lose anymore, we don’t care if we get killed.”

An Amnesty International report published this week says that in total 800 protesters have been killed by security forces in Ethiopia since these protests began last November.

The government declared a state of emergency on Oct. 9, giving them sweeping powers to crush any dissenting voices. They have also cut internet connectivity in most of the country — including the capital — for the last three weeks.

This has made it difficult to get accurate details of what is happening, especially outside of Addis. And even if a connection can be made, people are still afraid to talk. “People are suspicious because of online surveillance and also mobile phone surveillance, so people might not be [comfortable] talking over the phone about what is happening,” Tekle said.

VICE News contacted several activists on the ground in Ethiopia to talk about the current situation, but due to a combination of fear and lack of connectivity, we were unable to talk to them.

The declaration of a six-month state of emergency followed a high-profile incident at the beginning of the month when a stampede during Irreecha, an Oromo holiday festival, resulted in 55 people killed. As well as increasing the powers of the security forces in Ethiopia to arbitrarily arrest and detain people, the state of emergency aims to silence criticism of the regime. It is now illegal to contact those termed “outsiders” on social media like Twitter and Facebook. “The military command will take action on those watching and posting on these social media outlets,” Siraj Fegessa, Ethiopia’s minister for defense, said.

The UN High Commissioner for Human Rights has made two calls for access to conduct an international, independent, and impartial investigation into the alleged violations, both of which have been rejected by the Ethiopian government. The regime has also sought to limit the impact of human rights organizations in the country with the Charities and Societies Proclamation, which states that if you receive more than 10 percent of your funding from foreign sources, you can’t work on human rights issues in Ethiopia.

Tekle says that Amnesty is refraining from contacting the human rights workers left in the country to avoid revealing their location.

In a report to be launched late Thursday, Defend Defenders has documented at least 27 cases of journalists who have been charged with terrorism since the Anti-Terrorism Proclamation was enacted in 2009. “They have intimidated, arrested, chased away most of the independent media. So if people want to express their frustrations, the only way they have to do it is [by taking] to the streets,” de Montjoye said.

So why isn’t the West doing more to sanction the Ethiopian government?

One reason is Ethiopia’s strategic importance in Africa, helping stem the tide of migrants entering Europe and stopping the spread of Islamic extremism.

According to the European Union’s foreign affairs head Federica Mogherini, citing a report published this week, Ethiopia is among five key African countries that have achieved “better results” in the past four months as part of the EU’s efforts to better manage migration.

Ethiopia is also viewed as a strategic bulwark against the further spread of violent Islamic extremism in the horn of Africa, and it’s been the main military player in fighting the terrorist group al Shabaab in Somalia for years.

Ethiopia is a close ally of the U.S. and given that the political climate in neighbouring countries like Eritrea, Somalia, Sudan and Egypt is fairly shaky, keeping Ethiopia relatively stable is seen as key to preventing chaos in the region.

They consistency lies, and posses the culture of denials, hypocrsy, nepotism, fabrications used to erect false edifices that must maintain at all costs till they cought red handed, captured and brought to justice or killed. Power for the tyarnt is a license to corruption, killing, torturing, incarcerating, burning, looting and lust for wealth. Tyrants held power by armed supression, grisly combination of maschine-gun and mysticism on down-trodden populations.   

 

They  generally moves with four M’s (Motivations, Muscles or Maschine-guns, Murder and Mysticism) in their lifetime. Their primary motivation sets on lust to acquire wealth, chauvinism, cynicism, greediness, and selfishness. To achieve their goal they implementes a grisly  combination of muscle; machine-gun in holding, maintaining  and clinging into  political power as the main means to achieve their goal and solutions  for ever challenges they face.

 

A year after the  current regime led by Meles, the architect and the brain of the TPLF–gangster clan took power planned, calculated and systematically implemented Stalin style of power-holding and maintaining. The regime began the process of elimination of  the genuine political parties and their  political leaders with whom they drafted the charter of transition after the collapse of the military junta in 1991.

 

The regime began in overt and in covert operations against them, began targeted killing,  jailing in mass, hunting closed all offices, facilites, pludrerd  their properties and forced to exile. The overt and covert elimination was  ordered against formidable political forces, personals and institutions and systematically and cold-blooded killings followed all form atrocities committed  against their sympathizers, business mean artists, e.t.c. people from all sphere of life, indiscriminately, who said no to the tyrant WAYANE hegemony.

The regime operated and still do operates under the masks of Federalism, Democracy, Terrorism, Development, e.t.c., as a client stuck with the political west, mentored,  financed, blessed as “good guys” by the same people who tells us today that  the regimes stakeholders belongs to one clan, the very minority and tell us the statistics.

 

During his Stalinist-style of power consolidation and maintenance, the regime conducted the act of genocide, in Oromia, Ogaden, Gambel, the lists go on, and evicted millions of the  indigenous people from the ancestral soil,  incarceration  in  one of the poorest barbaric, predatory empire in the horn of  Africa ruled  iron-fisted until his death  in the year 2012.

Today while we thank our Heroes and Heroines of our people who sacrificed their life to preserve our culture and tradition that went through planned, calculated  and implemented wars and waged to wipe out Oromummaa:, the Gada-Seeqqee System:the unique primordial pure African culture and holidays like Irrecha, the apex of  Oromo cultural celebration  among many others.

 

Oromummaa went through extremely genocide and ethnocide for centuries by aliens of the north, the Habeshas /Abyssinia to the very date. Never theless, whatever vilification was done and still do, It survived. Now more than every, our culture is found in renaissance (the revival of of anything which has longbeen in decay or  extent), in the position of flowering, in each and every angle of Oromia and no one on the planet reverses it and  furthermore gained global reckon. Irreesa as the apex of  the holidays of thanksgiving to Waaqa to all Oromo people, the  Omnipotent, the creator of the universe according to Oromo philosophy, and Worldview. Water is  primordial, a source and maintains of Life  in Oromo philosophy and mythology.  They prepare from one to the next Irrecha holiday  celebration and show up with their beautiful cultural dressings and symbolical  tools and express their personal and collective experiences of the past and their hopes for the future after the Rainy season (Gana) has passed.

 

Nothing is new, but there are new Ears!  

 

The Declaration of a state of emergency by TPLF tyrant regime: Today, while we thank the heroes and heroines who sacrificed their life for freedom and liberation with empty hand crossed and  to the technological advances of human endeavor, Internets, face books, youtubes, twitters, google etc, an era of flowering Oromo medias and  global medias like Aljazira,  the gruesome acts of the regime, at list can’t leave hidden to the world. As the military jet began spraying the gas and shooting began from all sides the masses of the pilgrims were turned into panic, Hora Sadii was turned to a death toll of the beautiful colored Oromo pilgrims.

 

The massacre what the world has destined to witness in Horsade, Bishooftu at an umbilical cord of Oromia on the day of IRREECHA PLIGRAMAGE on October 2, 2016 is nothing more than spilling more Benzine to the Ring of Fire and Flame of the Liberation Struggle people blowing toward the  the heart of OROMIA, and to others with similar historical fates and victims of genocide and ethnocide  to dismantle one of the most gruesome tyrant’s, TPLF-Fascist regimes that controlled the empire at gunpoint for the last solid 25 years and conducted genocide and annihilation policy.

Statement of purpose

We write to express our concern about your recent announcement regarding the

“Oromo Leadership Summit” due to take place in Atlanta, Georgia on the

occasion of the First Anniversary of the Oromo Protests. We appreciate and

value your endeavors to convene this Summit. We share your view that this

Summit will set out a vision for the future of the Oromo nation.

This is an ambitious and far-reaching national project and we believe that we

need to ‘get it right’. In that regard, we are particularly concerned about the

procedural issues in planning to convene the Atlanta Convention. The signatories

to this letter have come to learn that enough consultation has not taken place in

initiating and planning to convene such a vital Summit.

The ways in which a Summit of this significance is convened, the integrity of its

process and its potential to be adequately representative are of critical

importance to the Oromo struggle and the future of Oromo people. In what

follows, we will set out our concerns in detail and suggest possible steps that can

be taken to address them.

Concerns about the process

When dealing with a vital national agenda such as this, the integrity of the

process matters as much as the outcome. A representative, consultative, and

inclusive process that allows key stakeholders to participate in defining and

developing the agenda can bolster the outcome whereas a process that is not

adequately consultative, representative, and accountable would certainly

undermine it.

To our knowledge, many stakeholders and the wider Oromo Community around

the world have not been consulted as stakeholders in the planning of this

enormous national undertaking. This raises questions regarding the extent to

which the process followed in preparing the ‘concept note’ is democratic and

transparent. We believe a democratic and transparent approach is befitting of a

major national project.

We are in highly unusual and uncharted terrains and we understand the

temptations for expediency and to dispense with what would surely be a

painfully frustrating and complex democratic exercise. However, there cannot be

a short-cut when it comes to major political decisions that will influence, even

determine, the form and content of norms, institutions and values that will

govern our future.

This is an enormous undertaking. It needs to be treated with the seriousness it

deserves. We recognize the desire to keep up with fast-changing events on the

ground. But we must ensure that at least key stakeholders have enough time to

weigh in on the proposed documents and that there are sufficient consultations

at the grassroots level. Expediency at the expense of procedural integrity will

undercut the legitimacy of the project; when it seems foreseeably effective, it

carries the germs of new, perhaps even more ominous threats to the collective

interests of our people.

We are concerned that a project that is so contested at this early stage in the

process will likely do more harm than good. We are worried that it will cause

tremendous damage to the unity and cohesion of our communities and will

further erode public trust and confidence in its leaders.

We also note with great concern that another group of Oromos are already

planning to organize their own independent summit. Staging two competing

summits to consider, discuss and settle the same problem sends the wrong signal

to our friends and foes about the Oromo people’s ability to lead the current

struggle and the post-EPRDF Ethiopia. Indeed, this will represent a mortal threat

to the process and the outcome. There are no reasonable grounds to believe that

you — as the sponsors of the Summit— have done all you can to exhaust every

available opportunity to reach an amicable settlement with the latter group.

Concerns about the substance of the document:

We recognize that there are diverse views within the Oromo people as far as the

substance of the document is concerned. We believe that this is an issue that

needs to be decided by a representative convention. However, we feel that some

of the language in the document should be reformulated to avoid alienating key

allies and endangering the uncommon expressions of solidarity with the various

nations and nationalities. It goes without saying that many Ethiopians and

Ethiopia’s foreign backers are looking closely at what Oromos do. It is important

that we are always mindful of our audience and anticipate the potential for

misunderstanding.

We are concerned that four weeks are not enough to craft potentially

consequential documents such as the charter envisaged in your release with the

seriousness and thoughtfulness it so deserves.

For all the above reasons, we find the proposed project morally and politically

indefensible. We find it very difficult to get behind this project in its current

form.

Our suggestion for the way forward

There are compelling reasons to rethink and reframe the Georgia convention. To

begin with, the broad issues raised and outcomes listed in the ‘concept note’ are

unlikely to be addressed in just one gathering. For this reason, we propose two

separate conventions: The Georgia Convention and “the Grand Oromo

Convention.”

a) The Georgia convention: as planned but confined to the urgent needs of

the hour and the Grand Oromo Convention:

§ Resource mobilization, humanitarian response and commemoration.

There are pressing humanitarian and medical needs. Hence, it is

extremely important to anchor the motivation for the convention

on the necessity to tackle the challenges of NOW and on ways to

build capacity to keep pace with the fast changing events in

Oromia. It’s befitting of an event held on the first year anniversary

of a once in a generation protest movement to be devoted to

honoring the memories and sacrifices of our martyrs. A focus on

resource mobilization and humanitarian response will help identify

available resources — material and otherwise — and allow the

diaspora communities to reach out to our people at a time of their

greatest need.

§ Forge a genuine alliance among Oromo political organizations. Harmony

and unity among Oromo Political organizations is desperately

needed. It will provide a tremendous morale boost to the

movement in Oromia. We believe this matter should be treated

with a sense of urgency. The Georgia convention provides a great

opportunity to apply maximum pressure on all Oromo political

organizations.

§ Set the goals, date, venue and the agenda for a follow-up Grand Oromo

Convention. A great deal of background work and deliberation is

needed. Ideas need to be formulated, circulated, and thoroughly

discussed in a consultative, transparent, representative, and

accountable process. Toward this end, the Georgia convention will

elect steering committees responsible for overseeing the overall

delivery of the Grand Oromo Convention and set priorities and

sequence activities necessary to achieve the objective. It will

consider the need for the proposed Gumii Council and all other

competing proposals. It will identify individuals who will draft the

necessary documents and set their terms of reference.

We believe this will ensure public ownership of the process and a

broad-based support both within the Oromo communities and our

allies. We believe this will help democratize the process, avoid the

risk of competing events, and confer legitimacy on the outcome.

• In summary, the Georgia Convention, if managed well, will have a

transformative impact on the struggle of the Oromo People. It will

create opportunities for Oromo leaders, academics and activists to

come together and set out guiding principles and an organizational

infrastructure through which resources – material, expertise,

financial, personnel, and etc. – are mobilized and channeled to

specific targets in a coordinated manner.

b) The Grand Oromo Convention: This will tackle the broader issues

outlined in the concept note, specifically the two foundational

documents envisaged in your “concept note” and other activities

mandated by the Georgia Convention.

This will allow us and other stakeholders an opportunity to weigh in

on these foundational documents and forge an all-inclusive Oromo

vision for post-EPRDF Ethiopia. We would appreciate the opportunity

to help rethink and reframe the approach and possible outcomes of

this convention.

Once again we would like to express our appreciation for your conception of this

timely “Oromo Leadership Convention” and your endeavor to organize the

event. We sincerely hope that you take our concerns and suggestions seriously

and make appropriate modifications to the contents of the Concept Note, as well

as the structure of the convention and the process of its organization. We believe

a democratic and transparent process based on consultations of stakeholders will

withstand the test of time.

Conclusion

We do not sign this letter lightly but we feel we are in an extraordinary situation.

The Ethiopian government declared a nationwide state of emergency in October 2016 that severely restricts democratic rights. Rallies and public gatherings are now prohibited without prior permission, and the security forces declared a right to detain and search people without a court order.

Siraj Fegessa, Ethiopia’s defense minister and head of the ominously named “Command Post” tasked with dealing with country’s ongoing political crisis,declared that watching or listening to Voice of America and Deutsche Welle is illegal, in addition to banning any contact to groups labeled as terrorists.

The regime has placed a special emphasis on limiting the flow of information out of the country. Want to post an opinion about what is going on in Ethiopia on Facebook? If you do so within the country, you could face a three-to-five year jail sentence.

The Ethiopian government has also restricted all foreign diplomats to the capital and its immediate environs, limiting one of the most important ways to observe the development of the often violent crisis, which erupted one year ago as protesters demanded reform to the country’s one-party rule.

Foreign media has been restricted from covering the protests from the beginning, and the author’s visa request was recently denied by Ethiopia without comment, as were similar requests by a number of colleagues.

The government has also seemed to severely restrict access to the Internet. Statistics provided by Google show that traffic to YouTube (a Google property)fell off a cliff in early October. These harsh new laws are not a good sign for those who hoped that tensions and violence in Ethiopia would subside.

The Ethiopian regime is facing its greatest challenge since it took power in 1991.

Twenty-five years ago, the Ethiopian People’s Revolutionary Democratic Front swept into power — and was popular — as it replaced thoroughly brutal and corrupt Marxist regime that reduced Africa’s only uncolonized nation to famine and poverty.

The EPRDF implemented a federalist constitution and a parliamentary democracy. But while allowing a greater space to the political opposition and strengthening human rights, the ruling party never risked giving up its control over the state.

While the EPRDF is officially a coalition of several ethnic political parties, its Tigrayan members — who were instrumental to the insurgency that brought it power — have long dominated the party.

Over time, the Tigrayan People’s Liberation Front further strengthened its control over the coalition and the state’s political institutions. It further took control of the military — a key U.S. ally and one of the better equipped and trained forces on the continent.

The protests that erupted in November 2015 can be traced to the perceived dominance of Tigray politicians, businessmen and officers over Ethiopian affairs. Since those protests began, Ethiopia’s security forces have killed more than 500 people.

Originally the protests were staged largely by Oromo youths, but Amhara protesters have since joined them — uniting the country’s two largest ethnic groups. They share demands for greater participation in the political process, and the devolution of resources and rights to Ethiopia’s ethnic-based federal states.

The protests have been overwhelmingly peaceful, with no organized and violent anti-state movement being apparent. The regime could acquiesce to the protesters’ demands and open a dialogue about the future of Ethiopia’s political system. However, the state of emergency and its draconian rules make clear that this won’t be happening any time soon.

Instead, it is likely that the new legal instruments, and reduced scrutiny from abroad, will give the regime license to increase the level of violence against its opponents.

The opposition, meanwhile, has little hope of resisting such a coordinated effort from the state. The regime has successfully undermined opposition groups in recent years, leaving the protesters without a national platform or individuals to organize around.

A continuation of the crisis will severely harm Ethiopia’s economy. Some investors are already pulling out, throwing one of Africa’s few economic success stories into jeopardy. But the regime might decide that the risk is worth it, hoping to come out of the conflict with even stronger control over the country.

Currently, there is only one strategy that would almost certainly force the government to change course — a coordinated withdrawal of international development assistance.

Ethiopia received more than $3.5 billion in development assistance in 2014. In 2011, official development assistance amounted to more than 100 percentof central government spending.

But international donors are exceedingly unlikely to pull the plug. German chancellor Angela Merkel visited Ethiopia in October 2016 to — yes, you’re reading this correctly — inaugurate the African Union’s new headquarters forpeace and security operations.

While she criticized Ethiopia’s democratic deficits, she made no threat to withdraw resources. On the contrary, Merkel proposed to support the training of Ethiopian security forces “so that protests won’t result in so many deaths.”

Merkel, at least, took the time to meet with some representatives of the opposition. U.S. president Barack Obama refused to do so last year, instead calling the Ethiopian government “democratically elected.”

This statement came to the consternation of human rights organizations, which pointed out that the ruling party currently holds 100 percent of the seats in Ethiopia’s parliament.

The reason for this blatant refusal to take action is simple — faced with the threat of terrorism in Ethiopia’s neighbor Somalia, and several civil wars in the region, Western powers are betting on the Ethiopian regime to pull through this crisis and provide the region with an “anchor of stability,” in Merkel’s words.

STATE OF EMERGENCY apartheid word meaning “separateness”, or “the state of being apart”, literally “apart-hood” is a system of Racial in Ethiopia enforced through legislation by the ruling party Tplf or EPRDF the killer governing party from1991. Under state of emergency apartheid, the rights, associations, and movements of the majority Oromos and Amharas inhabitants and other ethnic groups are curtailed, and Tigre is maintained. Apartheid in Ethiopia is developed after1991by the tigray people-dominated Party TPLF and EPRDF organizations. The ideology is also ruling part EPRDF, which is administered by Tigray people leaders.  By extension, the term is currently used for forms of systematic segregation established by the state authority in a country against the social and civil rights of a certain group of citizens due to ethnic prejudices

Ethiopia began in colonial way apartheid   under the TPLF empire, and continued until know. Tplf undercover policy of Apartheid as an officially structured policy is introduced more and more after the general election of 2015 or after wining of the election 2015 100%.  Legislation classified inhabitants into two “tigray”and “Ethiopia”. From 1991 to still, million’s Ethiopians are removed from their homes, and forced into segregated neighborhoods, in one of the largest mass removals in modern way. As unrest spread and became more effective and militarized, state organizations responded with repression and violence. Along with the sanctions placed on Ethiopia by the international community, this made it increasingly difficult for the killer government to maintain the regime. Revolution is begin in the all country, in Oromia, Amhara region and the other places of Ethiopia. After  EPRDF Party gained 100% power in the parliament.   Apartheid tplf government immediately began enforcing existing policies of racial segregation under a system of legislation that it called state of emergency which is apartheid. Under apartheid, non-tigre Ethiopian’s (a majority of the population Oromo and Amhara) would be forced to live in separate areas to the government and their supporters are block all social media like face book, viber, twitter, e-mails in the all country except Tigray   and contact between people are the banned.

Tigray supremacy had become central aspects of Ethiopian policy long before timing apartheid began. Marked the beginning of territorial by forcing non-tigre Ethiopians to live in reserves and making it illegal for them to work as sharecroppers.

Apartheid Becomes Law

Know the government had banned relation between Ethiopian and Tigray people of other races by state of emergency, and prohibited colonial relations between tigrians and non-tigrians in Ethiopia. State of emergency provided the basic framework for apartheid by classifying all Ethiopians by race with tigrians.

Since 1991 and now by state of emergency, most resistance leaders had been captured and sentenced to long prison terms or executed this would draw international attention and help garner support for the anti-apartheid cause now in Ethiopia in the all world including EU.

Apartheid Comes to an End Ethiopa

Know after 25 years, when thousands of children in all OROMIA, AMHARA, CONSO and the rest of the country, demonstrated against TPLF OR EPRDF by the word ”DOWN DOWN WEYANE DOWN” ALL students across the country, the police opened fire with tear gas and bullets. The protests and government crackdowns that followed, combined with a national economic recession, drew more international attention to Ethiopia and shattered all illusions that apartheid had brought peace or prosperity to the nation. The United Nations General Assembly must denounced apartheid, and in the UN Security Council must to impose a mandatory embargo on the government of minority tigre grope.  United Kingdom and United States of America  imposing economic sanctions on the country.

Under pressure from the international community, the government of TPLF or EPRDF sought to institute some reforms. The reforms fall short of any substantive change, however, and by the pressure to step aside in favor of TPLF or EPRDF.  TPLF apartheid government subsequently repealing the Population Registration Act,  as well as most of the other legislation that forming the legal basis for apartheid. We need new constitution and a new constitution,   which enfranchise  the majority groups and other racial groups and new general election is necessary for marking the official end of the apartheid system in Ethiopia and to building the real country for justice and equality.

Convening An Oromo Leadership Convention: theatrics of convoluted arrogance and ignorance

Two-person Convention Organizers recently authored and distributed a bulletin that calls for “Convening An Oromo Leadership Convention”. We later found that the whole idea was baked, fried and sautéed, and cooked by two individuals, one, the managing director of OMN, Jawar Mahammed and  second, Esekiel Gabissa , professor at  Kettering University. Not a single Oromo political organization was consulted for this grandiose, pompous, and ambitious rendezvous.

According to the organizing committee composed of two Trojan horses, the Convention will be a gathering to have as broad a representation as possible. Delegates will receive the documents ahead of the gathering. At the Convention, they will consider the documents, debate, provide recommendations, amend and take decisions. All delegates will have enough time to deliver remarks to contribute to shaping the yaa’ii’s final deliberations and resolutions.

In other words, two individuals, one, whose job description is to run an Oromia media, and another, a professor of one small private university took the responsibility upon themselves for calling a convention, selecting who should participate, drafting a document (charter), running the convention,  deciding on the final document that determines the destiny of future Oromia. As far as we know, these two individuals do not belong to any publicly known Oromo political organizations. Some, including the OLF, that have been around for close to half a century were ignored. Rumor has it that none of the Oromo political organizations were officially consulted or conferred with even for a little courtesy. Nevertheless, the public was told that they were welcome to participate if they so wish!

What is really going on here? Have the Oromo become a bunch of herds of sheep that two cunning sheepherders tend, herd, feed, and guard herds of sheep.  Do these two individuals really think they are so clever and the Oromo multitude so idiotic, stupid, foolish, absurd, ridiculously reckless  bunch of  flock of herds of sheep and will convene and debate and deliver to shaping the two sheepherders’ yaa’ii’ final deliberations and resolutions?

If that happens, and heaven knows it might, considering the numbers of herd of sheep of following that are around, that day will forever be remembered as the day the Oromia Charter drafted by two wolves in sheep’s clothing was adopted and signed. The ratification process for the charter will start and end the same day at the convention or a little later and Oromia will transition from a regional state now ruled by TPLF/OPDO to the rule of the new sovereign Robin Hood, and his new lieutenant. The multitude of sheep will bow in recognition of the arrival of the new supreme power, whereby the lady sheep will ululate in high pitch and sing a song of praise to the new prince of thieves.

This reminds me of the image of young calf running, jumping up and down unhindered after feeding on mommy milk and filling its tummy and thinking He is the Greatest. What a fool, what a farce, what an embarrassment to Oromo! How disgusting and delusional are some people? Is this a case of malignant narcissism, a psychological syndrome comprising an extreme mix of narcissism, antisocial personality disorder, aggression, and sadism which Herbert Rosenfeld described as “a disturbing form of narcissistic personality where grandiosity is built around aggression and the destructive aspects of the self becomes idealized”. Or a case of infantile young man disillusioned by the attention paid for by star-struck young women sheltered, lonely  in closed rooms watching the talking head on OMN and UTube? I don’t really know the answer, but I can say this with certainty—that this kind of behavior should not be tolerated by Oromo political organizations, political elites, particularly Oromo nationalist activists, if we all want free Oromia.

Oromos can’t expect to develop any sort of credibility from our friends or foe if we allow such bizarre behavior to go on unpunished. The world is watching us, our enemies are telling the world that Oromos are not ready to govern themselves. That some within us do not even follow the elementary general principles, procedures, and responsibilities and the elementary procedure on who has the mandate to call a convention of this magnitude is not so good a telltale story. The credible political groups that will initiate the call; all the representatives of the nations’ stakeholders that must be included; political thinkers, and experts, that must be invited, and under what conditions?

Even more troubling is the fact that few (about 11) literate individuals wrote an appeal letter to the two self obsessed disgruntled individuals asking for consideration to bla-bla-bla, as if the two con artists are entitled to call to draft real Charter for Oromia. Just because, a herd of thousand recruited and trained dummies jump up and down with every word spoken these con artists does not mean that we have to join the herd of dummies for the world is not led and managed by herd of dummies. This convention should be scrapped or a full scale battle should be waged on the perpetrators of such scandalous activities. This action by two individuals is aimed at sabotaging and short-cutting the ongoing Oromo struggle for freedom. The entire background of the initiatives behind the call to convention should be thoroughly investigated, and the financiers of the convention should be identified. All  concerned and ignored Oromo political organizations should issue statement regarding this convention.

Oromo convention is necessary, and even timely. It must be an all inclusive, all Oromo political groups of the different ideologies must be invited and be fairly represented. Representatives of all political groups must be included as organizers of such convention and Oromo intellectuals with specific skills relevant to such conventions should be carefully recruited and included in the organizing committee. Draft document should be prepared in consultation with all stakeholders. We can produce such document and unite our divided political groups under one umbrella.

Hopefully, civility, moral and ethical standards, and Oromo safuu will guide us in the future when we engage in the larger Oromo issues of serious magnitude. The good news is that, we are just working on how to create a nation that is free, democratic and civil, and to get to that stage, we do not have to reinvent the wheels, for many before us have already done that with many trials and errors, and we do not even have to repeat their past errors if we handle issues wisely.

Ademo, a journalist based in Washington DC, had for years strived to tell the world about the issues faced by his people, the Oromo, in Ethiopia. In 2008, he founded OPride, a website aimed at telling the stories of the growing Oromo diaspora and advocating for social justicein Ethiopia. In 2011, with the site’s readership growing, he went to study at the Columbia Journalism School, not because he wanted to become a journalist, but because he understood the power of the media as a tool to advocate for the Oromo cause.

But for years afterward, Ademo was dismayed that the Ethiopian government’s repression in Oromia, the country’s most populous region, didn’t warrant the attention of global media outlets.

Then in Aug. 2016, at the Rio Games, Lilesa did in a single moment what Ademo had been trying to do for years. The crossed wrists, a gesture of protest against Ethiopia’s government, brought the issue into the international conversation.

At that point the latest wave of unrest demanding economic and political reform had been ongoing for almost a year, and over 500 people had been killed in the process—nearly 100 in one weekend in August—according to human rights organizations. Lilesa said he was afraid of being imprisoned or killed if he went back to Ethiopia, and in early September, the US government granted him a special skills visa.

Ademo immediately reached out to the handlers of Lilesa, who were arranging for him to come to Washington DC. When he landed, with the help of a few colleagues, Ademo ensured that there was no fanfare at the airport, and whisked the athlete away. Together, they worked on figuring out how best to deliver a forceful message of protest. Ademo helped Lilesa prepare his first press release, worked with him during his exclusive interviews with the media, and stood next to him translating from Oromo when he gave a major press conference in front of the US Capitol building.

In just two days, there were more than 86 news articles and video clips about the marathoner and his cause, Ademo says. This was more media attention than countless protests in the past had garnered. “These kinds of events don’t happen every day,” says Ademo. Lilesa “opened so many doors that we’ve been knocking on for years.”

Ademo is part of a growing diaspora movement of writers, bloggers, journalists, and activists who have been shaping the coverage of Ethiopia’s recent protests. With no press freedom and facing a blanket shutdown of mobile internet and the banning of posting on social media in Ethiopia, these activists in the diaspora have often been the only source of news of the protests.

Using their contacts in Ethiopia, diaspora activists have flooded Twitter and Facebook with videos and photos disputing what they say are inaccurate accounts of protests pushed out by the mostly state-owned media in Ethiopia. Most recently at a bloody Thanksgiving festival, the government claimed 55 people died, but the activists say it was more like 300, and countless others injured.

The diaspora leadership network “that has now emerged has significant influence over the form and direction taken by protests in Oromia” region, says Jordan Anderson, an Africa analyst at IHS Markit, a global government and economic consultancy. For example, some foreign activists have provided strategic and tactical information via social media and in different languages to the protestors on the ground.

Ethiopia’s government is cognizant of the role of this foreign-based media in the growing unrest in the country. At the UN General Assembly in September, prime minister Hailemariam Dessalegn decried the use of social media, saying it has “empowered populists and other extremists to exploit people’s genuine concerns and spread their message of hate and bigotry without any inhibition.”

 The state labeled both channels as “belonging to terrorist organizations” 

And in early October, as part of the six-month, nationwide emergency, the government banned the viewing of Oromia Media Network and Ethiopian Satellite Television. The state labeled both channels, which are based outside the country and command huge viewership, as “belonging to terrorist organizations.” Both outlets have so far been able to circumnavigate the ban, and continue to produce original reporting based on information collected by and disseminated through the public.

Given the plethora of information now available about the government’s crackdown, the current concern is whether it will unite or further divide protesters both at home and abroad. After months of Oromo protests, the Amhara community also started agitating for their own rights, calling for the the government to move a section of their traditional homeland currently administrated by the Tigray regional state into the nearby Amhara region.

The two communities combine to make up more than 61% of the country’s over 100 million population. The Tigray, who make up 6.1% of the country, have dominated the government for decades now.

But the Oromo and Amhara communities’ competing claims and interests could undermine the protest movement, Anderson warns. Some Amhara groups, he says, still espouse the pro-imperial views that undermined the Oromo cultural and linguistic identity in the pre-1974 Amhara-dominated empire. Ethiopia was ruled by King Haile Selassie until a Communist military junta overtook the country in 1974. Other Amhara protesters also oppose Oromo claims over the capital Addis Ababa.

“Talks amongst diaspora activists and elites, and joint Oromo-Amhara rallies in the diaspora, are unlikely to bridge the gap between the Oromo and Amhara protesters inside Ethiopia,” Anderson says.

Ademo says it will take time to create trust and develop a unifying message that opposes Ethiopia’s current regime and appeals to both Oromo and Amhara protest groups. But he thinks it’s a reality, because “there is goodwill and expressions of solidarity. People are listening to each other more than in the past.”

Hassen Hussein, a Horn of Africa analyst and assistant professor at St. Mary’s University of Minnesota, says the magnitude of repression and the growing number of frustrated young people will transcend historical and ethnic differences. “The sheer size of the number of people being killed, detained and wounded is so overwhelming that the Oromo cause has won moral support among the Amhara and the other communities from Ethiopia,” says Hussein. There’s a growing awareness “that our fates are tied together, we need to work across the ethnic and whatever divide there is, and we have to work for a future that would be available to all of us.”

Lilesa has already become a symbol of that sort of unity. The whole of Ethiopia cheered him on in Rio, and when he turned the moment where he captured the Olympic silver medal into a political statement, it resonated widely: Ademo says that Lilesa’s welcoming party in Washington DC attracted more than 500 Ethiopians from all ethnicities.

Ethiopia must answer in illegal spying case, digital rights group says

A .US. citizen whose communications were monitored by Ethiopian agents from afar is appealing his case, on the grounds that Ethiopia must be accountable for illegal spying that relied on state-sponsored malware to infect his home computer.

The Electric Frontier Foundation (EFF), a nonprofit focused on defending civil liberties and digital rights, has assisted in the Kidane v. Ethiopia case since 2014.

This week, the EFF again argued that Ethiopia is not immune from liability in a case that demonstrates how digital surveillance of journalists, dissidents and political opponents extends beyond the borders of nations with poor human rights records like Ethiopia.

Kidane, who uses a pseudonym in order to protect his family and associates from retaliation, moved to the United States two decades ago but remains connected to members of the political opposition in Ethiopia.

In 2012, Ethiopian authorities installed malware on his computer that arrived embedded in a document, the EFF said. Once installed and then activated from a server in Ethiopia, the malware began to monitor Skype calls, emails, web browser search histories and the family’s general computer activity for about five months.

The Ethiopian government, which the EFF says has never denied that it wiretapped Kidane, won dismissal of the initial lawsuit on the grounds that the digital attack originated in Ethiopia and outside of U.S. legal jurisdiction. Yet Kidane’s legal team argues that Ethiopia’s reliance on software rather than a person to launch an illegal wiretap attack against him doesn’t create immunity from their liability.

The EFF has followed other Ethiopian cases, notably that of Eskinder Nega, as the nation’s suppression of human rights has escalated. A 2014 Human Rights Watch report found the Oromo particularly affected by Ethiopia’s use of surveillance technology, which it attempts to justify as a security or anti-violence measure.

Yet in most cases, the HRW report found the Oromo were under surveillance because they were organizing cultural associations or trade unions, were involved in celebrating Oromo art, music and culture, or were involved in registered political parties.

An American Ally…Where Listening to Voice of America Was Just Banned?

Nearly a year of protests against land reform issues and heavy-handed government policies is starting to take its toll on Ethiopia, who earlier this month announced a six-month state of emergency. Often hailed as a rising star and economic stronghold of Africa, the growing discontent highlights the limits of authoritarian development as well as the hypocrisy of the West when it comes to human rights abuses.

The protests started last November following the announcement of the government’s new plan to expand the capital of Addis Ababa into the surrounding countryside that is mainly inhabited by the Oromo ethnic group. Despite being the largest ethnic group in the country, the Oromo have long complained that they are economically marginalized in favor of the Tigray, who make up less than 10 percent of the population but dominate the government. Because of this, the plan to expand the capital was viewed as a naked land grab by the government, designed to marginalize the Oromo even further.

Even though the government eventually relented and cancelled the capital expansion plans in January, the protests revealed the growing discontent between the people and the government’s development policies. Ethiopia has recorded impressive economic growth since ostensibly moving to a multiparty democratic system in 1991, averaging an annual 10.2 percent GDP growth between 2006 and 2015. But that growth is distributed unevenly among the population. As Dr. Awol Allo pointed out last year, economic growth has consistently pushed Oromo farmers of their land without adequate compensation or any real plan to include them as part of the new economy.

The issue is not new – Addis Ababa itself was originally an Oromo village – but more than two decades with no sign of reform are finally pushing Ethiopians to protest. And the Oromo are not alone. Protests have also erupted among the Amhara, Ethiopia’s second largest ethnic group over the administration of some of their ancestral land. Combined, the two groups make up more than 60 percent of Ethiopia’s nearly 100 million population and the protests make for a serious problem for the government.

However the government’s response to the protests has only fanned the flames further as several violent crackdowns have left at least 500 dead. After the state of emergency was declared, at least 1,600 people were detained in connection with the protests.

The state of emergency also cracks down on an already limited independent press as watching or listening to “outside forces” including Voice of America, German Radio and a handful of Diaspora stations is now illegal, as is using social media to post updates on the status of things inside the country. Any speech or use of symbols connected with the protests – such as the crossed arms gesture made famous at the Rio Olympics by Ethiopian marathoner Feyisa Lilesa – are now grounds for a three to five year prison sentence as well. And rather than acknowledge the underlying issues upsetting protesters, the government has taken to blaming outside actors such as Eritrea and Egypt for stoking the unrest.

Despite the growing problems and government repression, the West appears content to largely turn a blind eye. In particular, Ethiopia is one of the countries the EU is targeting to clamp down on irregular migration and refugee flows. As the state of emergency and its draconian rules came into effect, German Chancellor Angela Merkel headed to Ethiopia with stemming migration as a top priority and aims to broker more deals similar to the controversial EU-Turkey migration deal that blocks refugees from entering the EU along the popular Eastern Mediterranean route.

Because of the imbalance of economic opportunity within the country and repressive human rights abuses, Ethiopia itself is a major source of migrants. However not all choose to head towards Europe as many head to Saudi Arabia and the Gulf states in search of better work while others head to South Africa. But the focus of the West on keeping Ethiopian migrants out even in the face of growing political persecution means that the West is sacrificing what political leverage it could have as its priorities are made clear.

Ethiopia has long been a “donor darling” and a popular partner in the global war on terror, but the investments made in these areas has required both the West to look away from some of the country’s less appealing realities. As the protests drag on and calls for regime change increase, it is becoming clear that such an approach is no longer a feasible option as the risk of chaos in the Horn of Africa becomes a real possibility.
